EXECUTIVE SUMMARY
Recommendation to approve administrative Change Order No. 3 to Agreement Number 19-7494, "Design
and Related Services for Vanderbilt Beach Road Widening from east of U.S. 41 to east of Goodlette-Frank
Road," with Jacobs Engineering Group Inc., to design the relocation of existing utilities, and increase the
budget in the amount of $96,412. (Project Number 60199)
OBJECTIVE: To approve Change Order No. 3 to design the relocation of an existing non -potable water main and
associated utility appurtenances for the "Vanderbilt Beach Road Widening from east of U.S. 41 to east of
Goodlette-Frank Road," Project 60199 (the "Project").
CONSIDERATIONS: On February 25, 2020, the Board approved Agreement Number 19-7494 (Agenda Item
1 LQ with Jacobs Engineering Group Inc., to provide Professional Design Services for the Project in the amount of
$1,058,378. In November of 2022, the Project achieved the 90% design phase.
Change Order No. 3 addresses specific utility design items that are typically completed by the Collier County
Public Utilities Division; however, the roadway improvement schedule will be significantly delayed if the utility
work is not contemporaneously incorporated into the Project. The necessary utility design items have been added to
the roadway design scope to expedite the design while maintaining the grant -funded construction schedules.
The County's Procurement Services Division administratively approved the Change Order form, as authorized by
the Board in accordance with its Procurement Ordinance, Section Nineteen, Contract Administration, Subsection
3b.
FISCAL IMPACT: This change order will be funded through the following source:

1. As the project design is refined, the location of the proposed signal mast arm foundation and an existing non -potable water main are
in conflict. -the proposed mast arm foundation cannot be relocated; therefore, the water main and all the associated appurtenances
must be moved, including Air Release Valves (ARVs), These changes will result in modifications to the design and post -design
services being performed. The total budget is $96,412.00.See Attachment A (Scope of Services) for specific tasks.
2. 'The Public Utilities Division (PUD) owns 5 the watermain facilities and agreed that the redesign could be included in the roadway
improvements for the project to remain on schedule. The i=DOT is providing a $4.2M grant towards the project's construction phase,
and these funds must be encumbered in the timeframe set in their work program. Therefore, this change order is necessary to rneet
the grant funding deadline.
3. Not processing this Change Order will require an RPS solicitation process to relocate the utilities and significantly delay the project.
The utilities rrrust be designed and relocated before the roadway improvements can commence.
