EXECUTIVE SUMMARY
Recommendation to authorize the necessary Budget Amendments to reflect the estimated funding for
Calendar Year 2023 Older Americans Act Programs in the amount of $2,329,059.53, and the estimated
cash match of $253,036.78, of which $131,108.12 is met through local vendors. (Human Services Grant
Fund 707)
OBJECTIVE: To provide uninterrupted support services to Collier County Services for Seniors’ frail, elderly
clients.
CONSIDERATION: The Older American Act (OAA) Programs are federal ini tiatives that provide assistance to
older persons and caregivers and are the only federally funded support services programs directed solely toward
improving the lives of older persons. These funds are received by Collier County through the Area Agency on
Aging of Southwest Florida, Inc. (AAASWFL).
The current Standard Contract for the OAA Programs will end on December 31, 2022. Historically, the County’s
Services for Seniors Program receives continuation funding awards from the grantor agency during the l atter part
of December for the upcoming grant cycle. To avoid disruption in services and ensure compliance with the grant
service agreement requirements, the upcoming funding has been estimated based on the FY22 allocation. When
the agreement is received any necessary Budget Amendments to reflect variations in the final allocations will be
prepared and presented to the Board of County Commissioners (Board).
Approval of this item will appropriate a budget to reflect grant funding for FY23 in the amount of $2,329,059.53.
The OAA grant has a local match requirement of ten percent (10%) in the amount of $253,036.78* which will be
partially met through the local vendor match contribution ($131,108.12) requiring local cash match in the amount
of ($121,928.66).

GROWTH MANAGEMENT: There is no Growth Management impact.
FISCAL IMPACT: Budget Amendments are required to recognize estimated grant revenue in the amount of
$2,329,059.53. The funds reside in the Human Services Grant Fund (707), Projects 33835 (3B), 33836 (C1), 33837
(C2), 33838 (IIIE), and 33839 (NSIP). A local match of ten percent (10%) is required in the amount of $253,036.78
and will be met by a combination of local funding of $121,928.66 and an estimated vendor match of $131,108.12.
Budget Amendments are required for the local match portion in the amount of $121,928.66 available through prior
year excess revenue from the Human Services Grant Fund (707) Reserves.
