EXECUTIVE SUMMARY
Recommendation to award Invitation to Bid (“ITB”) No. 22-7957 “Electrical Component Services” to
Swanson’s Electric Inc., and authorize the Chairman to sign the attached Agreement.
OBJECTIVE: To obtain services related to testing, maintenance, repairs, and replacement of various electrical
power distribution equipment and systems at various facilities throughout the County to maintain the proper
function and safety of the equipment.
CONSIDERATIONS: On July 6, 2022, the Procurement Services Division released notices for ITB No. 22-7957,
“Electrical Component Services,” with a bid end date of August 3, 2022. Procurement Services subsequently
extended the bid end date two times to provide further outreach to promote more competition in an attempt to
obtain more than one bid. The Bid closed on August 29, 2022, with one responsive and responsible Bidder,
Swanson’s Electric Inc (“Swanson”). As part of the responsive and responsible review, Staff notes that Swanson
disclosed they would use subcontractor Electric Power Systems, Inc. for the required InterNational Electrical
Testing Association (NETA) Accredited Company (NAC). Staff finds Electric Power Systems, Inc. an acceptable
subcontractor.
The Public Utilities Department has various electrical power distribution equipment and systems throughout Collier
County, which require periodic testing, maintenance, repairs, and replacements. Periodic services are required to
be conducted in accordance with the manufacturer's recommendations and industry standards for the bolt-on and
rack-out breakers within the equipment and systems. This Agreement establishes an all-inclusive per unit price for
bolt-on breakers and for rack-out breakers allowing Staff to budget for routine services required at each site
(quantities were an estimate for award purposes). In addition to the all-inclusive unit pricing, the Agreement also
establishes hourly rates and fair and reasonable markup rates for repairs, replacements, and other services that will
help Staff maintain the safety and longevity of the equipment.
The rates compare favorably to the five-year-old rates in the existing agreement. The old agreement had a single
labor rate of $95 per hour. The new agreement has tiered rates for Supervisors ($105.50 p er hour; 11% increase),
Technicians ($92.50 per hour; 3% decrease), Apprentices ($82.50 per hour; 13% decrease), and fixed rates for the
two most common types of routine breaker maintenance (not provided for in the previous agreement).
Swanson’s Electric Inc. has been operating in Naples, FL, since 2010. They will be a new vendor to the County.
FISCAL IMPACT: Historically, the County’s spending for these services has not exceeded $50,000; however,
with the continuous growth of the County and agency-wide use, it is anticipated that spending will exceed $50,000.
Funds are available in the Water-Sewer District Operating Fund (408). Other County Manager Agency Divisions
utilizing this Contract will provide funding from their respective budgets.
GROWTH MANAGEMENT IMPACT: There is no Growth Management impact associated with this Executive
Summary.
LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney, is approved as to form and
legality and requires majority vote for approval. -JAK
RECOMMENDATION: That the Board of County Commissioners, Ex-officio the Governing Board of the
Collier County Water-Sewer District, awards ITB No. 22-7957, “Electrical Component Services,” to Swanson’s
Electric Inc, and authorizes the Chairman to sign the attached Agreement.

INTRODUCTION
As requested by the Public Utilities Wastewater Division (hereinafter, the "Division"), the Collier County Board of County
Commissioners Procurement Services Division (hereinafter, "County") has issued this Invitation to Bid (hereinafter, "ITB") with the
intent of obtaining bid submittals from interested and qualified vendors in accordance with the terms, conditions, and specifications
stated or attached. At a minimum, the vendor must achieve the requirements of the Specifications or Scope of Work stated.
The results of this solicitation may be used by other County departments once awarded according to the Board of County Commissioners
Procurement Ordinance.
Historically, County departments have spent approximately $45,000 annually; however, this may not indicate future buying patterns.
BACKGROUND
The Public Utilities Department has various electrical power distribution equipment and systems throughout Collier County, which
require periodic testing, maintenance, repairs, and replacements.
TERM OF CONTRACT
The contract term, if awards are made, is intended to be for three (3) years with two (2) one (1) year renewal options.
Prices shall remain firm for the initial year of the awarded contract.
Any requested adjustment shall be fully documented and submitted to the C ounty no less than thirty (30) days prior to the contract
anniversary date. Any approved cost adjustments shall become effective as of the anniversary date or upon Board approval. (See 8. Price
Modification)
The County may, after examination, refuse to accept the adjusted costs if they are not adequately documented, considered excessive, or
if decreases are deemed insufficient. In the event the County does not wish to accept the adjusted costs and the matter cannot be resolved
to the satisfaction of the County, a contract termination will have to be processed.
The County Manager, or designee, may, at his discretion, extend the contract under all of the terms and conditions contained in this
contract for up to one hundred eighty (180) days. The County Manager, or designee, shall give the vendor written notice of the County's
intention to extend the contract term not less than ten (10) days prior to the end of the contract term.
All goods are FOB destinations and must be suitably packed and prepared to secure the lowest transportation rates and comply
with all carrier regulations. Risk of loss of any goods sold hereunder shall transfer to the COUNTY at the time and place of
delivery; provided that the risk of loss prior to the actual receipt of the goods by the COUNTY nonetheless remains with the
VENDOR.
AWARD CRITERIA
ITB award criteria are as follows:
➢ The County's Procurement Services Division reserves the right to clarify a vendor's submittal prior to the award of the
solicitation.
➢ It is the intent of Collier County to award to the lowest, responsive, and responsible vendor(s) that represents the best value to
the County.

