2. These services are necessary to complete Phase 2, Site Design and Permitting but due to unforeseen conditions the quantity
of needed services necessary to complete the Phase/task is greater than anticipated.

accomplished and the project will not proceed.

1. Change Order #4 provides an additional 730 days. The Golf Course schedule was affected by unforeseen site, regulatory and
permitting requirements. More specifically, (1) revising the Environmental Resource Permitting (ERP) approach to allow for
phased permitting, (2) unanticipated environmental surveying for Bonneted Bats, (3) intensified soil testing and development
of a soil management plan required by permitting agencies. Change Order#4 also realigns ($7,425.00) from Phase I Task I —
Charettes,Concepts, Design, Coordination and ($37,630.00) from Phase I Task 4 Transportation-Rezone GMPA, Access Review
to increase Phase 1 Task 5 SFWMD Conceptual ERP Permitting in the amount of$45,055.00. The realignment is necessary to fund ,
unanticipated additional work,environmental studies, inspections, archaeological work,amended ERP approach, and SFWWD/
FDEP 404 permitting.
2. The additional time and funding realignment reflects the impact of unforeseen conditions and permitting requirements not anticipated
in the original contract.
3. If this change Order is not approved sufficient time and funding for project completion will not be provided.

SCOPE OF WORK:
Increase Existing Phase 1-SFWMD Conceptual ERP Permitting Task 5
• As outlined above,this task will increase by reallocating$45,055from existing Phase 1 Tasks 1 and 4.
During the Environmental Resource Permitting process, it was determined that additional
environmental studies and sewer viewer inspections, not included in the original scope of
work/contract, were needed to complete the overall water management design. This extra work
scope included contracting with Archaeological and Historical Conservancy Inc. to conduct work
needed for the FDEP 404 permitting work.
• Additionally, the original contract included a 'Conceptual' Environmental Resource Permit for the
entire County owned property. It was determined by CC that the driving range should be treated
separately to expedite the ERP &404 FDEP Permitting for the driving range area. The 'Construct to
Operate' ERP Permit for the driving range area has been approved. This scope change includes
SFWMD/FDEP 404 permitting needed to obtain the construction and operation Environmental
Resource Permit.

Contract No. 19-7650 Davidson Change Order 114—Time Extension Request
Dear Ed and Gary,
Please accept this request to add 730-days to the existing contract due to expire on February 23, 2023.
This will extend the contract through February 22, 2025. A time extension is needed to complete the golf
course portion of the project. The overall Collier County Golf Course project schedule was affected by
three major scope changes listed below.
1. The Conceptual Environmental Resource Permitting (ERP) as originally included in the contract
encompassed the entire County owned property including the driving range area. It was
determined by CC that the driving range should be treated separately to expedite the ERP, FDEP
and CC Site Development Plan permitting for that portion of the property.
2. During the permitting process through the state agencies,it was determined that an acoustic survey
for bonneted bats was required. This was not in the original scope.
3. The original soil contaminate testing scope was intensified because preliminary testing indicated
that there is more soil contamination than originally anticipated due to past golf course use and
maintenance area use. It was determined by SFWMD that a FDEP 404 would be needed therefore
a higher level of new soil testing was required.
