EXECUTIVE SUMMARY
Recommendation that the Board of County Commissioners (BCC) approve the grant application submittal
package in association with the FY2022 Community Project Funding (CPF) Award in the amount of
$987,000, Grant Number B-22-CP-FL-0233 for the construction of the Immokalee Sidewalk Phase III
Project, and authorize the Chairman of the BCC to sign the application standard forms.
OBJECTIVE: To improve accessibility and pedestrian safety within the Immokalee Community Redevelopment
Area (CRA).
CONSIDERATIONS: On April 2021, the Collier County Community Redevelopment Agency provided a letter to
the Subcommittee of Transportation, Housing and Urban Development (THUD) for Congressman Mario Diaz -
Balart that expressed support for Collier County’s funding request of $987,000 for the construction of the
Immokalee Community Sidewalk Safety Project as part of the Fiscal Year 2022 THUD Appropriations.
The funding request is for the construction of Sidewalk Phase III Project (Eustis Avenue and West Delaware
between Fifth Street to First Street, Immokalee). The project is part of the comprehensive sidewalk plan for the
southern area of the Immokalee CRA. Phases I and II were completed in 2018 and 2021, respectively. The project
consists of a 6-foot-wide concrete sidewalk on both sides of each roadway, as permitted by existing right of way, as
well as drainage improvements associated with the sidewalks. The total length of the sidewalk is approximately
5,000 LF (length of each roadway is approximately 1,250 LF). This phase will further the goal to provide an
interconnected sidewalk network in the southern area of Immokalee to improve pedestrian and bicycle safety in this
pedestrian-centric community.
In August 2021, the Immokalee Beautification MSTU hired Agnoli, Barber & Brundage, Inc to complete design
plans for Phase III South Immokalee Sidewalk Project. In September 2022, 100% design plans were completed.
The September 8, 2022, 100% Engineer’s Opinion of Probable Cost is $1,007,822.50 which incl udes $85,000 in
allowances (Roadway $50,000, Drainage $20,000 and Utility $15,000).
Congress made available “grants for the Economic Development Initiative (EDI) for the purpose of Community
Project Funding (CPF)/Congressional Directed Spending” in the Consolidated Appropriations Act, 2022, (P.L. 117-
103) (Act). Collier County has been allocated a CPF award in the amount of $987,000 for the Immokalee
Community Sidewalk Safety Project appropriated by Congress in the Consolidated Appropriations Act, 2022 and
administered by the HUD’s Congressional Grants Division.
Awardees identified by Congress are contacted by HUD and instructed on what information is required for the
release of the funding Agreement. Through this process, awardees must inform HUD about details of their project
scope and provide an outline of the EDI CPF portion of the project budget. Awardees are also required to complete
certain federal forms that certify and acknowledge requirements of the funding.
Collier County received a Letter of Invitation on July 18, 2022, with the assigned Grant Number B-22-CP-FL-0233.
To initiate the release of the grant agreement, the awardee must submit no later than December 31, 2022, an
application with the following materials to HUD in association wi th the FY2022 CPF award as specified by
Congress in the Act:
1. Project Narrative
2. Project Budget
3. Standard Form SF-424 Application for Federal Assistance (BCC to execute)
4. Standard Form SF-424D Assurances for Construction Programs (BCC to execute)
5. Standard Form SF-LLL Disclosure of Lobbying Activities
6. Form 7015.15 and Certification Request for Release of Funds for Environmental Review (separate
submittal when Environmental Review is completed)
Some of the submittal forms required execution by the awardee’s Authorized Representative. In an effort to meet
the submittal deadline, staff recommends the Board of County Commission (BCC) to approve the BCC’s Chairman

execution of the administrative forms to complete the submittal package. Upon receipt of this information, HUD
will review the materials for consistence with the intent of Congress and prepare the Grant Agreement for Board
signature.
The Act prohibits CPF funds from being used to reimburse expenses incurred before the date the CPF Grant
Agreement is executed. EDI CPF grants must undergo an environmental clearance and be approved by HUD.
Staff initiated the process for an environmental impact analysis that covers the provisions of the National
Environmental Policy Act and related environmental laws and regulations. Awardees are instructed to initiate the
environmental review process as soon as possible. This review must be completed before any funds are drawn
down. The ER and executed Form 7015.15 will be submitted to HUD. It is anticipated the ER will be
environmentally clear since Phases I and II were both environmentally cleared.
HUD will provide the grant funding agreement for Board approval following the review and approval of the grant
application and environmental clearance. The County will have four years to obligate the funds (September 30,
2025) and 5 years to expend (September 30, 2030) reflecting the grant ending date.
FISCAL IMPACT: The total project cost is $1,232,086. The Immokalee Beautification Municipal Services
Taxing Unit MSTU Fund (162) has contributed $114,763 for design services and Immokalee CRA Fund 786 has
contributed $4,500 for the environmental assessment. The $987,000 award will be appropriated in a future Board
action within the CRA Immokalee Grant Fund 715. Immokalee CRA Fund 786 and Immokalee MSTU Fund 162
have sufficient funds to cover any shortfall estimated to be at $125,823 to complete the construction.
This project supports the implementation of the Immokalee Section of the Community Redevel opment Plan as
adopted in May 2022 as outlined in objective 4.2.4.2 - Promote and improve walking as a safe an inviting mode of
travel through a comprehensive network of pedestrian facilities. Objective 4.2.5.2 supports seeking funding
partners and grants to implement the Redevelopment Plan and leverage resources. Section 4.4.1 identifies
Sidewalk Phase III as a short-term priority.
GROWTH MANAGEMENT IMPACT: This grant opportunity furthers the programs and projects within
budgetary and policy guidance for the CRA and BCC of Policy 3.3.7: Safety Improvements of the Future Land Use
Element of the Growth Management Plan.
LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney, is approved as to form and
legality and requires majority vote for approval. -JAK
RECOMMENDATION: That the Board of County Commissioners (BCC) approve the application submittal
package in association with the FY2022 Community Project Funding (CPF) Award in the amount of $987,000,
Grant Number B-22-CP-FL-0233 for the construction of the Immokalee Sidewalk Phase III Project, and authorize
the Chairman of the BCC to sign the application standard forms.

