Interconnected Development
Growth Management Plan states
The County shall require, wherever
feasible, the interconnection of local
streets between developments to facilitate
convenient movement throughout the road
network. The LDC shall identify the
circumstances and conditions that would
require the interconnection of neighboring
developments and shall also develop
standards and criteria for the safe
interconnection of such local streets.
Interconnected Development (Continued)
Per the Land Development Code Mixed -Use
Developments are required to provide
interconnection unless:
It is not physically possible.
The location of environmentally sensitive lands
precludes the interconnection.
During development/redevelopment of commercial
lots, shared access or interconnection shall be
encourage and may be required as a condition of
site development plan approval.
The interconnection provides minimal or no
benefit, e.g., the non-residential component
contains a single low traffic generating use such
as a small general office building.
Interconnected Community
July 29, 2003, Board of County
Commissioner minutes related to approval of
the Heritage Bay Development of Regional
Impact and Planned Unit Development:
Bruce Anderson representing the applicant
stated, "This project also features internal
access to the activity center so that
residents of Heritage Bay will not have to
travel out on Immokalee Road to shop for
their every -day needs."

Recommend pedestrian interconnect at the
southern cul-de-sac of Coastline Way to the
sidewalk along Limestone Trail

June 3, 2004 - Project Engineer response to
staff comment:
At the southern end of Coastline Court, the
sidewalk is not tied in to Limestone Trail
because the sidewalk for Limestone Trail is
on the opposite side of the street. That
would also be connecting a street outside
of the gated community, which could be
used by the public, to a private internal
street within the gated community.

County Staff Recommendations
County staff will work with the entire Heritage
Bay DRI to:
Fulfill the original development order intent of
an interconnected community this would
include
Allowing the residential communities to have
ingress and egress at all gated locations
Assist in helping to facilitate discussions of
master association operations and
maintenance inclusive of proportionate share
contribution for the traffic signal at Quarry
�� Drive.
County Staff Recommendations (continued)
County staff will recommend to the Board of
County Commissioners acceptance of
ownership and maintenance of:
Limestone Trail with the exception of the
beautification components (landscaping and
pavers).
Quarry Drive from north side of Limestone
Trail intersection south to Quarry Drive bridge.
Quarry Drive Bridge that connects directly to
Immokalee Road, subject to the Quarry HOA
providing as -built plans, bridge inspection
report showing no major maintenance items
and a load rating report.
