Our grandchildren treasure this / e are Capra S Y unique island For the past few years, our little island has been under un-ending attack. Irma devastated our paradise in September 2017. It took years to rebuild, but we came together in crisis. Capri was tested again when the Fiddler's Creek developer, who purchased C-3 zoned property in our business district over a decade ago leaving it in disrepair changed gears and instead of building a club house /restaurant for their FC residents, pursued a change in zoning which if approved would open the flood gates to development & destroy the Capri "life style". Capri residents unified & rallied to protect our community's identity. Our stamina & determination in this David/Goliath battle has been difficult to sustain, BUT we have not letup. Once again, Mother Nature has ravaged Capri which looks &feels like a war zone post -Ian. We are in a fight for survival. Now we need your help. Please DENY FCC's request for a zoning change. They bought the property C-3, now build it C-3. The Collier County Planning Board after thorough research voted 6-1 against the FCC plan. They, as we, believe that the plan is completely inconsistent with this community. Three 1684eet tall towers would destroy Capri forever for generations of its residents . I also like to see my grandparents dog Delanie. I king of just like going to see my grandparents. Reagan- I like the island because we can walk to dinner or lunch. The planning commission found this project to be not compatible with the surrounding area and I ask you to please take their advice. Buildings of the size that is being requested is completely out of sync with the rest of Capri. They in no way, shape or form will fit in with the feel of the rest of the island. The residents on Capri are asking you to please vote NO to rezoning on our business island. We would like to keep the business island business. We don't want a private community that Capriers can not use, we don't want giant buildings destroying the views of the island, we don't want something that will make our island feel like Marco or Naples. We moved to Capri because of the smallness, because of the nature, because it's out of the way of the giant structures. We are a down to earth neighborhood. Yes, there are some big beautiful homes and likely more to come. But it's still very limited in size. If this rezoning is approved, other businesses on that island will do the same. I look forward to hearing from you, Joan Coyne Answer I received from Mr LaRow Director — Economic Development and Housing Division To answer your question, there's nothing in the Land Development Code that speaks to or provides for a payment calculation where an applicant can contribute a Local Housing Trust Fund to support the development of housing that is affordable. The comment was intended to convey Board of County Commissioner direction to staff that projects requesting density above what is currently allowed in the Comprehensive Plan to provide some public benefit in exchange for the additional density. That public benefit has been manifested in approximately 20% of the units developed to be set aside and made affordable for 30 years. For this particular project, the number of units would have stood at 21 to be reserved as affordable. Since the applicant appeared to be resistant to that exchange the comment was made for the purposes of discussion for the applicant to consider as a potential to consider if they were interested. To be clear, the Board hasn't broached the subject of a payment in lieu of providing units. It was more of a reminder to the applicant that with the density requested staff would recommend some public benefit as a result This is my response to Mr LaRow It sounds to me like an auction. If they agree to provide dollars to Affordable housing for public benefit. Then the Isles of Capri has to live with something that is incompatible and doesn't compliment the existing homes in the area. What about their public benefit? If the area is in High coastal hazard area and Urban Coastal Fringe Subdistrict how does giving dollars to the Affordable housing protect the safety of the residents in the community from these designated areas? It seems to me it is just putting more people in harm's way. It gives the applicant a way to go around rules that are set aside to protect people. It also sounds to me like discrimination not wanting to have service people in their luxury buildings. I know I am ranting to you when I am just upset about how the government always allows money to buy whatever they want at the cost of the safety of the residents. We understand they want to bribe us by "building" two culvert projects and helping us by including us with the sewer project. The City of Marco Island may not allow FFC Inc. to connect to their system unless they 22 make provision for the whole island to eventually connect. So ....... And we have a committee working on the culvert project so we don't need their help with either. The Zoning Department staff did not recommend this project. The Planning Commission voted against it also, with only one member voting for it.