Dear Commissioner Kowal:
I am writing to you today to express my support for amending the Collier County Land
Development Code to allow for the construction of a new Behavioral Health Center along
Golden Gate Parkway. I strongly support the efforts of the David Lawrence Center and Collier
County to improve citizens' access to mental health care in the county.
David Lawrence Center has seen an increasing number of patients as Collier County
continues to grow and as a result they have an increasing need for more space to treat those
patients. The new facility is projected to contain one hundred new crisis beds, more than
doubling David Lawrence Center's capacity to treat our local areas' most vulnerable and
allowing those who need support to stay in their local community.
In addition, the new center will act as a central receiving facility for Collier County,
providing local law enforcement, governments, hospitals, and citizens immediate, specialized
care at a single location. The Golden Gate Parkway location is particularly suited for this
purpose due to its central position in the county and proximity to Interstate 75.
It is for these reasons that I support the approval of the amendment to the land
development code to allow for the construction of a new Behavioral Health Center.

Dear Commissioner Kowal,
Congratulations on your recent election to the County Commission. Though not having had the
g
stellar career as yourself, I too an Army Veteran from Western Pennsylvania who relocated here
years ago. (One of my neighborhood friends in Erie, Bill Brrondt, became a state trooper assigned
to the Beaver Falls Barracks,where he settled down after marrying a Beaver gal!)
Anyway, I am now retired and serving as Resident Manager of"Bravo House" — one of three
Wounded Warriors of Collier County homes within your district, having "graduated" St.
Matthew's House's Homeless Shelter after having been evicted due to back-neck issues, so yes,I
was one of the many impoverished residents unable to afford either mental health services, an
apartment, or a car of my own=that is until WWCC's Founder and President, Dale Mullin and
then Pennsylvania Attorney General Josh Shapiro, came to my aid. (The latter is "another story"
all in itself!)
It is with this life experience perspective that I'd herein like to provide you and your fellow
commissioners, regarding your pending vote on the proposed new mental health and addiction
assessment center, as I will not be able to provide my comments at your Tuesday meeting.
Although such a facility is definitely needed, I urge the Board to choose a different location than
that proposed by the David Lawrence Center. Following are my objections to their Golden Gate
Parkway location:
That location is extremely difficult for a carless person to get to, and a good percentage
of the folks the center would be serving fall into that category.Only one G.A.T. bus stops
at that location, and not only doesn't it begin or end its route at one of the system's
"transfer stations," but eastbound riders would be forced to cross the busy Parkway
without the safety of either a crossing lane or traffic light to get to the center. (I used to
catch a different, northbound bus about 100 yards north of the Golden Gate/Santa
Barbara intersection, and I'd often encounter discharged clients from D.L.C. there who
were dependent on either neighbors or the rare "stop standers" like myself to tell them
when the next bus would be stopping there.) So, unless these issues can be resolved, I'd
recommend the selection of a more centralized,convenient location:
