As the project design is refined, the location of the proposed signal mast arm foundation and an existing non-potable water main are in conflict.The proposed mast arm foundation cannot be relocated;therefore,the water main and all the associated appurtenances must be moved,including Air Release Valves(ARVs).These'changes wilt result in modifications to the design and post-design services being performed.The total budget is$96,412.00.See Attachment A(Scope of Services)for specific tasks. 2. The Public Utilities Division (PUD) owns a the watermain facilities and agreed that the redesign could be included in the roadway improvements for the project to remain on schedule. The FDOT is providing a$4.2M grant towards the project's construction phase, and these funds must be encumbered in the timeframe set in their work program. Therefore, this change order is necessary to meet the grant funding deadline. 3. Not processing this Change Order will require an RPS solicitation process to relocate the utilities and significantly delay the project. The utilities must be designed and relocated before the roadway improvements can commence. (CONSULTANT)has been requested and retained to provide utility engineering services associated with Collier County Project No. 60199, Vanderbilt Beach Road 6-Lane Widening Project(East of US 41 to East of Goodlette Frank Road) (PROJECT). These services were requested by the Collier County Growth Management Department- Transportation Engineering Division, per the request of the Public Utilities Department- Engineering and Project Management Division. The required services will be incorporated into the 1.00% Plans Submittal. Route Alternatives/Design Modifications— CONSULTANT shall determine alternative route and deflections of the 20-inch lion-potable IQ line and/or modifications to proposed roadway/signalization infrastructure. Task 4.2: Design Plans/Modifications,foi'20 Inch Non-Potable Waterman' (NPW-IO) Impacts/Avoidance CONSULTANT shall prepare design plans and/or modify design plans to reflect the needed design changes to the existing/proposed roadway, signalization and utility infrastructure. Services required include the following: 1, Design Plans, Details,Quantities and Estimgtes---Prepare new plans/plan modifications, details,quantities and associated cost estimates. Note: Plans shall be incorporated into the Bid Plans and Documents for the Vanderbilt Beach Road Widening Project. o Subsurface Utility Excavation (SUE): CONSULTANT will perform Meld review and SUE services, which includes up to two (2)ten (10) hour days of SUE services within the project limits, to identify existing utilities to be avoided by the proposed roadway, signalization and utilities infrastructure modifications. if required,`"lie-in"locations for 20-inch IQ line relocations/deflection will be identified. CONSULTANT shall provide a summary pfthe final ARV design including design, construction and permitting issues, and be available to answer questions from the prospective bidders. CONSULTANT shall respond to various questions that arise during bidding and assist the COUNTY in preparation of any necessary addenda. CONSULTANT shall review the apparent low bid for consistency and responsiveness and provide input to the CONSULTANT as necessary to award the contract. Task 5.2: Services During Construction (SDC) for ARV Design CONSULTANT will provide the following limited services during construction in support of the ARV relocations: • Provide contract document interpretation and assistance in addressing requests for information (RFi)and unforeseen conditions when requested by the CONSULTANT. • Periodic meeting attendance (assumes two (2)meetings per month during construction)and field visits (as required to respond to RFI's and review construction progress). • Assist the CONSULTANT with shop drawing review(s). • Review and assist in field changes which include minor redesign as requested by the CONSULTANT. • Attend one(1)substantial completion walk through meeting in the field.
