Agenda 12/13/2022 Item #16E 9 (Emergency Medical Services)12/13/2022 EXECUTIVE SUMMARY Recommendation to recognize accrued interest from the period July 1, 2022, through September 30, 2022, earned by EMS County Grant, Project No. 33655, and appropriate funds for a total amount of $457.67. ______________________________________________________________________________ OBJECTIVE: To appropriate accrued interest earned from July 1, 2022, through September 30, 2022, for EMS County Grants awarded by the Florida Department of Health under the Emergency Medical Services County Grant Programs. CONSIDERATIONS: Each year EMS is awarded a grant through the Florida Department of Health, Bureau of EMS. The State allows for the rollover of any unexpended funds, including interest, to the next year’s grant for County expenditure. Interest in EMS Grant Fund 493 has accrued to a balance of $457.67 through September 30, 2022. Staff is seeking Board approval to recognize and appropriate this accrued interest in order to expend the funds. FISCAL IMPACT: A Budget Amendment is required to recognize a total of $457.67 within EMS Grant Fund 493, Project 33655 for accrued interest. LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney, raises no legal issues and requires majority vote for approval. -JAK GROWTH IMPACT: None. CONSIDERATIONS: Collier County EMS has a fleet of ambulances, and each ambulance must be equipped to move patients safely and in compliance with the standards that govern emergency medical services. EMS currently has 42 of these powered stretchers in our fleet and has invested in a total of 165 Stryker apparatuses. The maintenance of these items is essential to Collier County operations and to the safe movement of patients from the point of injury to the ambulance. The maintenance of this equipment provides added safety to both our patients as well as our EMTs and paramedics which in turn decreases the risk of injuries and reduces workers’ compensation claims. On November 14, 2017, the Board of County Commissioners (Board) approved Agenda Item 16.E for the standardization of Stryker ambulance cots, etc. Pursuant to section eleven, sub-paragraph 11 of the Collier County Ordinance 2017-08, it was in the best interest of the County to standardize to Stryker Power Pro Ambulance Cots and new power stretchers. Stryker has demonstrated their commitment and has facilitated the divisions customization process to comply with mandatory Federal Specification KKK-A 1822 Standards. In order to continue combined ProCare annual maintenance with Stryker a new agreement to capture all previously purchased equipment to include power cots, manual bariatric cot, stair chairs, stretcher power loads, and LUCAS chest compression devices for a three-year term is required. Approval of this agreement will replace existing ProCare service agreement #20-009-NS with the purpose of combining all equipment under one service agreement. In addition, EMS will need to occasionally purchase separate items pursuant to the single source Waiver. The amount requested on the waiver is to budget for the cost of the three-year annual maintenance agreement as well as additional parts not covered under the agreement while also allowing funds for any new equipment purchases and accompanying maintenance needed to bring future growth units to same operational levels. FISCAL IMPACT: Combined three-year maintenance agreement for all equipment beginning FY23 is $459,994.16 or $154,111.65 annually of which the request for $225,000.00 annually is to allow for extra funding for the maintenance of any additional equipment purchases and maintenance to bring future growth units to same operational levels. Funds are available in EMS Fund 490. CONSIDERATIONS: Both Collier County and Broward County Sheriff are state licensed Emergency Medical Services (EMS) providers and believe it is mutually advantageous and in the interest of the publi c health, safety and welfare of its citizens to enter into a mutual aid agreement in instances where medical emergencies occur and additional equipment and/or manpower is needed to bring the emergency under control or to aid in the rescue of persons. This mutual aid shall include both ground Advanced Life Support (ALS) non-transport apparatus, ALS ambulances or ALS helicopters essential for the response to 911 emergencies and emergency inter -facility transports of critically ill or injured victims or persons with special needs in remote or otherwise inaccessible areas. Chapter 163, Florida Statutes, permits governmental units to enter into interlocal agreements to make the most efficient use of their powers by enabling them to cooperate with one another on a basis of mutual advantage. It is the desire of both Collier County EMS and Broward County Sheriff to enter into an Interlocal agreement to define their respective responsibilities and liabilities in the event of a request for mutual aid from either p arty to the agreement. FISCAL IMPACT: There is no new fiscal impact resulting from this action. Funding for services is provided by the Emergency Medical Services (EMS) Fund 490. OBJECTIVE: To expand and improve pre-hospital emergency medical services utilizing State grant money. CONSIDERATIONS: The County received notification of funding in the amount of $72,756.00. On September 13, 2022, the Board of County Commissioners approved the submittal of a grant application to the State of Florida Department of Health, Bureau of Emergency Medical Services in the amount of $72,756.00. A grant award notice was received on November 15, 2022 from the State of Florida. There is no formal agreement requiring Board signature. The purpose of the grant is to improve operational efficiency and increase the safety of patients and field personnel. Possible uses for the grant funds will be safety reflective installed on the rear of ambulances and security and tracking software for medication storage. There is no formal agreement for the acceptance of this grant. The previously signed application affirms compliance with the terms and conditions of the grant. FISCAL IMPACT: Qualified purchases will be totally funded by the State of Florida Emergency Medical Services Grant Award Program. A Budget Amendment is necessary to appropriate the grant award of $72,756.00 within EMS Grant (493), Project 33655-05. GROWTH MANAGEMENT IMPACT: None.
