Agenda 2/14/2023 Item #10A (Reimburse all funds associated with the COVID-19 Extra MIle Farmworker grant)10.A 02/ 14/2023 EXECUTIVE SUMMARY Recommendation that the Board consider reimbursing the COVID-19 Extra Mile Migrant Farmworker Community Grant, Project (33772) and direct staff to find an alternative funding source. (This is a companion item to 11A) OBJECTIVE: To have the Board reimburse all funds associated with the COVID-19 Extra Mile Farmworker grant, HHS Grant Number 1 NLJ58DP007038-01-00 awarded to Collier County on August 23, 2021, and direct staff to find alternative funding for this program. CONSIDERATIONS: On June 8, 2021, (Agenda Item #16D12) the Board approved an "After -the -Fact" submittal of a Centers for Disease Control and Prevention (CDC) Community Health Workers for COVID-19 Response for Resilient Communities (CCR) Grant application which sought total funding over a 3-year period of $1,446,255. On September 28, 2021, (Agenda Item #16D9) the Board unanimously approved Year 1 funding to the program of $421,744 consistent with an HHS Grant Award in that amount dated August 23, 2021. On December 14, 2021 (Agenda Item # 16D 18), the Board executed a subrecipient agreement with Collier Health Services, Inc. (CHSI), to implement the CDC CCR program. Under this agreement, CHSI has hired and trained a team of six (6) Community Health Workers to deliver health related services and serve as resource navigators within medically underserved communities of Collier County. On May 10, 2022 (Agenda Item #16D5), the Board approved the "After -the -Fact" submittal of a grant application for Year 2 of the CDC for the Community Health Workers for CCR Grant in the amount of $421,744. Commissioner Hall is asking the Board to allow Karen Kingston an opportunity to speak and give a presentation on why Collier County should not participate in this CDC funded grant. FISCAL IMPACT: Grant revenues in the amount of $843,488 were budgeted within Community & Human Services Grant Fund (705) Project 33772. Expenditures incurred to date total $166,991.91, plus pending subrecipient expenses currently in process. Reimbursement of the grant would require an alternate funding source for the aforementioned incurred and pending expenses. GROWTH MANAGEMENT IMPACT: There is no Growth Management impact associated with this item. LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney, raises no legal issues and requires majority vote for approval. -JAK RECOMMENDATIONS: To consider a recommendation to reimburse the COVID-19 Extra Mile Migrant Farmworker Community Grant, Project (33772) and direct staff to find alternative funding.
