K.3 02/ 14/2023 EXECUTIVE SUMMARY Recommendation to reappoint two members to the Collier County Citizen Corps. OBJECTIVE: To reappoint two members to the Collier County Citizen Corps, to four year terms expiring on November 5, 2026. CONSIDERATIONS: This 9 member committee was established by Ordinance No. 02-56, as amended, to advise the Board of County Commissioners on all hazards preparedness and other related issues; to act as a coordinating agency for activities that support an all hazards approach to threats and hazards that pose the greatest risk to Collier County; to assist in the recruitment of volunteers by publicizing and expanding existing community programs; to assist in achieving and maintaining accreditation through the Emergency Management Accreditation Program; to facilitate communication between Collier County & State & Federal agencies on all hazards activities, as well as to enable Collier County to identify outside resources such as grants, training opportunities and equipment. The committee members represent various community organizations. Each member shall be considered a liaison between their respective organization and the committee, and shall be recommended by their organization to the Board of County Commissioners for consideration for appointment to the committee for a four year term. A list of the current membership is included in the backup. There are four seats on this committee which expired on November 5, 2022. Capt. Benjamin Bridges of the Salvation Army has recommended that Ms. Ashley Jones be reappointed as the Salvation Army liaison to this committee. Ms. Jones resides in Bonita Springs in Lee County. Section 5, Paragraph 2, of Ordinance 02-56, as amended by Ordinance 16-21, provides that "an applicant who resides outside of Collier County may be considered upon the request and recommendation of his or her agency." Chief Nolan Sapp of the Greater Naples Fire District has recommended that Barry Gerenstein be reappointed as the Community Emergency Response Team (CERT) liaison to this committee. K.3.c RESOLUTION NO. 2023 - A RESOLUTION OF THE BOARD OF COUNTY COMMISSIONERS OF COLLIER COUNTY, FLORIDA, REAPPOINTING ASHLEY JONES AND BARRY GERENSTEIN TO THE COLLIER COUNTY CITIZEN CORPS. WHEREAS, Collier County Ordinance No. 2002-56, as amended, established the Collier County Citizen Corps as an Advisory Committee to advise the Board of County Commissioners (Board) on a wide range of hazards preparedness and other related issues; and WHEREAS, Ordinance No. 2002-56, as amended, provides that this Advisory Committee shall consist of nine voting members representing the Community Emergency Response Team, Collier County Medical Reserve Corps, Collier County Fire Chiefs Association, Civil Air Patrol, Coast Guard Auxiliary, American Red Cross, Salvation Army, Retired Senior Volunteer Program, and Collier County Business/Industry; and WHEREAS, there are five vacant seats on this committee; and WHEREAS, the Salvation Army and Greater Naples Fire District have provided the Board with their recommendations for reappointment. NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF COLLIER COUNTY, FLORIDA, that ASHLEY JONES, representing The Salvation Army, and BARRY GERENSTEIN, representing Community Emergency Response Team, are hereby reappointed to their seats on this committee, to four-year terms which will expire on November 5, 2026.
