16.A.3 01 / 10/2023 EXECUTIVE SUMMARY Recommendation to approve final acceptance of the potable water utility facilities and accept the conveyance of the water facilities and appurtenant utility easements, for Christ the King Church Offsite Watermain, PL20220002981. OBJECTIVE: To have the Board of County Commissioners, as Ex-Officio Governing Board of the Collier County Water -Sewer District, approve final acceptance of these potable water utility facilities and appurtenant utility easements, in accordance with the Collier County Utility Standards and Procedures, Ordinance No. 2004-31. CONSIDERATIONS: 1) The Developer has constructed the potable water utility facilities for Christ the King Church Offsite Watermain, within dedicated easements to serve this development (see attached location map). The value of these water utility facilities (assets) was $111,976.86. The potable water utility facilities were offered for conveyance to the County, as described in Official Records (O.R.) Book 6189, Page (PG) 3137, together with appurtenant Deed of Utility Easements recorded in O.R. Book 6189, PG 3132; O.R. Book 6189, PG 3088; O.R. Book 6089, PG 3672; O.R. Book 6100, PG 2325; O.R. Book 6100, PG 3628; and O.R. Book 6189, PG 3132; and Right of Way for Sunset Boulevard and Adkins Avenue as described in O.R. Book 252, PG 703, of the Public Records of Collier County, Florida. 2) Staff recorded all final acceptance documents associated with the potable water utility facilities conveyed to the County in the public records of Collier County, which were reviewed and approved by the County Attorney's office as to form and legality. The County acquired its interest in the potable water utility facilities by Warranty Deed and Bill of Sale recorded in O.R. Book 6189, PG 3137 of the Public Records of Collier County, Florida ("The Utilities Facilities Deed"). 3) A final inspection to discover defects in materials and workmanship was conducted by staff on August 8, 2022, in coordination with Public Utilities, and these facilities have been found to be satisfactory and acceptable. 4) Staff recommends final acceptance of the subject potable water utility facilities in the amount of $111,976.86. Staff also recommends acceptance of the Utilities Facilities Deed and the facilities described in the Certification of Contributory Assets, which is attached to this Executive Summary. 5) This final acceptance is in accordance with Collier County, Ordinance No. 2004-31, as amended. 6) Staff is unaware of any issues that would serve to negate the recommendation to approve this final acceptance. FISCAL IMPACT: Approval of this Executive Summary will result in the Collier County Water -Sewer District receiving title to the potable water utility facilities, which have a gross value of $111,976.86 (no depreciation applied) and an asset will be recorded in the financial records of the county. GROWTH MANAGEMENT IMPACT: There is no growth management impact associated with this action.
