Agenda 02/28/2023 Item #10E (THe Board to prohibit any connection of Rock Road to Vanderbild Beach Road Extension)10.E 02/28/2023 EXECUTIVE SUMMARY Request that the Board prohibit any connection of Rock Road to the future Vanderbilt Beach Road Extension. OBJECTIVE: To declare the intent of the Board of County Commissioners that Rock Road shall not in the future be connected to Vanderbilt Beach Road Extension. CONSIDERATION: On November 28, 2006, the Board of County Commissioners adopted Ordinance 2006-56, establishing the Rock Road Improvement Municipal Service Taxing Unit, providing a means to maintain the roadways within the defined boundaries. On June 22, 2011, the Board of County Commissioners adopted Ordinance 2011-22, modifying Ordinance 2006-56 by changing the boundaries of the MSTU and establishing a three member Advisory Committee. On March 10, 2015, the Board of County Commissioners passed Resolution 2015-56 to claim ownership of the northern mile of Rock Road, authorized a loan to the MSTU, and directed that Rock Road be paved. In June 2015, the northern one mile of Rock Road was paved to a width of 20 feet. It is expected that the life of the paved road will exceed fifteen years and no significant maintenance will be required during that period. The paving of the northern one mile of Rock Road having been accomplished, Ordinance 1017- 09 dissolved the Advisory Committee, and responsibility for administering the MSTU reverted to the County Manager agency. Currently there are staff discussions of further improvements under consideration for the roadways within the Rock Road MSTU. Concerns have been raised that these improvements will lead to an eventual interconnection with Vanderbilt Beach Road Extension to the south of the MSTU. To allay these concerns, the Board of County Commissioners may make a policy declaration of its intent that any such interconnection is prohibited.
