TIME CERTAIN ITEMS: Item 5A to be heard at 10:00 AM: Presentation from the U.S. Army Corps of Engineers on the County Coastal Storm Risk Management Feasibility Study. 1/24/2023 8:56 AM 01/24/2023 EXECUTIVE SUMMARY Recommendation to accept the January 2023 Project Update For ‘Vanderbilt Beach Road Extension.’ (Project 60168) ______________________________________________________________________________ OBJECTIVE: To keep the Board informed on major capital improvement projects. CONSIDERATIONS: This project will extend Vanderbilt Beach Road (CR862) from Collier Boulevard (CR951) to 16th Street NE. The work includes reconstruction of the existing two-lane Massey Street, new roadway intersections with new traffic signals at Wilson Boulevard, 8th Street NE and 16th Street NE, Big Cypress Canal relocation to the south of the new roadway from 31st Street NW to 15th Street NW, three new roadway bridges across existing canals, and boat ramps for SFWMD access. On July 12th, 2022, the Board of County Commissioners awarded Invitation to Bid No. 22-7976, “Project 60168- Construction Services for Vanderbilt Beach Road Extension,” to Sacyr Construction USA, LLC (Sacyr), in the amount of $152,999,999.91. The ‘Construction Notice to Proceed’ was issued to Sacyr Construction USA, LLC on September 12th, 2022, and marked the official start of the construction for this project. The estimated project duration is 3 years. Projected completion time is Winter 2025. Construction is proceeding timely and on budget. Clearing and Grubbing work continues along the length of the 7-mile corridor. Four different subcontractors are on site working various phases of the vegetation removal. Excavation of the new section of the Big Cypress Canal has started between 15th and 17th streets. The ground is mostly rock as anticipated. Excavators, rock hammers and rock crushers and other equipment are on site performing the work. Earthwork operations have started with embankment being placed on the new VBR roadway between 16th St. and the Curry Canal, east end of the corridor. Clearing and construction along the Massey St. corridor / Vanderbilt Country Club ROW is anticipated to start in February. Work on Massey Street has been delayed by the discovery of Gopher Tortoises at several locations along the project corridor. The project team is working on the permitted relocation of the tortoises. FISCAL IMPACT: The sources of funding for this project are Local Option Infrastructure Surtax, R oad Impact Fees, Gas Taxes, Water and Wastewater Capital User Fees and Commercial Paper Draw. GROWTH MANAGEMENT IMPACT: The Project is in conformance with the goals and objectives of the Transportation Element of the Growth Management Plan. LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney, raises no legal issues and requires majority vote for acceptance of the report. -JAK RECOMMENDATION: That the Board accept this project update.
