EXECUTIVE SUMMARY
Recommendation that the Board consider waiving the requirement of payment of future Impact Fees by
Rural Neighborhoods, Inc., the Developer of the Golden Gate Golf Course Affordable Housing Project, with
the Impact Fee Trust Fund being made whole by General Funds or another County fund source.
OBJECTIVE: To help the Developer of the Golden Gate Golf Course Affordable Housing Project complete the
project as envisioned.
CONSIDERATIONS: On November 10, 2020, the County and Rural Neighborhoods, Incorporated (the
"Developer") entered into an Agreement to develop an approximately 25.5-acre tract of land on the former Golden
Gate Golf Course for an Affordable Housing development (the "Project"). A long-term Ground Lease is currently
being negotiated and should reach the Board in the near future.
I am advised by the Developer that since 2020, the costs of construction, supplies and an increase in interest rates
are making the Project as envisioned cost prohibitive. To assist the Developer in completing this Project, I am
proposing that the County waive the Project's impact fees, with the Impact Fee Trust Fund being made whole by
General Funds of another County funding source.
FISCAL IMPACT: The estimated Collier County Impact Fees, for Phase I & Phase 11 of this project, are $5.7M.
This estimate is based on several assumptions about size and scope of the project that may result in some variation
in the final fee amount. The final calculation will be based on the information provided in accepted building permit
applications and the impact fee rates in effect at that time.
GROWTH MANAGEMENT IMPACT: There is no impact to the Growth Management Plan related to this
action.
LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney, raises no legal issues at this
moment, and requires majority vote for Board action or direction. -JAK

Rural Neighborhoods, Inc., the Developer of the Golden Gate Golf Course Affordable Housing Project, with the
Impact Fee Trust Fund being made whole by General Funds or another County fund source.
