BAYSHORE BEAUTIFICATION MSTU MINUTES OF THE NOVEMBER 2, 2022 MEETING
The meeting of the Bayshore Beautification MSTU Advisory Committee was called to order by
Maurice Gutierrez at 5:00 p.m. located at 3299 Tamiami Trl E, BCC Boardroom 3rd Floor.
I. Roll Call: Advisory Board Members Present: Joann Talano, Maurice Gutierrez,
Sandra Arafet, Susan Crum and Bob Messmer. George Douglas had an excused
absence. Frank McCutcheon was approved to attend virtually.
II. MSTU Staff Present: Debrah Forester, CRA Director, Tami Scott, Project Manager
II, Cristina Perez, Program Manager I, Kellie Cipperman, Special Events Project
Manager, Shirley Garcia, Operations Support I.
III. Pledge of Allegiance: Led by Maurice Gutierrez.
IV. Adoption of Agenda: Ms. Forester added under Landscape Report the walking tour on
July 22 @ 8:30am at the CRA Parking lot, and under new business e. Part Time
Positions. Sandra Arafet made a motion to accept the Agenda as amended, second by
George Douglas. Motion passed unanimously.
V. Adoption of Minutes:
a. Minutes of the July 13th meeting- Bob Messmer made a motion to approve second
by Susan Crum approved unanimously.
b. Joint Meeting Minutes of the August 17th Special Meeting — Maurice Gutierrez
made a motion to approve, second by Bob Messmer approved unanimously.
VI. Landscape Report:
a. Update on Landscaping — Armando Yzaguirre with A&M Property Maintenance,
provided an overview of the monthly maintenance conditions post Hurricane IAN
and reported more than 1,400 plants were damaged, 900 plants will have to be
replaced but wasn't as bad as imagined, the cost he estimates to be around $15,000.
He does recommend they go back to Davie Tree Service to do another lift on the
Royal Palms because they were beat up pretty bad. Ms. Scott has already contacted
them to put the palms on the schedule, it was work already approved to be done, just
not expecting to have the hurricane hit so they will try and clean those up within the
next couple of weeks. Maurice Gutierrez brought up some of his concerns about
trimming the palms when they are natural shedders should they just leave them and

see how they come back, because after the first time they were cleaned up, he really
didn't see a difference. Added that when he passes through some developments they
let their palms shed naturally they never trim them up so he isn't sure he wants to
continue paying for that out of MSTU funds especially if there was never any
damage from the palm fronds hitting anything. Ms. Forester reminded the committee
that after the hurricane Armando has recommended to do another cleaning because
of the damage the hurricane caused and thinks it will help. Maurice Gutierrez made
a motion to do one more cleaning but would like to wait to see how it looks after
that, second by Sandra Arafet, approved unanimously.
VII. Community / Business Presentations:
VIII. Old Business:
a.Christmas Decorations- Ms. Scott noted the new company from Miami called
Light Er Up who was the lowest bidder, will be decorating this year similar to last
years decorations. Ms. Scott will be installing the new plants for the holidays that
she will change out and the costs will be shared between the CRA and MSTU.
b. Tree Lighting Ceremony- Ms. Forester wanted to introduce the new Special Events
Project Manager Kellie Cipperman and the tree lighting ceremony event she has
been working on. Ms. Cipperman highlighted some items on the agenda for the
event and asked if there was anyone who wanted to volunteer, she brought the sign
up sheet if anyone was interested. The event will be held on November 18, 5-6:30pm
at the lawn at Del's Corner, the tree lighting event will kick off to Night Lights at
the Botanical Gardens. There will be various activities for everyone, interactive
activities and the exciting part will be a community art project that will be displayed
in one of the medians, a painted tree with everyones hand print on the tree. Ms.
Cipperman noted going forward there will be a tree lighting ceremony every year
with a new Christmas tree to paint every year to be displayed out in the Community.
Ms. Crum asked what they thought about getting name tags for all the volunteers so
it will be easier for the public to be able to find the volunteer in case they need to
ask questions. Ms. Forester said they will see if there is enough time to order some
badges or name tags. Ms. Cipperman noted that Botanical Garden will allow the
overflow parking in their lot and there will be signs directing traffic after the CRA
lot space was full. Ms. Arafet asked if there is an opportunity to do a farmers market
like Del used to do. Ms. Cipperman stated she will be working on that and other
special events in the coming months ahead.
c. Coastal Vista Design Group- Ms. Scott provided the update for Median 20, across
from the wine venue project. Ms. Scott provided the final plan after numerous
comments from all the divisions in the County and this final plan has been forwarded
to Ms. Maddox and her contractor to purchase and install when they can. Ms. Arafet