(He lives in the Fiddlers Creek community) so I think he should have recused himself. Please Do not allow this rezoning project to go forward. If rezoning is allowed it will change the landscape of this island forever. We are not against FCC Inc. building within the C-3 zone. We are a group of citizens representing approx 900 residents( signatures on a petition) on the Isles of Capri. We are asking you as a member of the Collier County Board of Commissioner to help us defeat the rezoning request by the FCC Beach and Yacht, LLC to build 3 High Rise Condo buildings in the middle of our Island. The proposed project does not add anything beneficial and is not complementary to our community. Most of the homes and businesses in the area are two or three story buildings. This property is located within the Urban Coastal Fringe Subdistrict and Urban Coastal High Hazard Subdistrict. We all know how that has affected all of us during hurricane Ian. We have residents not living in their homes because of the destruction of the high water. It will probably take until next spring or summer before they can return. I understand there are a "FEW" residents on the island who would like to see this project go forward. Those residents are in the minority. They are willing to sacrifice having high rise condos for the opportunity to join the proposed private "Restaurant Club". Most residents here are not of that "ILK". Please come to the Isle of Capri. Check out the area of the proposed project See how this project of 3 High Rise Condos (108 residential dwelling units, 148 feet zoned and 168 feet actual), on 5.32-acre does not fit our lifestyle. I understand it will be a beautiful project however, it will be a disservice to those of us who presently live here. Everyday having to look at something that is not COMPATIBLE with the rest of the Island. Sticks out, like not like a sore thumb, but a glitzy reminder of what money can buy. We understand they want to bribe us by "building" two culvert projects and helping us by including us with the sewer project. The City of Marco Island may not allow FFC Inc. to connect to their system unless they make provision for the whole island to eventually connect. So ....... And we have a committee working on the culvert project so we don't need their help with either. The Zoning Department staff did not recommend this project. The Planning Commission voted against it also, with only one member voting for it.(He lives in the Fiddlers Creek community) so I think he should have recused himself. Please Do not allow this rezoning project to go forward. If rezoning is allowed it will change the landscape of this island forever. We are not against FCC Inc. building within the C-3 zone. At the CCPC it was stated a developer could pay a fee to the county to get around providing affordable housing units in their proposed luxury project on the Isles of Capri and get additional density bonus. Can you explain how that works? I would like to know how the fee is determined, to whom it is paid? Please advise where in the code this is stated. I look forward to hearing from you, Joan Coyne Answer I received from Mr LaRow Director — Economic Development and Housing Division To answer your question, there's nothing in the Land Development Code that speaks to or provides for a payment calculation where an applicant can contribute a Local Housing Trust Fund to support the development of housing that is affordable. The comment was intended to convey Board of County Commissioner direction to staff that projects requesting density above what is currently allowed in the Comprehensive Plan to provide some public benefit in exchange for the additional density. That public benefit has been manifested in approximately 20% of the units developed to be set aside and made affordable for 30 years. For this particular project, the number of units would have stood at 21 to be reserved as affordable. 29 Since the applicant appeared to be resistant to that exchange the comment was made for the purposes of discussion for the applicant to consider as a potential to consider if they were interested. To be clear, the Board hasn't broached the subject of a payment in lieu of providing units. It was more of a reminder to the applicant that with the density requested staff would recommend some public benefit as a result This is my response to Mr LaRow It sounds to me like an auction. If they agree to provide dollars to Affordable housing for public benefit. Then the Isles of Capri has to live with something that is incompatible and doesn't compliment the existing homes in the area. What about their public benefit? If the area is in High coastal hazard area and Urban Coastal Fringe Subdistrict how does giving dollars to the Affordable housing protect the safety of the residents in the community from these designated areas? It seems to me it is just putting more people in harm's way. It gives the applicant a way to go around rules that are set aside to protect people. It also sounds to me like discrimination not wanting to have service people in their luxury buildings. I know I am ranting to you when I am just upset about how the government always allows money to buy whatever they want at the cost of the safety of the residents.
