EMA Minutes 11/09/202215.A.2 November V', 2022 Naples, Florida MINUTES OF THE OF THE COLLIER COUNTY EMERGENCY MEDICAL AUTHORITY MEETING LET IT BE REMEMBERED, the Emergency Medical Authority in and for the County of Collier, having conducted business herein, met on this date at 9:30 AM in REGULAR SESSION at Collier County Government, 3301 Tamiami Trail East, Human Resources Training room, Naples, Florida with the following members present: Chair: E.B. Yarnell, Citizen Representative Dr. James Britton, Citizen Representative Robert Chalhoub, Citizen Representative Also present: Tabatha Butcher, Chief, EMS Bruce Gastineau, Assistant Chief, EMS Packet Pg. 289 15.A.2 COLLIER COUNTY EMERGENCY MEDICAL AUTHORITY (EMA) AGENDA November 9th, 2022— Wednesday 9:30am 1. CALL TO ORDER AND PLEDGE OF ALLEGIANCE Meeting called to order at 9:30 am by Mrs. Yarnell. A quorum was established. 2. AGENDA AND MINUTES a. Approval of Today's Agenda Motion to approve agenda by Mr. Chalhoub. Seconded by Dr. Britton. Passed unanimously. b. Approval of the September 14t', 2022, Meeting Minutes Motion to approve September minutes by Dr. Britton. Seconded by Mr. Chalhoub. Passed unanimously. 3. OLD BUSINESS Performance Measures Update Chief Butcher discussed performance measures. No significant changes in response times. Hospital offload times are also consistent. Overdose have gone down compared to last year's numbers. 4. NEW BUSINESS a. MedTrek COPCN Application Chief Butcher introduced MedTrek. Currently working with three 24-hour units, a fourth one working twelve hours and a fifth unit serving as backup. A license from Dr. Juda will be required with their application. Five new vehicles will need to be added to the balance sheet along with their insurance. Necessity of services will need to be shown in application. Collier Country EMS COPCN Renewal Application Chief Butcher discussed EMS COPCN Renewal Application. Currently working with 26 vehicles running 24hours. Three more vehicles will be added for season and 16 more will be in reserve. EMS has one helicopter in full service and the second one serving as backup. All equipment fully functional. Motion to recommend EMS COPCN to Board of County Commissioners by Mr. Chalhoub. Seconded by Dr. Britton. Passed unanimously. Packet Pg. 2 0771 15.A.2 c. EMA Member Team Expiration and Application Process Mrs. Yarnell and Mr. Johnson have reapplied. Dr. Britton's position will now be available. Motion to reappoint Mr. Johnson and Mrs. Yarnell to their current positions by Dr. Britton. Seconded by Mr. Chalhoub. Passed unanimously. Mrs. Yarnell's and Mr. Johnson's applications will also be placed on the agenda to be presented at the Board of County Commissioners meeting. d. Proposed 2023 EMA Meeting Schedule Motion to approve proposed dates by Dr. Britton. Seconded by Mr. Chalhoub. Passed unanimously. 5. FIRE SERVICE DISCUSSION Everyone doing well. City of Naples COPCN will be going before the Board of County Commissioners in December. 6. STAFF REPORTS Chief Butcher discussed staff reports. Discussion on Hurricane Ian, some employees had home damage. Two of our units had to be relocated due to water damage. Station 60 will need to be rebuilt due to flooding. Four ambulances took water damage as well. Having new hires every month. 7. PUBLIC COMMENT No Comment 8. BOARD MEMBER DISCUSSION Dr. Britton's last meeting. 9. ESTABLISH NEXT MEETING DATE December 14t', 2022 10. ADJOURNMENT Motion to adjourn meeting by Dr. Britton. Seconded by Mr. Chalhoub. Meeting Adjourned at 10:42am.
