Agenda 02/28/2023 Item #16C 4 (Contract #20-7800 for the Collier County Water-Sewer District for the 50th Terrace SW Golden Gate City Water Main Improvements Around Area Schools)16.C.4 02/28/2023 EXECUTIVE SUMMARY Recommendation that the Board of County Commissioners, as ex-officio the Governing Board of the Collier County Water -Sewer District, awards a $728,345 Work Order under a Request for Quotation ("RFQ") for Agreement No. 20-7800 to Mitchell & Stark Construction, Co., Inc., and authorize the Chairman to sign the Work Order for the "50th Terrace SW Golden Gate City Water Main Improvements Around Area Schools" project. (Project Number 70222). OBJECTIVE: To improve reliability and performance of the water system for the elementary schools in the northwest area of Golden Gate City by installing an 8-inch water main along 50th Terrace SW. CONSIDERATIONS: The proposed scope of work under Project No. 70222, "50th Terrace SW Golden Gate City Water Main Improvements Around Area Schools," is consistent with the FY2023 Budget approved by the Board on September 22, 2022. The project consists of installing 1,864 linear -feet of 8-inch PVC water main along 50th Terrace SW from approximately Coronado Parkway north to 22nd Avenue SW. The project will improve reliability and performance of the existing water system for the elementary schools in the northwest area of Golden Gate City. On November 2, 2022, the County issued an RFQ for "50th Terrace SW Golden Gate City Water Main Improvements Around Area Schools," to all contractors under Agreement No. 20-7800. Four of those contractors submitted quotations to the County by the November 16, 2022, deadline. The quotations are summarized below: Respondents Quote Mitchell & Stark Construction, Co., Inc. $728,345.00 Douglas N. Higgins, Inc. $763,636.00 Coastal Site Development, LLC $819,976.00 Quality Enterprises USA, Inc. $1,210,000.00 Haskins, Inc. No Quote Southwest Utility Systems, Inc. No Quote Cougar Contracting, LLC No Quote Kyle Construction, Inc. I No Quote PWC Joint Venture, LLC I No Quote The lowest quote received is approximately less than one percent above the engineer's cost estimate. Staff reviewed the quotations and determined Mitchell & Stark Construction, Inc. to be the lowest qualified and responsive quoter. The quotation is competitive, and representative of the current market conditions and staff recommends awarding this project to Mitchell & Stark Construction, Inc. The engineering consultant, Johnson Engineering, Inc. ("JEI"), also evaluated the quotations and recommends awarding this project to Mitchell & Stark Construction, Inc. as stated in its Recommendation Letter dated November 18, 2022. FISCAL IMPACT: The source of funding is the Water User Fee Fund 412, Project 70222. GROWTH MANAGEMENT IMPACT: This project meets current Growth Management Plan standards to ensure the adequacy and availability of viable public facilities.
