EXECUTIVE SUMMARY
Recommendation to approve Change Order No. 2 to Request for Professional Services (“RPS”) Agreement
Number 21-7847, “Goodlette-Frank Road Ditch Improvements Design Services” with Water Resources
Management Associates, Inc., for additional data collection and engineering design tasks to the scope of
services, in the amount of $133,681.00, extend the period of the project by 308 days and authorize the
necessary budget amendment (Project Number 60102)
OBJECTIVE: To obtain approval of Change Order No. 2 for the addition of surveying and engineering design
services necessary for the signalization, mast arm replacement, culvert designs, mobilization of traffic design and
lighting plans, in the amount of $133,681.00, and to extend the period of the project by 308 days.
CONSIDERATIONS: The Goodlette-Frank Road Ditch requires improvements to enhance the conveyance
capacity of stormwater flow to the Gordon River to reduce flooding in residential and commercial developments
west of Goodlette-Frank Road. This project consists of professional engineering services for the design of erosion
control and bank stabilization, building a maintenance access travel way, and modification of outfalls along
approximately two miles of ditch on the west side of Goodlette-Frank Road.
On July 13, 2021, (Agenda Item 16.A.24), the Board awarded Agreement No. 21-7847, Goodlette-Frank Road
Ditch Improvements Design Services,” to Water Resources Management Associates, Inc. in the amount of
$598,817.00, which consists of civil engineering design, surveying, geotechnical engineering, public outreach, and
post design services for proposed channel capacity improvements to the existing ditch along the west side of
Goodlette-Frank Road from approximately Pine Ridge Road to Golden Gate Parkway.
Change Order No. 2 requests additional funds in the amount of $133,681.00 and adding 308 calendar days to the
project, which is necessary to complete the additional tasks involving subsurface utility surveying, geotechnical
borings, engineering design services for the signalization, mast arm replacement, mobilization of traffic design and
lighting plans at 22nd Avenue and Goodlette-Frank Road, and engineering design services for culvert design at
Creech Road and Goodlette-Frank Road. Staff issued a stop work order for the project on August 5, 2022, prior to
the then existing end date of the Agreement.
The additional tasks identified in Change Order No. 2 were not included in the original contract because the design
proposed by the guiding master plan assumed a proposed cross section that is not achievable within the project
boundary. Therefore, the proposed ditch design will need to be deeper, which will require additional subsurface
utility location information and necessitates the relocation of the mast arm on 22nd Avenue and redesign of the
culvert under Creech Road.
FISCAL IMPACT: Funding for the $133,681.00 will require a budget amendment in the amount of $26,000 from
the Stormwater Bond Fund (327) reserves into project 60102 Gordon River.
There is no incremental maintenance cost associated with this design action. Incremental maintenance costs will be
addressed at the time of award of the planned construction contract.
GROWTH MANAGEMENT IMPACT: This project is consistent with the goals and objectives of the
Stormwater Element of the Growth Management Plan.
LEGAL CONSIDERATIONS: This item is approved as to form and legality, and requires majority vote for
Board approval.-SRT
RECOMMENDATION: To approve Change Order No. 2 to Agreement Number 21-7847, “Goodlette-Frank Road
Ditch Improvements Design Services,” with Water Resources Management Associates, Inc. to add funds in the
amount of $133,681.00 for additional data collection and engineering design tasks, to extend the perio d of the
project by 308 days, authorize the necessary budget amendment, and authorize the Chairman to sign the attached