asked what type of tree is the 3 large circles on the plans and how tall will they get
and Ms. Scott said it was coccothrinax palm. Ms. Soto from the Botanical Gardens
said they are very tall thin palms that generally reach the height of 15 ft.
d. !Arte Viva! Celebration- Partnership with Naples Botanical Garden- Ms. Scott
recapped a meeting staff had with Naples Botanical Gardens staff and some of the
concepts discussed which included installation of banners for the garden that would
market the celebration which has blossomed into a county wide celebration
including Artis Naples, John Melecky is working with other art groups and staff
wanted to partner with this county wide celebration too. Sandra Arafet had some
concerns of advertising for the garden and if staff starts putting things up in the
roundabout and banner poles she feels everyone will come and ask for their
marketing banners and flags to be installed. Ms. Arafet agreed we do support the
Gardens, however she feels like the roundabout should remain neutral and not be
used for marketing anyones' event, just leave the roundabout and flag pole as the
community area. The committee added a comment that the Botanical Garden is a
vital part of the Bayshore area and it is beneficial to partner with them for their
events. Maurice Gutierrez reminded the committee we have always partnered with
the garden and we should continue the relationship during their events. The
consensus of the committee was to partner with the garden but to leave their banners
on the Bridge banner poles in the center planters but not at the roundabout or the
flag pole. Staff will keep the committee updated as concepts are further developed.
Ms. Talano wanted to recap what their role is and what is the expectations of what
the role of the roundabout should be. Ms. Arafet clarified that the round about should
not be used as a marketing tool. Maurice Gutierrez asked what is the County's role
in supporting events? Do they purchase banners for their events? Ms. Forester noted
that was not necessarily the County's role, they would just support the arts and help
market their events but not necessarily purchasing banners. Ms. Forester suggested
the committee revisit what they would like to do regarding supporting events in the
area and what they would not like to participate in and what their role is in support
of.
e. EV Charging Unit — Ms. Scott provided the update on the next steps for the
Charging unit and the reason she is bringing it to the MSTU is because the cost of
electric and maintenance will be an MSTU fee. Ms. Scott researched some
companies and the Counties Sports Park is using Charge Pointe. The
recommendation is to use the same company because money can be refunded
depending upon how much the public is charged. Joann Talano wanted to ask how
low to the ground will the electric hook up be since the Hurricane hit, everything
was flooded and that is a lot of cost to replace that, maybe something to think about.
Ms. Scott said we can put the electrical outlet at least 3feet high. Ms. Scott asked
what the fee should be and if they want it installed. Maurice Gutierrez made a motion

to approve the MSTU pay for the maintenance and electric, second by Susan Crum,
approved unanimously.
f. Quality of Place — Bayshore Drive- Ms. Forester wanted to thank everyone who
voted for Bayshore Dr as the Healthiest Place and the award will be presented at the
December 13th BCC meeting. Ms. Forester asked if everyone can attend to accept
the award and take a photo that would be great.
IX. New Business:
a. Hurricane IAN damage assessment report: Ms. Forester presented the
spreadsheet depicting some of the damages from IAN and costs thus far, the County
will work with staff on filing insurance claims and staff will keep track of the claims.
b. 2023 Advisory Committee Meeting Calendar —Ms. Forester noted the new
meeting calendar for 2023 and asked if the committee was good with the dates of
the meetings. Some of the dates may be moved if needed but staff would let them
know ahead of time for any rescheduling or special meetings that may be required.
The consensus of the Committee was good with the meeting schedule as presented.
c. 2022 Annual Report — Ms. Forester wanted to remind the committee of the
upcoming annual report and that we needed a letter from the Chair to add to the
report, staff will bring back a draft in January for their review and input.

XII. Public Comments: There was a comment from Tish Dawson that there was at
least 2 ft of water from the hurricane in the CRA parking lot so when staff installs
the EV Charger they can keep that in mind, Michael Aandrasse asked for the
update on the 17 acre site, Ms. Forester mentioned the update will be provided at
the December 6th CRA meeting for the Boardwalk on the 17 acres site.
XIII. Staff Comments: Ms. Scott updated the Hamilton Ave Project, it was moved out due
to Hurricane IAN with a new final substantial completion date of January 30, 2023.

