EXECUTIVE SUMMARY
Recommendation that the Board of County Commissioners, acting ex-officio as the Governing Board of the
Collier County Water-Sewer District (CCWSD), authorizes expenditures which serve a public purpose to
provide awards for school-age children to incentivize participation in CCWSD Water Conservation
campaigns.
OBJECTIVE: To work towards lowering the public water supply use per capita by authorizing expenditures for
awards to incentivize participation in the CCWSD’s Water Conservation campaigns.
CONSIDERATIONS: Conservation efforts in the Lower West Coast (LWC) Planning Area have effectively
lowered the net (finished) water per capita use rate for the public water supply over the past two decades from 178
gallons per capita per day in 2000 to approximately 123 gallons per capita per day in 2020. The current rate is 130
gallons per capita per day within the CCWSD. The South Florida Water Management District (SFWMD) estimates
public water supply entities within Collier County (the CCWSD is the largest) will be able to increase water saved
via conservation by 3.62 MGD by 2045.
These estimates assume a participation rate of 30%. This means 30% of possible water conservation measures
would be accomplished by 2045, which the SFWMD deems an achievable participation rate for most conservation
measures. To this end, the SFWMD asks that all public water supply entities continue implementation of water
conservation programs throughout the LWC Planning Area to increase water use efficiency and reduce the amount
of water needed to meet future demands.
Although water savings attributed to education, outreach, and marketing campaigns are difficult to quantify, such
campaigns are essential to reducing water use and instilling a lasting conservation ethic in communities and
businesses. This is accomplished through educating water users on why conservation is important and necessary,
what conservation measures are available, and how they can implement conservation measures. Campaigns are
usually conducted by regional/local agencies or utilities and are designed to provide consistent messaging and reach
specific user groups (e.g., residents, schools, commercial properties).
The CCWSD’s conservation programs currently have a surveyed engagement rate near 1%, far lower than the 30%
target within the LWC Planning Area. The CCWSD seeks to enhance and incentivize resident participation in its
water conservation initiatives.
The kickoff initiative is modeled after the Florida Section of the American Water Works Association’s Drop Savers
Water Conservation Poster Contest for students from kindergarten to 12 th grade. In this event, students create a
poster depicting a water conservation idea and monetary prizes are awarded in each age bracket - $100 for first
place, $75 for second place, and $50 for third place.
The CCWSD proposes to implement a similar program and would like to offer cash prizes to incentivize
participation. CCWSD requests $2,500 annually to fund this program for the next 5 years (fiscal year 2023 through
and including 2027).
FISCAL IMPACT: Funding is availabile in the CCWSD Operating Fund (408). Individual monetary awards will
not exceed $100 and expenditures will not exceed $2,500 per fiscal year.
GROWTH MANAGEMENT IMPACT: There is no Growth Management impact associated with this Executive
Summary.
LEGAL CONSIDERATIONS: This item is approved as to form and legality and requires majority vote for
approval. - CMG

Overview of Poster Contest
Every year the Florida Section of the American Water Works Association (FSAWWA) sponsors the
"Drop Savers” Water Conservation Poster Contest. Students from kindergarten to 12th grade are
encouraged to create a poster depicting a water conservation idea, in slogan form, drawing form, or
both. The contest allows students to promote water awareness and the importance of water
conservation in their daily routines.
Poster Contest Guidelines
Posters will be designated under one of the following categories:
Division 1: Kindergarten and First Grade
Division 2: Second and Third Grade
Division 3: Fourth and Fifth Grade
Division 4: Middle School; Grades Six, Seven and Eight
Division 5: High School; Grades Nine, Ten, Eleven and Twelve
• Poster shall be drawn on a 8 ½” x 11” white paper (horizontally or vertically)
• Each poster must portray a water conservation idea in a slogan, drawing, or both. Students may
use crayons, paint, color pencils, or markers. No highlighters, photos, or computer graphics are
permitted.
• Students must work on posters individually; otherwise posters will be disqualified.
• Only original artwork will be accepted (i.e no trade-marked or copyrighted materials).
Steps on Running the Program
Send Poster Contest Guidelines Rules to School Contact Person
• Supply your participating schools with copies of the "Drop Savers" School Handout
(See Separate file). The file can be modified to include the utility logo and colors. This is only a
template but be free to make any changes.
• Have the schools choose one "School Winner" from each division. Then, the schools must mail a
COLOR copy of the poster.
Judging Criteria
• Utilities must judge all the schools' entries received and choose the first place winner’s poster
from each division participating.
• Remember that students are to create a poster depicting a Water Conservation idea!
• "Don't Pollute the Water" is a good theme, but is not really water conservation. Please make
your judges aware of this.
• Selection must be under the following criteria: message, creativity, and originality, not just
artistic ability.

Submittal to FSAWWA
• Complete the "Drop Savers" Winner Submittal Form.
• Only one form per utility is required. Clearly, type or print the winner’s and the utility’s
information, including the contact person, so all entries can be easily identified.
• Scan the form and save it as a PDF file, and name it as follow:

• Scan the 8½" x 11" color poster of the first place winners for each division as a JPEG file.
• Include a separate file for each poster. The files should be named as follows:
