Agenda 2/14/2023 Item #16A13 (Project update for Poinciana Village Stormwater Management Improvements Project 50200)02/ 14/2023 EXECUTIVE SUMMARY Recommendation to accept the February 2023 Project Update for Poinciana Village Stormwater Management Improvements (Project 50200). OBJECTIVE: To keep the Board informed on major capital improvement projects. CONSIDERATIONS: The purpose of this project is to replace the 50-year-old stormwater management outfall pipes and structures in the Poinciana Village Subdivision. The drainage system will be replaced with larger pipes sized for the design flow (25-year, 3-day event) to discharge to the perimeter ditches. The project will also include two additional outfall connections from inside the subdivision to the perimeter ditches. The perimeter ditches will be cleared and reshaped to address the entire outfall system. During the surveying and easement verification process, it was found that the existing perimeter ditch was outside of the current easement area in many locations. Furthermore, with the pipe upsize, the existing wastewater force main owned by the City of Naples ("City") will be in conflict in some areas. Resolving these conflicts will require pipe deflections and the close coordination of work with the City. To continue moving the project forward, the work is being divided into two phases. Phase 1 will address the areas of the stormwater system with clear access and no force main conflicts, while the easement acquisition and coordination with the City continue for the remainder of the work that will be Phase 2. Phase 1 includes 8 outfalls and Phase 2 includes 13 outfalls and perimeter ditch. Phase 1 update: currently at 90% plans and anticipate initiating construction bidding in the current quarter. Phase 2 update: currently at 90% plans, survey and cross-section is complete, utility coordination and easement acquisitions are progressing. FISCAL IMPACT: The funding for this project is available within the Stormwater Capital Project Fund (325) and Stormwater Bond Fund (327). The preliminary cost estimates for Phase 1 and Phase 2 for both construction and construction engineering inspection are $5,750,000 and will be allocated upon contract award. GROWTH MANAGEMENT IMPACT: The project is in conformance with the goals and objectives of the Growth Management Plan.
