EXECUTIVE SUMMARY
Recommendation to accept update on Capital Improvement projects at the Collier County Sheriffs Office
Special Operations Facility.
OBJECTIVE: To update the Board of County Commissioners (Board) on capital improvement projects at the
Collier County Sheriff's Office Special Operations Facility and have the Board accept the update.
CONSIDERATIONS: The Special Operations Facility is located at 250 Patriot Way, Naples, FL, which abuts the
flight line of the City of Naples Airport. The facility is utilized for aerial and other special operations by the
Sheriffs Office. There are several concurrent projects in process at the Collier County Sheriffs Office Special
Operations Facility.
The Collier County Sheriffs Office Special Operations Facility is currently being used in a limited capacity. Based
on general estimates, 10% of the downstairs of the buildings in use and operations are mainly out of the 2nd floor.
Hurricane Ian Repairs: The main scope of this project is to replace flooring and furniture damaged the facility
from Hurricane Ian. Additionally, the scope includes replacement of elevator cables, elevator car flooring, and
hydraulic packing and oils for the two elevators at the facility.
Following guidance from the Office of Management and Budget (Grants) Division and Procurement Division, three
separate formal solicitation actions were developed due to requirements associated with FEMA Grant funding
reimbursement. The flooring replacement solicitation was released and publicly advertised on January 17, 2023
with a bid opening date of February 21, 2023. The elevator repair solicitation was released and publicly advertised
on January 26, 2023 with a bid opening date of February 16, 2023. The furniture replacement solicitation is under
review with Procurement and will be out for public advertisement by February 15, 2023.
The estimated substantial completions for these three items are listed below:
• Flooring replacement - July 2023
• Elevator repair - August 2023
• Furniture replacement - November 2023
HVAC Chillers Replacement: The scope of this project is to remove the two existing chiller systems and ice
tanks. This includes installation of two new air-cooled chillers in footprint of removed ice tanks, relocation of
chiller piping and electrical, and removal of concrete pads from the old system to allow open access to the vehicle
bay. The chillers for this project have been pre -purchased due to supply chain issues to have them available as soon
as work could be started. Design is approximately 95% complete. Upon completion of the design, procurement of a
construction contractor will begin. Estimated substantial completion is November 2023
Main Breaker Replacement: The scope of this project is to replace the existing deteriorating 2500-amp circuit
breaker with a custom manufactured smart circuit breaker which enables remote monitoring of energy
consumption, load levels, alarms, and preforms self -diagnostics. The new circuit breaker has been received by the
installation vendor. Coordination with FPL is underway to shut the power down for the installation which is
currently estimated to be approximately 14 hours. The facility will be fully operational on backup generator power
throughout the installation process. Installation of the circuit breaker is estimated to occur in May 2023.
Exterior Painting and Stucco Repair: The scope of this project is to repair and replace damaged areas of stucco,
remove, and replace all joint sealant, and paint the exterior of the facility. The Contractor is in process of obtaining
vendor personnel badging through the Collier County Sheriff s Office and will begin repairs after badges have been
issued. Substantial completion of this project is estimated to occur in May 2023.
FISCAL IMPACT: There is no fiscal impact associated with the project updates. Funding for the Hurricane Ian

repairs is provided by utilizing Hurricane Ian Project No. 50280. Funding for chiller replacement, main breaker
replacement and exterior painting and stucco repair is provided in County -Wide Capital Projects Fund (301)
Project No. 53010.
LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney, raises no legal issues and
requires majority vote for approval. -JAK
GROWTH MANAGEMENT PLAN IMPACT: There is no impact to the Growth Management Plan related to
this action.
RECOMMENDATION: To accept an update on Capital Improvement projects at the Collier County Sheriff's
Office Special Operations Facility.
