Collier County’s formal recognition as the next site for construction.

Add-On Item 11D: Recommendation to certify the existence of a valid public emergency for surveying,
design, permitting, and post-design services required for the construction of an emergency berm necessary
for protection of upland structures left vulnerable by Hurricane Ian, and to approve the issuance of a
standard County work order to APTIM Environmental and Infrastructure, LLC for an expenditure of
funds for those services in a not-to-exceed amount of $187,636.25. (Staff’s Request)

Sale and Purchase with WISC Investment Company, LLC, for 0.39 acres under the Conservation Collier

through an Exemption from the Competitive Process to Visit Florida for destination marketing programs for
a five-year period in the amount of $150,000 per year and to make a finding that these expenditures promote

Separate Requests)

EXECUTIVE SUMMARY
Recommendation to receive an update on the current status of the proposed State Veterans’
Nursing Home and the next steps in Collier County’s formal recognition as the next site for
construction.
OBJECTIVE: To receive an update on the current status of the proposed State Veterans’ Nursing Home
in Collier County.
CONSIDERATIONS: For over ten years, Collier County has been in competition with several other
Florida counties to secure the development of a veterans’ nursing home. In 2014, a needs-based study
commissioned by the Legislature and performed by an independent third party ranked Collier County first
in the state regarding veterans’ bed need. By the end of the selection committee consideration, Collier
County had fallen from first to seventh place. Port St. Lucie was awarded the facility which recently
opened for veteran admissions.
On July 13, 2022, the Florida Department of Veterans’ Affairs (FDVA) sent a letter to the Governor and
Cabinet recommending Collier County as the next site location for a veterans’ nursing home.
FISCAL IMPACT: None.
GROWTH MANAGEMENT IMPACT: This action will result in no growth management impact.

RECOMMENDATION: To receive an update on the current status of the proposed State Veterans’
Nursing Home in Collier County.
