THIS AGREEMENT, made and entered into on this Lf"'day of~J2007, by and between Data
Transfer Solutions, LLC, authorized to do business in the State of Florida, whose business
address is: 4037 Avalon Park Blvd., East, Orlando, FL 32828 hereinafter called the
"Contractor" (or "Consultant") and Collier County, a political subdivision of the State of
Florida, Collier County, Naples, hereinafter called the "County":
WITNESSETH:
1. COMMENCEMENT. The Consultant shall commence the work after receipt of the
Notice to Proceed, in the form of a letter from the Contract Manager. The contract
shall be for a 12 month period.
The County may, at its discretion and with the consent of the Consultant, extend the
Agreement under all of the terms and conditions contained in this Agreement. The
County shall give the Consultant written notice of the County's intention to extend the
Agreement not less than ten (10) days prior to the end of the Agreement term then in
effect.
2. STATEMENT OF WORK. The Consultant shall perform the work in accordance with
the terms and conditions of RFQ# 973-561-06-1, the Contractor's proposal, and in
accordance with the State of Florida Contract #973-561-06-1 IT Consulting Services
referred to herein and made an integral part of this agreement.
3. THE CONTRACT SUM. The County shall pay the Contractor for the performance of
this Agreement at a fixed price of eight hundred forty thousand four hundred eighty
dollars ($ 840,480.00 ), based on the unit prices set forth in the Consultant's cost
proposal, subject to Change Orders as approved in advance by the County.
4.NOTICES. All notices from the County to the Contractor shall be deemed duly
served if mailed or faxed to the Contractor at the following Address:

The Contractor and the County may change the above mailing address at any time
upon giving the other party written notification. All notices under this Service
Agreement must be in writing.
5. NO PARTNERSHIP. Nothing herein contained shall create or be construed as creating
a partnership between the County and the Contractor or to constitute the Contractor as
an agent of the County.
6. PERMITS: LICENSES: TAXES. In compliance with Section 218.80, F.5., all permits
necessary for the prosecution of the Work shall be obtained by the Contractor. Payment
for all such permits issued by the County shall be processed internally by the County.
All non-County permits necessary for the prosecution of the Work shall be procured
and paid for by the Contractor. The Contractor shall also be solely responsible for
payment of any and all taxes levied on the Contractor. In addition, the Contractor shall
comply with all rules, regulations and laws of Collier County, the State of Florida, or the
U. S. Government now in force or hereafter adopted. The Contractor agrees to comply
with all laws governing the responsibility of an employer with respect to persons
employed by the Contractor.
7. NO IMPROPER USE. The Contractor will not use, nor suffer or permit any person to
use in any manner whatsoever, county facilities for any improper, immoral or offensive
purpose, or for any purpose in violation of any federal, state, county or municipal
ordinance, rule, order or regulation, or of any governmental rule or regulation now in
effect or hereafter enacted or adopted. In the event of such violation by the Contractor
or if the County or its authorized representative shall deem any conduct on the part of
the Contractor to be objectionable or improper, the County shall have the right to
suspend the contract of the Contractor. Should the Contractor fail to correct any such
violation, conduct, or practice to the satisfaction of the County within twenty-four (24)
hours after receiving notice of such violation, conduct, or practice, such suspension to

