The Landscape &Sa Committee of the Pelican Bay Services Division met on Tuesday, June
28 at 1:30 p.m. in the Pelican Bay Services Division, I" Floor of the Truist Building, Suite 102,
located at 801 Laurel Oak Drive, Naples, FL. The following members attended.

Mr. Griffith motioned, Ms. Hamilton seconded to approve the agenda as
presented. The motion carried unanimously.
VAL OF 3/23/22 MEETING MINUTES
As. Hamilton motioned, Mr. Griffith seconded to approve the 3/23/22 meeting
minutes as presented. The motion carried unanimously.
Ms. McLaughlin provided a document entitled "Amount of recycled water being used"
which was added to the record. The document provided the meter reading usage of recycled water
by the PBSD over the past five years. Ms. McLaughlin commented that the recycled water usage
has increased dramatically over the last five years and that the reasons for this are unclear. She
noted that Clam Bay is impaired for phosphorus and that she is concerned about the nutrients
(including phosphorus) that are contained in the County recycled water. Mr. Coleman suggested
that usage may have increased as a result of (1) new plantings and sod installation throughout the
community, and (2) specifically, sod installation related to our Sidewalk Phase 1 Project.
STRATEGIC PLANNING: ON -GOING & IMMEDIATE ISSUES AND PROJECTS
PHASE 2 SIDEWALK REPLACEMENT PROJECT UPDATE
Dr. Chicurel commented that our Phase 2 Sidewalk Replacement Project is technically
underway. Mr. Duprey commented that we are awaiting the contractor's firm timeline and work
plan for the construction project. He noted that in general, the contractor plans to start the project
at the south end of Pelican Bay, and then work north to Ridgewood Drive, Gulf Park Drive, PB
Blvd., smaller roadways, and then finish back in the south end, at the Wells Fargo Building.
Dr. Chicurel commented that a copy of an article on this project, which was included in the
most recent PBF e-blast, was included in the agenda packet. He noted that we will continue to
place sidewalk project updates in future e-blasts and the PB Post. Dr. Chicurel commented that
Ms. Herrmann will be sending a letter on the sidewalk project to all community associations and
homeowners directly affected by this project at the appropriate time.
OAKMONT LAKE LANDSCAPE RESTORATION
Dr. Chicurel commented on recent photos of the construction work at the Oakmont Lake
Restoration Project, included in the agenda packet. He suggested that we move forward on
discussions on re -landscaping this area after the construction work is completed.
LANDSCAPE MAINTENANCE & VEHICULAR & PEDESTRIAN LINE OF SIGHT
Dr. Chicurel provided a brief history of the goals and guidelines of PBSD landscaping over
the past ten years. He noted that when he joined the L&S Committee about ten years ago, the
committee reviewed the Community Improvement Plan (CIP) which was put in place by the PBF
and PBSD back in 2012. After a thorough review, the committee decided to terminate the CIP and
develop new goals and guidelines, which were approved by the PBSD Board in 2015. Dr. Chicurel
provided a copy of the 2015 PBSD "Landscape Goals and Guidelines," which was added to the
record. He noted that since that time, we have veered off course from this plan.

Dr. Chicurel provided a slideshow of photos of PBSD landscaped areas throughout Pelican
Bay. Highlights of his comments are as follows.
• Asiatic jasmine, wart fern, wildflowers and bougainvillea are all extremely difficult to
maintain. Many photos showed how unattractive and/or overgrown these plants are in many
areas.
• Sage grass (weed) removal from the Asiatic jasmine must be done by hand.
• In some areas, a better solution is grass.
• In some areas, a better solution is grass borders (along the road) surrounding plantings and/or
trees.
• PB enhances and intersections should be the first places to address, replacing the high
maintenance plants with grass.
• Line of sight is critical.
Mr. Coleman commented that he would welcome a change from these high maintenance
plants to sod. He noted that mowing would be easier than maintaining these plants. Dr. Chicurel
suggested, and the committee agreed, that Mr. Coleman and Mr. Mumm begin working on this
changeover. Mr. Coleman agreed and commented that he will use our operating budget to fund the
changeover.
Ms. Hamilton commented that she has heard mixed resident reviews on our landscaping.
Ms. McLaughlin commented that it is her understanding that the installation of plants
(instead of grass) on the median was designed to prevent jaywalking. She also commented on the
increase in noise pollution from mowers and blowers which will result from cutting more grass. Mr.
Coleman commented that electric and battery -operated equipment continues to have a significantly
higher cost and lower efficiency. Ms. Hamilton suggested that we continue to review any
improvements to alternatives to gas -operated equipment.
ROADWAY SAFETY AND SAFETY ISSUES
Mr. Duprey commented that a purchase order has been approved for our pedestrian crosswalk
signal project, which he expects to be completed before season begins. He will have the "Stop for
Pedestrians" sign installed as part of this project. Dr. Chicurel commented on the P.S.A. for the new
"Stop for Pedestrians" signs, included in the agenda packet.
STRATEGIC PLANNING: MID -RANGE ISSUES AND PROJECTS
TREE PLANTING PROJECT
At the suggestion of Dr. Chicurel, Mr. Griffith agreed to develop a plan for the type and
placement of new trees in Pelican Bay. Mr. Griffith suggested that our plan should initially consider
(1) the replacement of trees which were removed as part of the Phase 1 Sidewalk project and (2) the
cul-de-sacs, where many of these areas have lost their "specimen tree" due to storms over the years.
Dr. Chicurel suggested that when a tree planting plan is developed, we must take into consideration
both tree maintenance and tree "waste."
Mr. Coleman commented that when new trees are installed in areas close to where the new
replacement sidewalk has been installed, we must install root barriers. He also noted that we have
funds in our capital budget for tree replacement expenditures. Mr. Coleman commented that some
PB Associations have indicated that they are not in favor of tree replacement in the right-of-way in
front of their property, and that this must be considered when a tree replacement plan is developed.

Ms. McLaughlin commented that the PBF Design Review Committee requires three
hardwood trees on each homeowner's property and maintains a list of approved trees.
STRATEGIC PLANNING: LONG-RANGE ISSUES AND PROJECTS
STREET LIGHTING
Mr. Weir commented on the new Green Tree Drive LED light replacements and noted that
some of the lights are ineffective as they are hidden by branches. Mr. Coleman commented that
he will have our tree trimming contractor trim back these trees to address this.
Dr. Chicurel commented that we will discuss this topic more in the future.
