Agenda 2/14/2023 Item #16A12 (Project update for Stormwater Supervisory Control and Data Acquition Automation master Plan Project No. 50160)02/ 14/2023 EXECUTIVE SUMMARY Recommendation to accept the February 2023 Project Update for Stormwater Supervisory Control and Data Acquisition Automation Master Plan (Project No. 50160). OBJECTIVE: To keep the Board informed on major capital improvement projects. CONSIDERATIONS: The purpose of this project is to develop a Supervisory Control and Data Acquisition (SCADA) master plan that will assist in prioritizing and standardizing structure improvements, determine the extent of the necessary improvements from a communication standpoint and estimate the costs for these improvements so that a phased implementation plan may be developed. While the Amil Gate Weir project will create the physical backbone structure of the SCADA system, the SCADA Master Plan project will recommend further developments to the system, identify and standardize communication and operational protocols and screens, and identify the necessary data elements for effective management of the secondary stormwater system. The SCADA implementation at the various stormwater sites will take place as dictated by high water conditions or as maintenance and rehabilitation work is scheduled and funding provides. The end goal for the SCADA system at buildout is to have full automation of weir operation and allow the monitoring of water levels throughout the stormwater system, providing for proactive response, in addition to the collection of historical data. Currently, we are finalizing the data collection phase. Communication methods have been identified and we continue to work with Collier County Information Technology to develop the fiber optic elements. The next steps will be to create a phased improvement plan and provide a preliminary cost estimate leading to the development of the overall master plan.