➢ For the purposes of determining the winning bidder, the County will select the vendor with the lowest price as outlined below:

DETAILED SCOPE OF WORK
The Public Utilities Department is seeking contractors to provide electrical component services which may include required testing,
maintenance, and repair. The Contractors shall provide technical support to various electrical power distribution equipment and systems.
1. LICENSES & CERTIFICATIONS
The Contractor must maintain all applicable licenses and certifications throughout the term of the awarded Ag reement. It shall be
the Contractor’s responsibility to update the County with any employee changes regarding this any licensing or certification
requirements. The Contractor must have at least five (5) years of experience within the industrial and commercial electrical testing
environment, including low, medium, and high voltage equipment.
The Contractor must provide at the time of bid submittal or before the Notice of Recommended Award the following:
• Certified Electrical Contractor licensed in Florida
• InterNational Electrical Testing Association (NETA) Accredited Company (NAC)
2. COMPLIANCE
All work must be compliant with the following:
• Occupational Safety and Health Administration (OSHA)
• National Electrical Code (NEC)
• National Fire Protection Association (NFPA 70E)
• Institute of Electrical and Electronics Engineers (IEEE)
• National Electrical Manufacturers Association (NEMA)
• American National Standards Institute (ANSI)
• American Society for Testing and Materials (ASTM)

4.1. The unit prices shall be all-inclusive, including travel-related costs, supervision, labor, material, and test equipment necessary
to perform the required inspections, tests, and written reports. The Contractor’s invoice shall include the site address, type of
breaker serviced (bolt-on or rack-out), and the quantity of each type.

4.2. Services will be conducted in accordance with the manufacturer’s recommendations and industry standards.
4.3. Services may include, but shall not be limited to:
• Visual and mechanical inspection
• Manual and electronic operation of breakers
• Breaker cleaning
• Primary current injection testing
• Verify operation of safety interlocks
• Clean and lubricate the racking mechanisms
• Measure contact resistance
• Megger phase to phase and phase to ground
• Provide Final Field Test Reports in pdf format
4.4. The Contractor shall perform a joint inspection with the County upon completion of all work unless waived by the County
Representative. The work shall not be deemed complete until all requested documentation has been provided to the County
Representative.
5. ADDITIONAL SERVICES
5.1. Services will be conducted in accordance with the manufacturer’s recommendations and industry standards. Additional
Services will be differentiated from the services covered under section 4.
5.2. Services may include, but shall not be limited to:
• General: Reliability of Test Equipment, Test Instrument Calibration, Test Reports, and Recommendations
• Analysis of Power Systems: Short-Circuit Studies, Coordination Studies, Load Studies, Stability Studies, Harmonic
Analysis Studies
• Inspection and Test: Visual, Mechanical, and Electrical
• System Function Testing to prove the correct interaction of all sensing, processing, and action devices.
• Thermographic Surveys
• Repair or replacement
5.3. The County will request an estimate for services as needed. The estimate shall be provided within three (3) business days
from the date of the request. Labor rates and allowable markup must be billed as listed on the Contractor’s Bid Schedule.
5.4. The County Representative shall determine if the quote provided is fair, reasonable, and within an acceptable spend threshold.
5.5. Should the Contractor need to hire a subcontractor, the subcontractor charges may be invoiced at cost plus a 10% markup. A
copy of the subcontractor’s invoice shall be required with the Contractor’s invoice. The subcontractor’s hourly rate may not
exceed the vendor’s hourly rates listed on the Bid Schedule.
5.6. The Contractor shall perform a joint inspection with the County Authorized Representative upon completion of all work unless
waived by the County Representative. The work shall not be deemed complete until all requested documentation has been
provided to the County Representative.
5.7. The Contractor may only invoice for an actual hourly time at the job site for additional services . The County Representative
will confirm the charges.
6. EQUIPMENT, PARTS & RENTALS
6.1. All equipment and parts provided and installed by the vendor under the awarded contract shall be new and free of defects and
may require County approval prior to installation.
6.2. At a minimum, replacement parts and/or materials shall be based on the manufacturer’s recommendations.
6.3. Equipment and/or parts may be invoiced at cost plus a 10% markup. The markup does not include sales tax, shipping, or
freight charges. All shipping or freight charges must have backup documentation. Equipment or parts with a single item
amount of $50.00 or more shall require the vendor to provide backup documentation.
6.4. Should the Contractor need to rent equipment to complete the project, rental charges may be invoiced at cost plus a 10%
markup. The vendor's invoice shall require a copy of the rental receipt showing the cost .

