EXECUTIVE SUMMARY
Recommendation to approve Change Order No. 5 to Professional Services Agreement #06-4000 with C112M
Hill, Inc., adding 1,140 days for Post Design Services on the "Vanderbilt Beach Road Extension from Collier
Boulevard to 16th Street N.E." (Project Number 60168)
OBJECTIVE: To provide additional time for Post Design Services to the Vanderbilt Beach Road Extension from
Collier Boulevard to 16t1i Street N.E. project.
CONSIDERATION: On December 12, 2006, the Board approved a contract with CH2M Hill, Inc. ("CH2M") to
complete the design of the Vanderbilt Beach Road Extension from Collier Boulevard to Desoto Boulevard.
On April 4, 2008, the County issued CH2M a suspension letter suspending the completion of the design due to the
economic downturn.
On April 25, 2017 (Agenda Item #11. D.), the Board approved Staffs recommendation to advertise a Notice of
Intent to resume the Vanderbilt Beach Road Extension project.
On December 12, 2017 (Agenda Item I I.D.), the Board approved Amendment No. 1 to Agreement #06-4000 to
have C112M Hill resume the design of the Vanderbilt Beach Road Extension. (Note - the requested change (adding
1,140 days) was not included in Amendment 1, approved on December 12, 2017, because the project modifications
made estimating the duration of the construction phase uncertain. The award of the construction phase has now
provided a discrete duration for the post -design services tasks that were already anticipated in Amendment 1).
On October 20, 2020, Amendment No. 2 was approved to include the design and permitting of a new 12-inch water
main from the North County Regional Water Treatment Plant (NCRWTP) to Valencia Trails, a new 12-inch water
main on Massey Street from Vanderbilt Beach Road to Mockingbird Drive, relocation of an existing wastewater
force main, relocation of the wellfield's Fiber Optic Conduit, and minor design of fiber optic conduit as requested
by the Collier County IT Department.
This Change Order No. 5 provides an additional 1,140 days (3+ years) for Post Design Services during the
construction of this project. This will allow the Design Consultant to remain on the Project until it is completed.
Post Design Services during and after construction include answering Requests for Information, changes to design
plans, approving shop drawings, and the required certifications of completion of construction.
FISCAL IMPACT: Approval of this change order is only for time. The project is currently funded by Impact
Fees, Gas Taxes, Infrastructure Surtax, Transportation Debt Funding, Water and Wastewater Capital.
GROWTH MANAGEMENT IMPACT: This project meets current Growth Management Plan standards to
ensure the adequacy and availability of viable public facilities.
LEGAL CONSIDERATIONS: This item is approved as to form and legality, and requires majority vote for
Board approval.-SRT

1. This change order request seeks to add 1,140 days to the contract with no adjustments in the current BCC -approved fee amount.
The purpose is to reflect the project's construction schedule, allowing the Consultant to support Collier County according to "Task V — Post
Design Services" of the current Agreement.
2. The requested change was not included in Amendment 1, approved on December 12th of 2017, because the project modifications made
estimating the duration of the construction phase uncertain. The award of the construction phase has now provided a discrete duration for
the Post -Design Services tasks (already anticipated in Amendment 1).
3. Should this change not be processed, the Consultant's Agreement could expire before construction is completed, not allowing the design
Consultant to complete "Task V — Post Design Services" of said Agreement.
