EXECUTIVE SUMMARY
Recommendation to accept an award from the U.S. Department of Housing and Urban Development in the
amount of $861,716 for the ESG-RUSH (Rapid Unsheltered Survivor Housing) grant; authorize the
Chairman to execute the grant agreement(s) and required SF424s upon receipt by the County; authorize the
necessary Budget Amendment; approve the reassignment of temporary FTE's to support the program; and
approve a substantial amendment to Collier County's U.S. Department of Housing and Urban Development
FY2022-2023 Annual Action Plan. (Housing Grants Fund 705)
OBJECTIVE: To administer Housing and Urban Development (HUD) funding to respond to the effects of the
Hurricane Ian disaster to provide rental assistance to those who are homeless or are f acing homelessness.
CONSIDERATIONS: On September 28, 2022, Hurricane Ian made landfall in Collier County causing widespread
damage and flooding, forcing many people to vacate their homes. On September 29, 2022, President Biden issued
major disaster declaration DR-4673-FL in response to Hurricane Ian.
As a result of the President’s disaster declaration and the Federal Emergency Management Agency’s (FEMA)
determination that this disaster was severe enough to activate its Transitional Sheltering Assistance (TSA) program,
the U.S. Department of Housing and Urban Development (HUD) allocated $861,716 to Collier County to address
the needs of individuals or families who are homeless or at risk of becoming homeless, as authorized by 42 U.S.C.
11364a(c)(1). Funding can be used for those who were homeless prior, as well as those who were made homeless
and those facing eviction due to Hurricane Ian and who are thirty percent (30%) and below the AMI.
HUD provides CDBG, HOME, and ESG entitlement funds to the County annually to address program-specific
needs in the community. The Board of County Commissioners (Board) previously approved the FY 2022-2023 One
Year Action Plan on June 28, 2022 - Agenda Item #16D4 to include CDBG, HOME, and ESG funding.
HUD regulations at 24 CFR Part 91.505 require amendments to the Consolidated Plan and/or Annual Action Plans
whenever there is a change in the allocation priorities or method of distributing funds presented in the plan; a
change in the use of funds to an activity not described in the Annual Action Plan; or a change in the purpose, scope,
location, or beneficiaries of an activity. A substantial amendment to an Action Plan or Consolidated Plan requires
advertising and a 30-day public comment period. However, as a result of Hurricane Ian, HUD has provided a
waiver removing the advertisement and comment period requirements for this first tranche of ESG RUSH funds.
The following substantial amendment changes are proposed to the FY2022-2023 HUD Annual Action Plan and will
be incorporated where appropriate in the HUD-approved document.
2022-2023 Action Plan:
Amend the existing 2022-2023 Action Plan to add the following language in the appropriate sections related to
ESG funding:
• Expand the scope of the 2022-2023 ESG Program to allow new activities related to Hurricane Ian and
recognize the additional funding available as a result of the Hurricane Ian disaster.
• Project Name: ESG-RUSH (Rapid Unsheltered Survivor Housing) for Homeless Prevention Rental
Assistance and Homeless Rapid Re-Housing to provide those at risk of homelessness with short-term
rental assistance. Rental Assistance and Rapid Re-Housing activities will increase ESG funding by
$861,716 utilizing ESG-RUSH funds.
The use of current temporary FTE’s will occur to support the processing of applications.
FISCAL IMPACT: A Budget Amendment in the amount of $861,716 is necessary within the Housing Grant Fund

(705), Project 33840. $64,628.70 (7.5%) will be allocated to administer the grant and support personnel and the
balance of $797,087.30 (92.50%) will be allocated to disaster assistance. There is no match requirement with this
award.
LEGAL CONSIDERATIONS: This item is approved for form and legality and requires a majority vote for Board
action. -DDP
GROWTH MANAGEMENT IMPACT: Acceptance and implementation of this HUD substantial amendment
further the Goals, Objectives, and Policies of the Housing Element and the Growth Management Plan.
RECOMMENDATION: To accept an award from the U.S. Department of Housing and Urba n Development in
the amount of $861,716 for the ESG-RUSH (Rapid Unsheltered Survivor Housing) grant; authorize the Chairman
to execute the grant agreement(s) and required SF424s upon receipt by the County; authorize the necessary Budget

A RESOLUTION OF THE BOARD OF COUNTY
COMMISSIONERS OF COLLIER COUNTY, FLORIDA,
APPROVING AMENDMENTS TO COLLIER COUNTY’S
U.S. DEPARTMENT OF HOUSING AND URBAN
DEVELOPMENT (HUD) FY2022-2023 ANNUAL ACTION
PLAN ACCEPTING $861,716 IN ESG-RUSH FUNDING
FROM HUD RELATED TO THE HURRICANE IAN
DISASTER; AUTHORIZING THE CHAIR TO EXECUTE
REQUIRED HUD AGREEMENTS AND FORMS; AND
AUTHORIZING TRANSMITTAL OF THE AMENDED
PLAN TO THE UNITED STATES DEPARTMENT OF
HOUSING AND URBAN DEVELOPMENT (HUD); AND
PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS, the United States Department of Housing and Urban Development (HUD)
requires a one-year Annual Action Plan be developed and submitted as an application for planning
and funding of Community Development Block Grant (CDBG), HOME Investment Partnerships
(HOME), and Emergency Solutions Grants (ESG) Program; and
WHEREAS, the Annual Action Plan for FY2022-2023 was approved by the Board of
County Commissioners on June 28, 2022 and the FY2022-2023 Annual Action Plan was adopted
by Resolution 2022-110; and
WHEREAS, the overall goal of the community planning and development programs
covered by the action plan is to develop viable communities by providing decent, affordable
housing, a suitable living environment and expanding economic opportunities for low and
moderate-income persons; and
WHEREAS, the Hurricane Ian Disaster resulted in additional federal funding through the
Emergency Solutions Grant Rapid Unsheltered Survivor Housing (ESG-RUSH) grant; and
WHEREAS, in order to receive the ESG-RUSH funding, an entitlement community must
amend its current Action Plan to recognize new Hurricane Ian disaster funding and identify
programs to be undertaken and respond to community needs as a result of the health crisis.

NOW, THEREFORE BE IT RESOLVED BY THE BOARD OF COUNTY
COMMISSIONERS OF COLLIER COUNTY, FLORIDA, that:
1. The Board of County Commissioners of Collier County approves the amendments to
the FY2022-2023 Annual Action Plan for the ESG-RUSH Program and authorize the
Community and Human Services Division to transmit the amendments and required
documents to the funding authority and take all necessary actions to implement the
ESG-RUSH program.
2. The Annual Action Plan sets forth dollar amounts and project descriptions for the
activities to be funded by the ESG-RUSH grant. A description of the proposed projects
and associated funding is included in the Executive Summary and incorporated by
reference.
3. SEVERABILITY. If any section, sentence, clause or phrase of this Resolution is held
to be invalid or unconstitutional by any court of competent jurisdiction, then said
holding shall in no way affect the validity of the remaining portions of this Resolution.
4. EFFECTIVE DATE. This Resolution shall become effective upon adoption by a
majority vote of the Board of County Commissioners.
This Resolution adopted this 13th day of December 2022, after motion, second and
majority vote favoring same.
