EXECUTIVE SUMMARY
Recommendation to award Invitation to Bid (“ITB”) No. 22-8039, “Fasteners and Wheel Weights” to
Lawson Products, Inc.

OBJECTIVE: Obtain quality fasteners, wheel weights, hydraulic materials, tools, and miscellaneous supplies at
economical prices to maintain and repair County owned vehicles and equipment.
CONSIDERATION: The Fleet Management Division has daily requirements for fasteners, wheel weights,
hydraulic supplies, parts, and equipment to maintain and repair County vehicles and equipment. On August 29,
2022, the Procurement Services Division released notices of ITB No. 22-8039. Procurement Services extended the
bid submittal deadline for an additional two weeks so that staff could perform additional vendor outreach to
promote competition. Ultimately, the County received two bids by the October 13, 2022, deadline.

Staff evaluated both bids for responsiveness, responsibility, and price, and determined that Lawson Products, Inc. is
the only responsive and responsible bidder. Staff is recommending award to Lawson Products, Inc. the lowest,
responsive and responsible vendor. Lawson has been doing business with the County since 2009.
If approved, a purchase order, with the County' s standard terms and conditions, will be issued and serve as the
contract for this award.
FISCAL IMPACT: Funds are budgeted in Fleet Management Administration, Fund 521, to maintain and repair
County vehicles and equipment. Expenditures on this contract are estimated at $55,000 annually.
GROWTH MANAGEMENT IMPACT: There is no growth management impact associated with this action.
LEGAL CONSIDERATION: This item is approved as to form and legality, and requires majority vote for Board
approval.-SRT
RECOMMENDATION: To award Invitation to Bid No. 22-8039, “Fasteners and Wheel Weights,” to Lawson
Products, Inc., and authorize staff to issue a standard form County Purchase Order as the contract for this award.

INTRODUCTION
As requested by the Collier County Fleet Management Division (hereinafter, the “Division”), the Collier County Board of County
Commissioners Procurement Services Division (hereinafter, “County”) has issued this Invitation to Bid (hereinafter, “ITB”) with the
intent of obtaining bid submittals from interested and qualified vendors in accordance with the terms, conditions and specifications
stated or attached. The vendor, at a minimum, must achieve the requirements of the Specifications or Scope of Work stated.
The results of this solicitation may be used by other County departments once awarded according to the Board of County Commissioners
Procurement Ordinance.
BACKGROUND
The purpose of this bid is to obtain prospective venders to furnish fasteners, wheel weights and miscellaneous supplies for maintenance
and repair of automobiles, trucks, and other equipment falling under the purview of the Collier County Board of County Commissioners,
hereafter referred to as “County.” The County currently has over 1,000 on-road vehicles and 2,000 equipment items maintained by the
County’s Fleet Management Department.
Fasteners and supplies shall include but not limited to bolts, screws, nuts, pins, retainers, washers, clamps, grommets, rings, wire, springs,
connectors, rivets, caps, plugs, tubing, fuses, body hardware and hydraulic hoses, valves, connectors, and hydraulic crimping equipment
and associated repair parts, lubes, paints, & cleaning chemicals. Historically, County departments have spent approximately $ 45,000
annually.
TERM OF CONTRACT
The agreement term, if awards are made is intended to be for (3) years with two (2) one (1) year renewal options.
Prices shall remain firm for the initial year of this contract.
Surcharges will not be accepted in conjunction with this contract, and such charges should be incorporated into the pricing structure.
The County Manager, or designee, may, at his discretion, extend the Agreement under all of the terms and conditions contained in this
Agreement for up to one hundred eighty (180) days. The County Manager, or designee, shall give the Contractor written notice of the
County's intention to extend the Agreement term not less than ten (10) days prior to the end of the Agreement term then in effect.
All goods are FOB destination and must be suitably packed and prepared to secure the lowest transportation rates and to comply
with all carrier regulations. Risk of loss of any goods sold hereunder shall transfer to the COUNTY at the time and place of
delivery; provided that risk of loss prior to actual receipt of the goods by the COUNTY nonetheless remain with VENDOR.