7. ASSIGNMENT OF WORK
7.1. The Contractor(s) shall provide a company contact name, phone number, and email address for all requests and shall be
available twenty-four (24) hours per day, 365 days per year.
7.2. The County will issue a Purchase Order. No work shall be performed until the vendor receives an approved Purchase Order
unless the work is deemed urgent by the County. A Purchase Order for urgent work shall be obtained within 24 hours of the
initial request.
7.3. A Purchase Order shall survive contract expiration to allow completion of an order.
8. PRICE MODIFICATIONS
8.1. Price increase requests may be submitted 12 months after the contract anniversary date based on the percent change (up or
down) of the Consumer Price Index (CPI). Retroactive price adjustments are not authorized. All requests must be submitted
to the County Representative or designee. Any requested adjustment shall be fully documented and submitted to the County
no less than thirty (30) days prior to the contract anniversary date. Any approved cost adjustments shall become effective as
of the anniversary date or upon Procurement Director/Board approval.
• Contractor shall provide supporting documentation justifying price increases (examples: Contractor’s material
agreements, distributor invoices, proof of fuel increases, etc.).
• County Representative or designee shall analyze prices to determine if increases are fair and reasonable using the
following methods: price competition (reviewing competitive bids or offers), market prices, historical prices, or
independent estimates.
• Contractor shall continue to fill all purchase orders received at the current agreement prices during the review process.
• The Procurement Director has the authority to approve price adjustments in accordance with the Procurement
Ordinance, as amended. The bid tabulation shall be modified with the price increases and uploaded into the County’s
Finance system.
• Price increase requests are not guaranteed. If approved, the Procurement Director or designee will notify the
Contractor in writing with the effective date of any approved price increases.

9. WORK HOURS
9.1. Normal business hours shall be 7:00 am to 5:00 pm, Monday through Friday, excluding County observed holidays. Requests
outside the normal business hours shall follow the Urgent Response in 9.2 Urgent Request below.
10. RESPONSE TIMES
10.1. Normal Request
• The Contractor shall acknowledge a request via e-mail or phone within eight (8) hours from when the County issued the
request.
• The Contractor shall provide a written estimate if the work is not part of the all-inclusive services to the requestor via e-
mail within three (3) business days of the initial request from the County.
• The Contractor shall start work within two (2) business days after a valid Purchase Order has been e -mailed to the vendor
by an appropriate County Representative. Additional time may be approved in writing by the County Representative.
10.2. Urgent Request
• The Contractor shall acknowledge an urgent request via e-mail or phone call within one (1) hour of the request being sent
by the County.
• The Contractor shall be on-site within six (6) hours after the County’s initial request. A response time may be adjusted
with approval by the County Representative in writing.
• The Contractor shall have the breaker working within 24 hours from arriving on site or obtain a written agreement from
the County Representative for additional repair time.

• The Contractor shall be paid a 1.5x straight hourly rate for urgent requests regardless of the day or time the work is
performed.
10.3. If the primary contractor does not respond in the required time period or is unable to perform the normal or urgent requests,
the County may solicit the secondary contractor.
10.4. The County reserves the right to seek services outside of the contract if the primary and secondary are unable to perform.
11. PERMITS
11.1. The Contractor shall be responsible for permit submissions unless otherwise instructed in writing by the County. Permit fees
will be reimbursed at cost; no mark-up shall be allowed. Supporting documentation showing the fee paid must be included
with the Contractor’s invoice.
11.2. If the work requests warrant engineering services, the Contractor must use a licensed Engineer with all applicable certifications
to complete the project.
12. SAFETY
12.1. Contractors shall be responsible for the safety of their employees and any unsafe acts or conditions that may cause injury or
damage to any persons or property within and around the service areas .
12.2. Barricades shall be provided and utilized by the Contractor when work is performed in public areas or when deemed necessary
by the County, at no additional cost.
12.3. Hazardous conditions shall be immediately reported to the County.
VENDOR CHECKLIST

The County requests that the vendor submits no fewer than three (3) and no more than ten (10) completed reference forms from
clients (during which period of time, eg. 5 years) whose projects are of a similar nature to this solicitation as a part of their
proposal. Provide information on the projects completed by the vendor that best represent projects of similar size, scope, and complexity
to this project using Form 5 provided in BidSync as part of the Required Forms. Vendors may include two (2) additional pages for each
project to illustrate aspects of the completed project that provides the information to assess the experience of the Proposer on relevant
project work.