continue until the violation is cured. The Contractor further agrees not to commence
operation during the suspension period until the violation has been corrected to the
satisfaction of the County.
8. TERMINATION. Should the Contractor be found to have failed to perform his
services in a manner satisfactory to the County as per this Agreement, the County may
terminate said agreement immediately for cause; further the County may terminate this
Agreement for convenience with a thirty (30) day written notice. The County shall be
sole judge of non-performance.
9. NO DISCRIMINATION. The Contractor agrees that there shall be no discrimination as
to race, sex, color, creed or national origin.
10. INSURANCE. The Contractor shall provide insurance as follows:
A. Commercial General Liability: Coverage shall have minimum limits of $1,000,000
Per Occurrence, Combined Single Limit for Bodily Injury Liability and Property
Damage Liability. This shall include Premises and Operations; Independent
Contractors; Products and Completed Operations and Contractual Liability.
B. Business Auto Liability: Coverage shall have minimum limits of $500,000 Per
Occurrence, Combined Single Limit for Bodily Injury Liability and Property
Damage Liability. This shall include: Owned Vehicles, Hired and Non-Owned
Vehicles and Employee Non-Ownership.
C. Workers' Compensation: Insurance covering all employees meeting Statutory
Limits in compliance with the applicable state and federal laws.
The coverage must include Employers' Liability with a minimum limit of
$1,000,000 for each accident.
Special Requirements: Collier County shall be listed as the Certificate Holder and
included as an Additional Insured on the Comprehensive General Liability
Policy.
D. Errors and Omission - The vendor shall maintain in force for the duration of this
contract Errors and Omission. Liability coverage shall include professional
liability insurance covers claims arising out of negligent acts, errors or omissions
of professional advice or other professional services.
$1,000,000 combined single limit (CSL) of BI and PD
Current, valid insurance policies meeting the requirement herein identified shall
be maintained by Contractor during the duration of this Agreement. Renewal
certificates shall be sent to the County thirty (30) days prior to any expiration date.

There shall be a thirty (30) day notification to the County in the event of
cancellation or modification of any stipulated insurance coverage.
Contractor shall insure that all subcontractors comply with the same insurance
requirements that he is required to meet. The same Contractor shall provide
County with certificates of insurance meeting the required insurance provisions.

11. INDEMNIFICATION. To the maximum extent permitted by Florida law, the
Contractor/Vendor/Consultant shall indemnify and hold harmless Collier County, its
officers and employees from any and all liabilities, damages, losses and costs, including,
but not limited to, reasonable attorneys' fees and paralegals' fees, to the extent caused
by the negligence, recklessness, or intentionally wrongful conduct of the
Contractor/Vendor/Consultant or anyone employed or utilized by the
Contractor/Vendor/Consultant in the performance of this Agreement. This
indemnification obligation shall not be construed to negate, abridge or reduce any other
rights or remedies which otherwise may be available to an indemnified party or person
described in this paragraph.
This section does not pertain to any incident arising from the sole negligence of
Collier County.
12. CONTRACT ADMINISTRATION. This Agreement shall be administered on behalf of
the County by the Transportation Department.
13. CONFLICT OF INTEREST: Contractor represents that it presently has no interest and
shall acquire no interest, either direct or indirect, which would conflict in any manner
with the performance of services required hereunder. Contractor further represents
that no persons having any such interest shall be employed to perform those services.
14. COMPONENT PARTS OF THIS CONTRACT. This Contract consists of the attached
component parts, all of which are as fully a part of the contract as if herein set out
verbatim: Contractor's cost proposal, Insurance Certificate, Performance and Payment
Bonds, Scope of Services, and the State of Florida Contract #973-561-06-1 - IT
Consulting Services (by reference).
15. SUBJECT TO APPROPRIATION. It is further understood and agreed by and
between the parties herein that this agreement is subject to appropriation by the Board
of County Commissioners.
16. PROHIBITION OF GIFTS TO COUNTY EMPLOYEES. No organization or
individual shall offer or give, either directly or indirectly, any favor, gift, loan, fee,
service or other item of value to any County employee, as set forth in Chapter 112,
Part III, Florida Statutes, Collier County Ethics Ordinance No. 2004-05, and County
Administrative Procedure 5311. Violation of this provision may result in one or more
of the following consequences: a. Prohibition by the individual, firm, and/ or any
employee of the firm from contact with County staff for a specified period of time; b.
Prohibition by the individual and/ or firm from doing business with the County for a
specified period of time, including but not limited to: submitting bids, RFP, and/or
quotes; and, c. immediate termination of any contract held by the individual and/ or
firm for cause.

17. IMMIGRATION LAW COMPLIANCE: By executing and entering into this
agreement, the Contractor is formally acknowledging without exception or
stipulation that it is fully responsible for complying with the provisions of the
Immigration Reform and Control Act of 1986 as located at 8 U.s.e. 1324, et seq. and
regulations relating thereto, as either may be amended. Failure by the Contractor to
comply with the laws referenced herein shall constitute a breach of this agreement and
the County shall have the discretion to unilaterally terminate this agreement
immediately.
18. VENUE: Any suit or action brought by either party to this Agreement against the
other party relating to or arising out of this Agreement must be brought in the
appropriate federal or state courts in Collier County, Florida, which courts have sole
and exclusive jurisdiction on all such matters.
19. ADDITIONAL ITEMS/SERVICES: Additional items and/or services may be added
to this contract upon satisfactory negotiation of price by the Contract Manager and
Consultant.

SCHEDULE A
Scope of Work
The Collier County Transportation Services Division requires the services of a Consultant to
assist with the development of a geographic-based database of County Transportation Asset
Inventory, excluding City of Naples (with the exception of county roads within the city limits),
City of Marco Island, City of Everglades and private roads within this scope, totaling
approximately 1,036 centerline miles (Attachment A). Roads currently under construction are
to be excluded from this number. The database must be in a form that will allow seamless
integration with County asset management software. Roads currently under construction
will be collected at no additional cost to the County utilizing one (1) mobilization and
collecting old roads on the same date (to be assigned by the County).
The Consultant will convert RCI data on all State roads (168 centerline miles into a GIS
format for use by the Road Maintenance department (U541 from Lee County to Dade
County; Davis Blvd., (CR951 to U541); CR951 (U541 to Marco Bridge); US29 (U541 to Hendry
County Line); SR82 (SR29 to Hendry County Line).
Background
The Transportation Service Division maintains a comprehensive inventory of assets. To
maximize the life of all the assets with the least overall cost, the Transportation Services
Division needs to record and report on its value and condition of all existing assets. To
accomplish this, a comprehensive inventory of these facilities along with certain of their
attributes must be collected and recorded in a form that allows seamless integration with the
County's existing Geographic Information System and digital asset management systems.
Goal of Asset Inventory Database
The goal of the roadway asset inventory and database is to obtain an accurate and complete
inventory of the County-owned facilities and their attributes, within the right-of-ways for
seamless integration with the County's extensive Geographic Information System, and
Cartegraph and SAP asset management systems. The database shall be delivered as ESRI
shapefile or ArcInfo coverages. It shall be compatible with ESRI's SDE and ArcGIS software.
All data shall overlay the County GIS basemap. Data shall be referenced to State Plane East
Coordinates, Florida East Zone, North American Datum, 1983 (NAD '83), latest adjustment
(US Feet), and the North American Vertical Datum, 1988 (NA VD '88), latest adjustment. All
data must meet National Spatial Data Infrastructure (NSDI) and Federal Geographic Data
Committee requirements.
To that end, the Transportation Services Division seeks a firm with proven prior experience
to develop a comprehensive asset inventory. The firm selected by the Transportation
Services Division will have capable personnel immediately available to begin work on the
following tasks and associated timeline.

Tasks
The Consultant shall use such data collection technologies as needed to provide stereoscopic
images of features (geo reference video). These images shall be used to accurately inventory
point features and attributes listed in Appendix B. In addition, the Consultant shall have the
ability to team with Cartegraph, SAP or other asset management software companies for
future data integration.
The project shall be comprised of the following tasks:
(A) Dynamic Segmentation and Linear Reference System Creation
(B) Revise Existing Data Development Manual
(C) Sample Pilot Data Development and Evaluation
(D) Delivery of Asset Inventory Database
(E) Asset Inventory Database Application Update
The Consultant shall complete all the project work tasks as defined, including acceptance by
the County of deliverables, within a maximum period of Twelve (12) months. The major
tasks to be performed are detailed below.
Task A: Dynamic Sef{lnentation and Linear Reference System Creation
Collier County, herein referenced as "County", will provide the Consultant with a street
centerline GIS data layer. The Consultant shall create a Linear Reference System using
dynamic segmentation from this centerline basemap. Dynamic segmentation uses a linear
referencing system to define a common datum for referencing the linear lines that the County
would call roads. The Linear Reference System allows map display using milepost, offset and
route number as a reference. Dynamic segmentation is a standard GIS tool for analysis of
roadways used in transportation. Using dynamic segmentation, information originally stored
in a tabular report can be visualized on a map and displayed, queried and analyzed in a GIS.
The Consultant shall create a Linear Reference System to collect and store asset inventory
feature information.
Task B: Revised Existing Data Development Manual
Prior to beginning work, the Consultant shall meet with appropriate County representatives
to discuss all issues concerning data collection and delivery. A Data Development Manual shall
be revised to ensure deliverables meet County expectations. This document will be used as
the standard for field data collection and processing. The County will provide the Consultant
with an ESRI shape file or ArcInfo coverage for all routes to be inventoried. The County will
also provide the Consultant with a Feature Attributes Specifications document (see Attachment
B) that specifies the assets to be reported, along with the attributes to be collected for each
asset.

The Consultant shall revise the manual and the County project manager will review and
approve the manual. Once all the revisions have been made, the County and the Consultant
will sign the final version. This document will be used as the reference for feature (point and
linear) data collection and processing.
Task C: Pilot Data Collection and Evaluation
Once the County has approved the Data Development Manual, a pilot data set using an
approximate 2-mile roadway segment on Pine Ridge Road from Airport Pulling Rd. to
Goodlette-Frank Rd., shall be delivered for evaluation by the County. The roadway segment
shall be a County owned roadway segment containing enough data to verify that
deliverables meet County standards and expectations. The point and linear assets features
shall be delivered as ESRI shape files or ArcInfo coverages. It shall comply with standards
established by the County's GIS Taskforce and be compatible with ESRI's SDE and ArcGIS
software. All data shall overlay the County basemap. Data shall be referenced to State Plane
East Coordinates, Florida East Zone, North American Datum, 1983 (NAD '83), latest
adjustment (US Feet), and the North American Vertical Datum, 1988 (NA VD '88), latest
adjustment. All data must meet National Spatial Data Infrastructure (NSDI) and Federal.
The Pilot data set shall be compatible with Cartegraph, SAP or other asset management
software for future data integration purposes. A random statistically valid sample of data
will be tested by the County to ensure the quality and accuracy of the deliverables.
Task D: Delivery of Asset Inventory Database
Deliverables shall include ESRI shape file or ArcInfo coverage containing all Asset Inventory.
All point and linear assets shall also be delivered as digital images with a built-in image
catalogue. Metadata shall be created for all the shape files for coverages delivered. Data shall
comply with standards established by County GIS Taskforce and be compatible with ESRI's
SDE and ArcGIS software. All data shall overlay the County basemap. Data shall be
referenced to State Plane East Coordinates, Florida East Zone, North American Datum, 1983
(NAD '83), latest adjustment (US Feet), and the North American Vertical Datum, 1988
(NA VD '88), latest adjustment. All data must meet National Spatial Data Infrastructure
(NSDI) and Federal
Acceptance criteria:

Task E: Asset Inventory Forms and Information Display
Facility Asset and attribute collection forms shall be created based upon the current data
collection sheets used by the County transportation staff where available. The information
shall be presented with a "user-friendly" format, to allow users of varying skill levels to
collect attribute data into layers.
Acceptance criteria:

layers.
.:. All deliverables shall be integrated with Cartegraph, SAP or currently used asset
management application for data integration.
Estimate (Quote Schedule)
Consultant shall compile a quote by cost per centerline miles in rural and urban areas for all
assets and attributes that they can collect as per table below and as prioritized in Attachment
B. All items assigned a Priority # 1 must be collected on this first round of asset collection.
A secondary or tiered estimate is requested that would address Attachment B, Priority #2
type assets and attributes. Collier County may wish to collect Attachment B, Priority #2 type
assets dependent on coast. A vendor tiered estimate of Attachment B, Priority #2 assets
would allow Collier County to chose which if any Priority # 2 assets it would find cost
effective to collect at this time.
Quote shall also include the cost of video login as Collier County will take ownership of the
videos and geo reference images. Quote shall be presented as follow:

Project Schedule
Within ten (10) days after "Notice to Proceed", the Consultant shall provide an updated
project schedule, and anticipated payout curve. Said schedule and anticipated payout curve,
shall be subject to approval by the County before an invoice can be submitted. The project
schedule shall not exceed twelve (12) months in duration beginning with the "Notice to
Proceed" .
Key Personnel
The Consultant's work shall be performed and directed by the key personnel identified by
the Consultant during the proposal stage of this project. It is preferred that personnel are
familiar with Collier County's Transportation network. Deviations, if any, shall be subject to
written approval by the County. The County will designate a Project Manager who shall be
the representative of the County for the Project. While it is expected the Consultant shall seek
and receive advice from various state, regional, and local agencies, the final direction on all
matters remains with the Project Manager, or their designee.
Progress Meetings and Reports
The Consultant shall meet with the County monthly, and provide written Progress Reports,
and other presentation materials, which describe the work performed on each task.
Judgments on whether work of sufficient quality and quantity has been accomplished will be
made by the County's Project Manager. Consultant will be responsible for all Q & A data.
County Responsibilities
The County shall provide materials and any GIS data needed that is readily available for the
Consultant to complete the project.
The County will provide the Consultant with an ESRI shape file or ArcInfo coverage for all
routes to be inventoried, and a prioritized list of routes to be inventoried. The County will
also provide the Consultant with a Feature Attributes Specifications document (see Attachment
B) that specifies the assets to be reported, along with the attributes to be collected for each
asset.

FEATURE ATTRIBUTES SPECIFICATIONS
TRAFFIC FEATURES
Vehicle and Pedestrian Signals:
. Capture all traffic control signal supports
· Capture all pole mounted pedestrian signals and base types
. Capture all traffic controller cabinets and power disconnect pedestal
Lighting
· This feature identifies the type and number of poles and luminaries on the system.
Only lighting systems owned by and/ or maintained by the County should be
inventoried.
Traffic Signs:
· Capture all signs along Collier County maintained roadways using the MUTCD
(Manual of Uniform Traffic Control Devices) code and sign legend. Utilize
Hierarchy Identifier for signs that occur at the same coordinates with the highest
level of sign being the primary sign.
· Sign Face Direction shall be tied to the vehicle direction of travel.
· Sign Support material and number of supports shall be identified and measured at
the base of the support. Signs attached to a bridge or span wire shall be identified
as such and located at the midpoint of the sign.
Utility Poles:
· Capture utility poles along Collier County maintained roadways, specify Type
(wood, concrete, steel, etc.).
S{leed Bumps and Humps:
· Capture Speed bumps and humps along Collier County maintained roadways.
One-way Street:
· Capture one-way street along Collier County maintained roadways, specify traffic
flow (north, south, east, west).
Speed Limit Zone:
· Capture speed limit zone along Collier County maintained roadways, specify
speed limit of each zone.
School Zone:
· Capture school zone along Collier County maintained roadways, specify Type
(elementary, middle, high school).

Shoulders:
· Capture shoulders along Collier County maintained roadways, specify Type
(asphalt, concrete, paved or unpaved).
Intersections:
· Capture all intersection for Collier County maintained roadways, specify Control
Type (stop, multi-way, signal, etc.).
ROADWAY FEATURES
Number of Lanes:
· Capture width, type (through, turn, etc.) and number of lanes for Collier County
maintained roadways.
Sidewalk
· This feature notes the width, length and type of the sidewalk adjacent to the roadway.
Sidewalks should be recorded as continuous through driveways in curb and gutter
sections. Sidewalks may be recorded as continuous through side streets. Paved bike
paths, not part of the roadway shall be inventoried as sidewalks. Only those sidewalks
that are the maintenance responsibility of Collier County should be inventoried.
· List the width to the nearest foot, the type (Asphalt or Concrete) of the sidewalk on
each side and within the roadway right-of-way.
. The width of two sidewalks on the same side of the roadway can be added and
represented as one width.
Curb Inlets
. Horizontally locate curb inlets along the outside curb and gutter and the median curb
and gutter on the roadway.
Manholes
· Horizontally locate manholes within the right-of-way.
Catch Basins
· Horizontally locate catch basins found in the right-of-way.
Crossdrains and Box Culverts
. Horizontally locate each end of box culverts and crossdrains if the opening is 20 feet or
greater, it is considered a bridge. Both cross under roadways for the purpose of
draining excess water.

