Item 12B to be heard at 10 AM: Report to the Board of County Commissioners in response to Public Comments at the December 13, 2022, Regular Meeting regarding potential conditions required by a COVID- 19 Extra Mile Migrant Farmworker grant. 1/12/2023 9:57 AM 11.0 01 / 10/2023 EXECUTIVE SUMMARY Recommendation to direct the County Manager to bring an agreement with Comcast Cable Communications, LLC, (Comcast) to a future Board of County Commissioners (Board) meeting to expand broadband and other cable -related services to identified underserved portions of Collier County. OBJECTIVE: To expand broadband and other cable -related services to underserved portions of Collier County. CONSIDERATIONS: In March 2022, Comcast representatives met with Growth Management Community Development Department staff to initiate conversations regarding Comcast's desire to extend its infrastructure in Collier County with the intent to expand broadband and other cable -related services to underserved areas in the more rural areas of Golden Gate Estates. As compensation for extending its cable system into an area that would otherwise not be economically feasible, Comcast would be requesting an offset to their costs for a portion of the reasonable budget to complete this extension. The company is anticipating a total project cost of $5 million, of which they are proposing to fund 80% and the County 20%. It is anticipated that American Rescue Plan (ARP) grant funding will be used to pay the County's share of $1 million, as an investment into broadband infrastructure to improve and expand affordable access to broadband internet is an eligible use under this program. Comcast has provided a map (attached) for consideration that identifies the proposed underserved extension area consisting of only existing and future residential properties. The proposed extension area comprises 5,113 distinct parcels that currently have 2,593 home addresses, which equates to a buildout rate of approximately 50%. Completed buildout would potentially benefit about 6,500 residents, assuming 2.5 people per address. Broadband access to these parcels could improve educational and employment opportunities, leading to lower unemployment rates, higher income rates, and increased home values. Comcast also participates in the Federal Communication Commission's Affordable Connectivity Program through Internet Essentials, which provides a discount of up to $30 per month toward internet service for eligible households. Comcast has entered into similar agreements with other jurisdictions throughout the State of Florida, including Clay County and the City of Cape Coral. During the July 12, 2022, Board meeting, Commissioner McDaniel brought this potential initiative up before the rest of the Board and asked for and received Board agreement to pursue the item in the future. FISCAL IMPACT: There is no fiscal impact associated with this Executive Summary. However, if the Board approves this item, staff will bring an agreement to the Board for their consideration at a future meeting with a fiscal impact of $1 million, using ARP funds, subject to availability. GROWTH MANAGEMENT IMPACT: There is no Growth Management impact associated with this action. LEGAL CONSIDERATION: This item is approved as to form and legality and requires a majority vote for Board approval.
