16.A.6 03/14/2023 EXECUTIVE SUMMARY Recommendation to seek approval for electronic submission by staff of a Small County Outreach Program for Rural Areas of Opportunities application with the Florida Department of Transportation to fund the construction of a paved shoulder project to improve safety on a segment of Immokalee Road (CR 846E) - in the amount of $985,274.47. OBJECTIVE: To provide improved and safer conditions to an existing segment of Immokalee Road (County Road 846E). CONSIDERATIONS: On December 12, 2022, the Florida Department of Transportation (FDOT) announced a call for applications for the FY2025 Small County Outreach Program (SCOP). SCOP's goal is to assist small county governments in repairing or rehabilitating county bridges, paving unpaved roads, addressing road -related drainage improvements, resurfacing or reconstructing county roads, or constructing safety improvements on county roads. The community of Immokalee is one of the 94 municipalities and communities eligible to apply for the SCOP appropriation of $9,000,000. All applications must be submitted by March 17, 2023. FDOT will select SCOP projects which meet the prioritization factors such as the project is on a county road system, the road is used as an evacuation route, has high levels of agricultural travel and impacts the state or local economy. Staff has identified a portion of Immokalee Road for this grant opportunity because it coordinates with County projects in the area and is likely to rank high based on the State's prioritization factors. Immokalee Road (CR 846E) in this location is a two-lane two-way rural roadway with 10-foot-wide traffic lanes and no shoulders. This project will widen the existing lanes from 10 feet to 12 feet and add 5-foot paved shoulders in each direction. The entire widening project of Immokalee Road from SR29 east to County Line Road is approximately 8.6 miles and the current estimated cost is $12,000,000. The reconstruction of Immokalee Road with the construction of the paved shoulder meets the eligibility requirements of the program. The Immokalee community of Collier County is eligible for SCOP - Rural Areas of Opportunity. Collier County has been applying for SCOP grant funds on an annual basis to fund the project in phases. Phases 1 and 2 were awarded funds by the SCOP program for FY2023 and FY2024. This project is Phase 3 for FY2025. This project includes the widening of Immokalee Road for approximately 0.78 miles - from west of bridge 034832 to east of bridge 034832. This project qualifies for a waiver of the required match under the Rural Economic Development Initiative (REDI) Program. The County will not be providing a local contribution or match for this project. FISCAL IMPACT: Collier County has applied for FDOT funding in the amount of $985,274.47 for the construction of this project. The project qualifies for a waiver of the required local match; therefore, no local funds are committed to the project. The Board of County Commissioners (Board) will have the opportunity to accept or reject the funds if the grant application is approved. GROWTH MANAGEMENT IMPACT: This project for transportation infrastructure improvements is consistent with the Growth Management Plan (GMP). In addition, the application supports the Goals, Objectives, and Policies outlined in the Transportation Element, Intermodal and Multi -Modal Transportation Sub Section of the GMP.