Type of Pipe
. The type of material from which the pipe is constructed:
· Corrugated metal, concrete, Cast Iron. PVC
Off roadway areas
· This feature notes- the total number of borrow Pitts, retention area, sediment basins,
and mitigation areas. Horizontally locate perimeter and total acres.
Roadside Ditches / Swales
· This feature notes the type of road side ditch along the roadway. Horizontally locate
center flowline, top of each bank, and ends. Note whether grass, paved or open cut
(bare ground).
Turnouts Paved / Unpaved
· This feature notes the Turnouts along the roadway. The width of the turnout should
be noted along with the specific characteristic of the turnout. The width refers to the
measurement at the throat. Paved will mean asphalt or concrete. Dedicated roads and
streets are not to be inventoried as Turnouts.
· Paved Turnouts Without Pipe - The width to the nearest whole foot of paved turnouts
without pipe along the roadway.
· Paved Turnouts With Pipe - The width to the nearest whole foot of paved turnouts
with pipe along the roadway.
. Unpaved Turnouts Without Pipe - The width to the nearest whole foot of unpaved
turnouts without pipe along the roadway.
· Unpaved Turnouts Without Pipe - The width to the nearest whole foot of unpaved
turnouts with pipe along the roadway.
· Turnout Paved, No Pipe - The width to the nearest whole foot, of the paved turnout
without wipe.
. Turnout Paved With Pipe - The width average width, to the nearest whole foot, of the
paved turnout with pipe.
· NOTE For piped turnouts, use throat width which is measured from end of pipe to
end of pipe, including mitered ends. For non-piped turnouts, use actual throat or
travelway width. If each turnout is entered individually, the exact milepost should be
entered for each turnout.
Crossovers
· This feature notes the len~th of crossovers or those areas that allow vehicles to access
through a physically restnctive median to residence, business and commercial areas or
the opposing roadway. Length refers to measurement of narrowest width. Milepost
location will refer to the center of the crossover. Roadway intersections will not be
counted as crossovers.
Guardrail
· This feature notes the length of various types of guardrail maintained. Record the
miles of guardrail along the roadway measured in thousandths of a mile. Do not
duplicate subsection inventories.
. Barrier Wall - The length to the nearest thousandth of a mile, of barrier wall along
the roadway. Do not inventonj bridge barrier walls.
· Double Face Guardrail Length - The length to the nearest thousandth of a mile of
double-faced guardrail along the roadway. Double faced thirie beam guardrail may be
included.

· Miscellaneous Guardrail Length - The length, to the nearest thousandth of a mile, of
miscellaneous guardrail along the roadway. Special type tubing handrails and rub rail
to be included.
· Standard Guardrail Length - The length, to the nearest thousandth of a mile, of
standard guardrail along the roadway. Single faced thirie beam guardrail may be
included.
Fencing
· This feature notes the type of fencing that is maintained along the roadway. One type
of fence will be noted for a single row of fence post. Fence for borrow pits, sediment
basins and retention areas will be recorded to the roadway it serves. Fences are
recorded by heights and type.
· Chain Link Fences - The length of chain link fences along the roadway.
. Woven Wire Fences - The length of woven wire fences along the roadway.
· Miscellaneous Fences - The lengths of miscellaneous fences to the nearest foot for
borrow pits, retention areas, sediment basins, or other non-roadway areas.
Miscellaneous Concrete Structures:
. Retaining Wall
This feature notes the different types of concrete structures (i.e. retaining walls,
seawalls, rip-rap structures, etc.) and the length or face area of the structure.
The length to the nearest foot of the retaining wall.
The length to the nearest foot of the seawall.
The total square yards of concrete, to the nearest square yard, for the concrete
slope.
The total square yards, to the nearest square yard, of the noise barrier wall.
The total square yards, to the nearest square yard, for the rip-rap slope protection

Bridges
. Capture bridges along Collier County maintained roadways.
Roadside Mowing
· This feature notes the different types of mowing performed by maintenance personnel
(i.e., large machine, intermediate machine, small machine, slope mowing). All mowing
is inventoried by the acre and will be recorded to the most efficient and effective
mowing activity.
Pavement Markings
. This feature lists the type and number of stripes being counted. If more than one line
of the same configuration is being measured simultaneously, then enter the number of
lines being measured. When measuring the double lines used to outline a painted
median, it is suggested measuring one side of the painted median per roadway side.
· Double Stripes - White or Yellow - The length of double stripes along the roadway.
. Skip Stripes - White/Yellow With Black - The length of skip white with black stripe
lines along the roadway.
· Skip Stripes - White or Yellow - The length of skip stripes along the roadway.