AWARD CRITERIA
ITB award criteria are as follows:
The County’s Procurement Services Division reserves the right to clarify a vendor’s submittal prior to the award of the
solicitation.
It is the intent of Collier County to award to the lowest, responsive and responsible vendor(s) that represents the best value to
the County.
For the purposes of determining the winning bidder, the County will select the vendor with the lowest price as outlined below:
• Lowest Total Bid
Collier County reserves the right to select one, or more than one suppliers, award on a line-item basis, establish a pool for
quoting, or other options that represents the best value to the County; however, it is the intent to:
• Identify a Primary Awardee
The County reserves the right to issue a formal contract or standard County Purchase Order for the award of this solicitation.
DETAILED SCOPE OF WORK
1. Product & Pricing
1.1. The bid schedule identifies nuts, bolts, cap screws, washers and hydraulic fittings most common items used by the County.
1.2. All nuts, bolts, cap screws and washers supplied shall be certifiable Grade 8 or approved equal. Stainless steel fasteners shall
be SAE 316 marine grade or approved equal.
1.3. All hydraulic fittings and hoses supplied under this contract shall be Eaton, Weatherhead Brand or approved equal due to
crimping machine.
1.4. All other products supplied shall follow automotive industry standards. The County may request proof of certification on any
fastener product.
1.5. The vendor shall provide pricing for all lines identified in the bid schedule or may be deemed non-responsive. Pricing shall
reflect current published pricing. Unit Pricing shall be all-inclusive including delivery, shipping, inventory inspections and
stocking. The unit prices in the bid schedule shall be firm for the initial year.
A website or catalog confirming the price list must be provided at the time of bid submittal or before the notice of
recommended award (NORA).
1.5.1. Unit Price. Vendor to provide unit pricing for each line item on the bid schedule. The unit price shall remain firm for
the first year of this agreement.
1.5.2. Fixed Percentage Discount. Vendor to provide a fixed percentage discount for each line item on the bid schedule. The
fixed percentage discount price shall remain firm for the first year of this agreement.
1.5.3. Discount Percentage. The County reserves the right to purchase any product from the entire catalog. Vendor shall provide
a discount price for the entire catalog for items not listed on the Bid Schedule. The discount percentage shall remain firm
for the initial term of this agreement.
1.5.4. It is requested that the vendor provide a real time, web-based online pricing system that reflects the actual pricing the
County will pay for each item ordered.
2. Catalog Price Adjustments
2.1. All adjusted catalog pricing must be provided to the County thirty (30) days prior to the annual contract anniversary date.
Retroactive price adjustments are not authorized. At the time of submission, one (1)copy of a new price list for the items
listed in the bid schedule must be provided to the County if there are price changes.

2.2. If approved, the Procurement Director or designee will notify the vendor in writing with the effective date of any approved
price adjustments. The new prices will be effective on orders made by the County after approval of the price changes.
2.3. Vendor will be responsible for updating the web site to reflect approved pricing changes immediately upon approval.
3. Equivalents
3.1. The manufacturer’s name, brand name and/or model number are used in these specifications for the sole purpose of
establishing the minimum requirement of level of quality, standards of performance, and design required. It is in no way
intended to prohibit the bidding of other manufacturer’s items of equal or similar material. An equal or similar product may
be bid, provided that the product is found to be equal or similar in quality, the standard of performance, design, etc. to the
item specified. The equivalent provided must meet or exceed the original manufacturer’s specifications.
3.2. When an equal or similar product is bid, the County may request a complete set of factory information sheets (specifications,
brochures, etc.) and may request samples to verify specifications and quality.
4. Supply & Delivery
4.1. The successful Vendor must perform periodic on-site inventory and stocking of Fleet Management fastener and wheel weight
supply bins to ensure a constant adequate supply is available for fleet operating requirements. Orders will be placed only
upon approval of the Parts Manager, Maintenance Supervisor, or Shop Manager. Fastener and wheel weight orders must be
delivered prior to depletion of any on-hand supplies. All supply bins will be furnished by the vendor at no cost to the County.
The following are the required Fleet Management Parts Room delivery locations:

• 402 Sgt. Joe Jones Road, Immokalee, Florida 34142
• 8300 Radio Road, Naples, Florida 34104
4.2. The County reserves the right to add additional stocking locations to address operational needs.
4.3. No fuel or transportation charges, or surcharges, shall be added for delivery. All costs and charges shall be incorporated into
the unit pricing.
5. Returns
5.1. Products found to be of inferior quality, defective, or damaged in transit shall be replaced at the expense of the vendor.
Products ordered in error and unused by the County shall be returned to the vendor and the vendor shall refund/credit the
original purchase price to the County. No restocking fees will be charged to the County.
