Agenda 12/13/2022 Item #16G 1 (Marco Island Executive Airport)12/13/2022 EXECUTIVE SUMMARY Recommendation that the Board of County Commissioners, acting as the Airport Authority, authorize its Chairman to execute the attached Collier County Airport Authority Standard Form Lease Agreement with Royale Air Service, Inc., dba Salt Island Seaplanes, for vacant aeronautical use office space at the Marco Island Executive Airport. OBJECTIVE: To generate revenue by leasing vacant aeronautical use office space and provide commercial aeronautical services to the general public at the Marco Island Executive Airport (MKY). CONSIDERATIONS: The Collier County Airport Authority (Authority) solicited competitive proposal from parties interested in leasing vacant office space located at MKY for commercial aviation service providers from October 14, 2022 through November 04, 2022. Royale Air Service, Inc. dba Salt Island Seaplanes was the sole respondent to the public advertisement. Accordingly, Royale Air Service, Inc. dba Salt Island Seaplanes, expressed a desire to commence commercial aeronautical operations as a Part 135 air carrier/charter service, which will offer personalized public on -demand air transportation services from the Marco Island Executive Airport to various locations throughout South Florida and the Florida Keys. Also, daily scheduled service will be provided from the Marco Island Executive Airport to the Key West International Airport on Thursdays, Fridays, Saturdays, and Sundays. The term of the lease is sixty (60) months, with a sixty (60) day early-termination provision. The initial lease rate is $284.44 per month, plus applicable taxes of 7%, in accordance with the currently approved rates and charges. The rent shall increase annually on January 1st in accordance with the Authority’s lease rental rate adjustment program as detailed within the Authority’s approved Leasing Policy. FISCAL IMPACT: Monthly rent in the amount of $284.44, plus applicable sales tax of $19.91 (7%), for a monthly total payment of $304.35, which shall be deposited in Authority operating Fund (495), Marco Island Executive Airport Cost Center (192370). GROWTH MANAGEMENT IMPACT: There is no Growth Management Impact associated with the Executive Summary.