Review Criteria for Gifts or Loans of Works of Art
Aesthetic considerations: To ensure artworks of the highest quality
Financial considerations: Based on the cost of installation, the proposal should identify sources of
funding for the project, and the estimated cost of maintenance and repair over the expected life of the
artwork. A legal instrument of conveyance of the work of art should be executed between the CRA/BCC
and the donor.
Liability: The proposal should discuss susceptibility of the artwork to damage and vandalism, any
potential danger to the public, and any special insurance requirements.
Environmental considerations: The proposal should address appropriateness of the artwork to the site
and the scale of the artwork in relation to its immediate context.
Maintenance: Where appropriate, the CRA/BCC should request that the donor provide an endowment
for the long-term maintenance and conservation of the donated art.
Donation proposals shall be accompanied by the following information:
✓ Slides, photos, or a model of the proposed work;
✓ Biography of the artist;
✓ Proposed site and installation plans;
✓ Cost of the artwork and budget for installation;
✓ Information for giving acknowledgement of the donor; and
✓ Maintenance requirements for the artwork.
Artworks proposed for long-term loan (one year or more) to the CRA/County shall be subject to the 04
same considerations outlined above. Artworks proposed for placement in private offices or in non-public
areas of CRA/County facilities shall not be subject to PAC review.

Scarlet macaw sculpture, made out of an internal stainless steel round bar frame and sheeted with 18g.
stainless steel sheeting. Each feather will be formed and hammered textured. Macaw sculpture will be
mounted on a stainless steel branch base. The branch base will have four mounting tabs for earth or
concrete installation. The overall sculpture would be hand painted with an oil base primer and paint.

Maintenance and installation, from the artist:
The maintenance for this piece is minimal. When needed, wipe down with a damp, lint -free cloth. Then
dry with lint -free cloth.
As for over the years with weathering, it all depends if the sculpture is getting direct sunlight or is
constantly rained on. But the finish is really like a car finish.
The clear coat finish should last 7-10 years. Use an automotive clear coat, so as long as a car clear coat
last that's how long it should last.
The clear coat finish can be retouched by a professional painter. As for if the actual paint job needing to
be retouched, I would like to be contacted first, then assess what needs to be done. Either I will re -paint
it or have an artist in the area to do it.
As for installation, there will be 4 mounting tabs that are completely connected to the bottom base of
the sculpture. The sculpture should be installed on concrete with a hammer drill and with 4-1/2'
concrete lags. Should only take 2-3 people to help put the sculpture into place.

Tip - Budget for maintenance — need to be regularly cleaned and add a new coat/seal to it — to help
prevent rust. Schedule it on regular basis. Artist can provide information on how often should it be

Bayshore residents and businesses took time off from Hurricane recovery to Light up
Bayshore, their first tree lighting celebration. Local dignitaries included Dan Rodriguez,
Deputy County Manager; outgoing Commissioner Penny Taylor and Commissioner Elect
Daniel Kowal. But the biggest guest of honor was Santa himself, arriving in style on an East
Naples Fire Truck. Family fun activities included writing letters to Santa and our troops and
making ornaments. Young and old christened a cutout Christmas tree with their handprints
while enjoying cookies and hot cocoa. There was music, carolers and a kids "turn on the
tree" countdown. The event, which promises to become a tradition, was sponsored by the
Collier County Community Redevelopment Agency, Bayshore Gateway Triangle Community
Redevelopment Area and Bayshore Beautification MSTU.

Collier Community Assessment To Be Updated This Year
Community Survey Opens Today!
NAPLES, Florida-- In 2016-2017, a collaborative and comprehensive process resulted in the first Collier County
Community Needs and Assets Assessment, published in 2018.
The process, with the leadership of a cross -sector advisory committee, gathered information about the
strengths of Collier County and helped to identify areas of greatest need.
The report was shared widely in the community and was utilized in a variety of ways —from funders using the
findings to guide their grant -making, to organizations identifying opportunities to further align with their
mission and make a deeper impact. Examples include:
• Greater emphasis on and increased funding in early learning. m
• The launch of the private/public housing initiative to increase affordable housing (350 units) for

essential workers on the Golden Gate golf course. N

• Increased awareness of and funding for mental health supports

• Increased awareness of and funding for career and technical education o

After five years, it is time to take a new snapshot of Collier County —of the gains that have been made and the N

County. This brief (10 minute) survey will be open from November 14, 2022 through the end of March. All E
