EXECUTIVE SUMMARY
Recommendation to approve a $563,380 work order under a Request for Quotation (“RFQ”) for Agreement
No. 20-7800 to Douglas N. Higgins, Inc., and authorize the Chairman to sign the work order for
modifications to North Reverse Osmosis Well #10. (Project No. 70085)
OBJECTIVE: To maintain reverse osmosis potable water production capability and reliability at the North
County Regional Water Treatment Plant (“NCRWTP”).
CONSIDERATIONS: The proposed scope of work under Project No. 70085, “Wellfield Technical Support
Projects,” is consistent with the FY2023 Budget approved by the Board on September 22, 2022.
The NCRWTP utilizes two groundwater wellfields in the production of potable water. The North Reverse Osmosis
(“NRO”) wellfield supplies raw water to the NCRWTP reverse osmosis process with a maximum potable water
production capability of eight million gallons per day (“MGD”). The NRO wellfield contains 24 wells. This project
includes modifications to NRO Well #10 located within the NCRWTP wellfield. The wellhead modifications will
include conversion of the current well vaults to at-grade piping, and modifications to the control systems. The
existing well vaults will be reconfigured to place equipment on slabs. The existing below grade piping and
appurtenances will be removed, and new piping and appurtenances will be installed on the above ground slab.
Relocation/installation of control panels and site-specific electrical equipment is included in the work.
The current well vaults are confined space, with limited space and accessibility to make necessary repairs on the
piping and appurtenances in the vault. Confined space work is inherently more dangerous than open space work
and is strictly regulated by the Occupational Safety and Health Administration (“OSHA”).
Staff distributed a RFQ for modifications to “NRO Well # 10” to the nine vendors on the County’s Fixed -Term
Underground Contractor Services Agreement No. 20-7800. Of the nine vendors notified, two submitted quotations
by the September 7, 2022, deadline, as summarized below:

Seven vendors did not submit a quote: Coastal Concrete Products, Cougar Contracting, LLC, Haskins, Inc., Kyle
Construction, Inc., Mitchell & Stark Construction Co., Inc., PWC, LLC., Southwest Utility Systems, Inc. Cougar
Contracting and Mitchell & Stark provided e-mail responses that they were not bidding this project.
Staff and local engineering consultant, Water Science Associates, Inc. determined the lowest quote fair and
reasonable and recommend awarding the work order to Douglas N. Higgins, Inc. The low quote received is
$563,380, which is two percent lower than the engineer’s cost opinion of $576,600, incl uding allowance. The
design professional, Water Science Associates, Inc., in a letter dated September 13, 2022, recommends award to
Douglas N. Higgins, Inc. who has a satisfactory performance record on previous similar water utility related
projects.
Because there may be unforeseen conditions associated with the project, the solicitation incorporated an allowance
of $60,000 to address undocumented infrastructure that may be encountered during construction. The price for any
additional work that will utilize this allowance will be negotiated prior to commencement in accordance with the
County’s Procurement Ordinance and the terms of the Agreement.
Douglas N. Higgins, Inc. is a corporation formed in 1966 in the state of Michigan and is authorized to transa ct
business in the State of Florida since 1973. Douglas N. Higgins, Inc. is currently one of the nine approved
contractors on the County’s annual contract #20-7800 for underground contractor services and has performed work

on many Collier County Public Utilities projects.
FISCAL IMPACT: The source of funding is the Water User Fee Capital Fund (412), Project 70085. The project
is expected to be completed in 2023. There is no change in operating costs.
GROWTH MANAGEMENT IMPACT: This project meets current Growth Management Plan standards to
ensure the adequacy and availability of viable public facilities.
LEGAL CONSIDERATIONS: This item is approved as to form and legality, and requires majority vote for
Board approval. - SRT
RECOMMENDATION: That the Board of County Commissioners, Ex-officio the Governing Board of the
Collier County Water-Sewer District, approves a $563,380 work order under a Request for Quotation for
Agreement # 20-7800 to Douglas N. Higgins, Inc., and authorizes the Chairman to sign the attached work order.

Dear Ms. Abbott:
Water Science Associates has reviewed the contractor quotes for the North RO Well # 10 project. Two qualified
vendors, Douglas N. Higgins, Inc., and Quality Enterprises USA, Inc. submitted their quotes for the project; two other
vendors, Mitchell and Stark Construction Company Inc., and Cougar Contracting declined via e-mail to provide quotes.
The overall total quotes price from Douglas N. Higgins was lower than that of Quality Enterprises USA by $114,500.00.
Both the vendors who provided quotes are qualified to perform the work described in the technical specifications that
were part of the quote request. Based on their qualifications, past successful work on similar projects, and apparent
low quote, we recommend that the project be awarded to the firm of Douglas N. Higgins, Inc.. Based on the comparison
of the quotes from the responding underground contractors, it is our opinion that these costs are reflective of the current
market conditions and are reasonable. A comparative quote tabulation and copies of the submitted contractor quotes
is attached, and a summary table is included below:
