Agenda 12/13/2022 Item #16D 1 (Collier County Domestic Animal Services)12/13/2022 EXECUTIVE SUMMARY Recommendation to authorize Budget Amendments totaling $400,000, transferring reserves of $300,000 within Domestic Animal Services Donation Fund (180) for animal medical treatment and reserves of $100,000 within Domestic Animal Services Neutering Fund (610) for veterinarian fees related to neuter/spay. OBJECTIVE: To provide for the medical treatment and legally required neutering of animals in the care of Collier County Domestic Animal Services (DAS). CONSIDERATIONS: The DAS mission is to ensure compliance with local and state animal-related laws; to return strays to their owners and promote the adoption of homeless animals to new families, and to work toward ending the community problem of pet overpopulation via enhanced spay and neuter programs. Collier County DAS plays a significant role to manage and maintain public health and safety while meeting the needs of domestic animals in our community that are stray or injured. DAS is Collier County's only open -admission public animal shelter and is the only facility legally allowed to accept stray animals. Animals are neutered prior to adoption to limit pet overpopulation. The in-house shelter veterinarian at DAS left employment with Collier County in January of 2022. In the absence of an in-house shelter veterinarian, DAS has continued to provide medical treatment and legally required neutering of animals; to accomplish its mission, DAS has utilized a combination of relief veterinarians, private veterinary practices, and non-profit organizations who specialize in spay/neutering to provide veterinary care for animals. DAS and Human Resources have been actively working to locate a qualified replacement; however a variety of factors has precluded the filling of the position; the candidate needs s pecialized skills to be successful in a shelter environment, there is a local labor shortage for veterinarians, and there is significant private sector competition for candidates. Therefore DAS will need the services of relief veterinarians, private veter inary practices, and non- profit organizations who specialize in spay/neutering to ensure the continuity of veterinary services for animals in the custody of DAS. These budget amendments ensure that financial resources are made available to acquire veterinary services. Collier County accepts donations under Resolution #06-26 in order to preserve the quality of life in Collier County for the domestic and farm animals in DAS custody. The donations given to DAS by generous donors in our community greatly help to ensure that our mission is achieved. When there is a Shelter Veterinarian on staff at DAS, most medical treatments, as well as spay/neuter services, are handled in-house and donation funds are used only when the volume of animals exceeds DAS capacity for care. DAS works with private veterinarians through public-private partnerships to assist with neutering when demand exceeds staffing levels. The Board previously approved two (2) similar items that transferred funding from reserves to expenditures with in Domestic Animal Services Donation Fund (180) and Domestic Animal Services Neutering Fund (610). These reserve transfers were approved on March 22, 2022 (Agenda Item #16D8) and July 12, 2022 (Agenda Item #16D8). The purpose of Fund (180) Domestic Animal Services Donations and Fund (610) Domestic Animal Services Neutering is to fund animal welfare-related expenses. Funds are available within the Domestic Animal Services Donations and Domestic Animal Services Neutering account reserves to meet this increased expense. FISCAL IMPACT: Budget Amendments are required to transfer funding from DAS Donation Fund (180) reserves in the amount of $300,000 for the medical treatment of animals and Domestic Animal Services Neutering Fund (610) reserves in the amount of $100,000 for spay and neutering. LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney, raises no legal issues and requires majority vote for approval. -JAK GROWTH MANAGEMENT IMPACT: This action is consistent with the Growth Management Plan. RECOMMENDATION: To authorize Budget Amendments totaling $400,000 transferring funds reserves of $300,000 for medical treatment within Domestic Animal Services Donation Fund (180) and reserves of $100,000 within Domestic Animal Services Neutering Fund (610) for spay and neutering.