· Single Stripes - White or Yellow - The length of single stripes along the roadway.
· Note: Striping breaks through intersection and auxiliary lanes less than 150 feet in
length can be recorded as continuous.
. Symbols and Messages - This feature lists the area of crosshatching; curb marking,
number of arrows or letters and radius marking.
· Crosshatching Area - The total square feet of material used in crosshatched areas
along roadway. The perimeter of the crosshatched area to be included in addition to
the hatch marks.
· Curb Marking Area - The total square feet of material used in curb marking areas
along roadway and type.
· Arrows - Number of arrows along roadway. Each arrowhead will be counted as one;
double arrowheads will be counted as two.
· Letters - The total square feet of pavement symbol letters or numbers along roadway
include school crossings and railroad crossings. The word Bike found in bike
lanes can also be included here, in this case only, every two letters will count as
one...
Radius Marking Area and All Others Not Included Elsewhere
The total square feet of square feet of material used along the roadway that is
placed with small machine applicators and not inventoried elsewhere. May
include parking striping, weigh stations, rest areas, bike lane markings, High
Occupancy Vehicle (HOV) symbols, Handicapped Parking Symbols, etc.
· Crosswalks - This feature lists the crosswalks in various increments. Two lines are
required for one crosswalk. Crosswalks on side streets are not to be inventoried unless
they are within the extended right-of-way lines and are maintained by the
Department. School crossing
Crosswalks, Pedestrian and Handicapped are to be included. Side street
crosswalks out side of the right-of way will be counted on the side street. Special
emphasis crosswalks are to be included.
24 Foot Crosswalks - Number of 24 foot crosswalks.
36 Foot Crosswalks - Number of 36 foot crosswalks.
48 Foot Crosswalks - Number of 48 foot crosswalks.
60 Foot Crosswalks - Number of 60 foot crosswalks.
72 Foot Crosswalks - Number of 72 foot crosswalks.
· Stop Bars - This feature lists the stop bars in various increments. Stop bars on side
streets are not inventoried unless they are within the extended right-of-way lines of
the roadway being inventoried and are maintained by the County. Bars at the top and
bottom of school messages are to be included; each crossing is the equivalent of two 12
foot stop bars per lane.

12 Foot Stop bars - Number of stopbars.
18 Foot Stop bars - Number of stopbars.
24 Foot Stop bars - Number of stopbars.

. Raised Pavement Markers
· The total number of raised pavement markers. This feature lists the required number
of markers for the particular roadway being inventoried.

A roadway pavement condition survey shall be performed by assigning each segment
of road a 'rating of pavement condition" using (need FDOT standards reference).
Surface Type - Capture surface type along Collier County maintained roadways,
specify Type (asphalt, concrete, etc.).
Note: Normally there are 132 markers per stripe mile on 40-foot centers.

Object Markers Bridge
. There are several types of bridge delineators:
Rectangular-Shaped three-button panel
Black and yellow adhesive type
The total number of Object Markers Bridge
Guide Markers and Post Mounted Delineators
One delineator is equal to one post and one marker or one post and two markers
some locations require a marker on both sides of a single post, like crossovers,
but will be counted as one.
The total number of markers installed for the roadway being inventoried.
· Note: Delineators are counted on Concrete Barrier Wall. Do not inventory where it is
covered by another feature (i.e. Guardrail). Type I Object Markers (a diamond-shaped
nine-button panel and Type III Object Markers (a black and yellow striped sign shall
be considered as signs when they are post-mounted. Type II Object Markers that are
yellow and black adhesive shall not be counted as signs.
All of the above tasks are meant to serve as a general outline of anticipated steps needed to
accomplish project goals. It is recognized that adjustment to this general Scope of Services
may be needed upon mutual agreement between Transportation Services Division and
Consultant.