PROJECT NARRATIVE – Immokalee Sidewalk Phase III

The Grantee through the Collier County Board of County Commissioners (BCC), on behalf of the
Subrecipient, Collier County Community Redevelopment Agency (CRA) – Immokalee Area, is seeking
funding assistance to complete the next phase (Phase III) of the South Immokalee Sidewalk Improvements
Project located in Immokalee, Florida.
The Members of the BCC are also members of the CRA. They are supported by a CRA staff that
collectively has more than 20 years of experience managing projects of similar capacity. The team that will
be managing this project consists of a Project Manager, Program Manager, Budget Analyst, Administrative
Assistant and CRA Director. The Project Manager’s responsibilities are to ensure the project schedule is
met and review monthly the BCC approved Contractors’ invoices before handing them over to the Program
Manager for approval and finance for processing.
This project supports the implementation of the Immokalee Section of the Community Redevelopment Plan
as adopted in May 2022 as outlined in objective 4.2.4.2 – Promote and improve walking as a safe an inviting
mode of travel through a comprehensive network of pedestrian facilities. Objecti ve 4.2.5.2 supports
seeking funding partners and grants to implement the Redevelopment Plan and leverage resources. Section
4.4.1 identifies Sidewalk Phase III as a short-term priority.
Many of the projects listed in Section 4.4.1 require the CRA to se ek approval and coordinate with other
agencies and entities. Aside from government agencies, which includes the CRA Advisory Board, and
Collier County Divisions (Parks and Recreation, Collier Area Transit, Collier Transportation & Traffic
Operations and Stormwater), the CRA also had successfully partnered with the Immokalee Beautification
MSTU (MSTU) operating in the area to implement capital improvements including the South Immokalee
Sidewalk Project. Since 2011, the CRA and the MSTU have collaborated on several capital projects. CRA
staff will continue to evaluate the opportunity to coordinate with the MSTU to fund eligible projects
proposed in the CRA infrastructure plan.
This project is part of the comprehensive sidewalk plan for the southern area of the Immokalee Community.
Phases I and II were completed in 2018 and 2021. This phase will further the goal to provide an
interconnected sidewalk network to improve pedestrian and bicycle safety, connecting residential areas to
community facilities and commercial services. Phase III will consist of constructing 6-foot-wide concrete
sidewalks as well as drainage improvements associated with the sidewalks, along Eustis Street and W.
Delaware from South 5th Street to South 1st Street (approximately 2500 linear feet).
In 2021, the Immokalee Beautification Municipal Services Taxing Unit (MSTU) authorized the preparation
of project engineering design and construction assistance services contract for the Phase III project in the
amount of $114,763. The Engineering Consultant finalized the 100% design plans in September 2022.
Plans are complete and this Community Project Funding (CPF) award will fund construction expenses. The

of Roadway $50,000, Drainage $20,000, and Utility $15,000.
We are requesting $987,000 construction funds to construct the project. The Immokalee CRA and
Immokalee MSTU’s FY23 budgets include funds for the South Immokalee Sidewalk Project and will
equally share in the shortage for construction costs, if any, to complete the construction of the sidewalks in
Phase III to meet all grant requirements. These improvements will further implement the South Immokalee
sidewalk connections in the community. The Immokalee portion of the Community Redevelopment Plan
(Section 4.4.1) identifies Sidewalk Phase III as a short-term priority.
The anticipated project outcomes, especially as they are related to Section 3 Economic Opportunity Activity
Performance Measures are as follows:
Outcome 1: Complete permitting.
Outcome 2: Complete construction and associated activities. Document a threshold for Section 3 labor
hours at 25 percent of all labor hours to encourage the hiring of more Section 3 workers
for construction.
Outcome 3: When project is complete Section 3 beneficiaries will be served and documented.
The CRA received a Letter of Invitation that identifies the requirement of the grant funding with instructions
to initiate the environmental review as soon as possible. The CRA initiated the process for an environmental
impact analysis and the $4,500 assessment is being funded by the Immokalee MSTU.
Immokalee is a rural area 35 miles east of coastal Naples . It is home to thousands of working poor who
provide not only agricultural produce for much of the nation, but also hospitality staffing services for
Collier, Hendry, and Lee counties. Hard work and optimism define the people of Immokalee. According
to the 2022 Census (Track 112.04), the total number of people served within project area is 2,890 and of
those 2,485 are low to moderate income. The percentage of low to moderate income persons served for
this project area is 85.98%. Due to the September 28, 2022, landfall of Hurricane Ian Category 4 storm,
many Immokalee residents that work in the hospitality business Marco Island, Naples, Bonita Springs, and
Fort Myers lost their jobs in these flood-ravaged coastal areas so this percentage may potentially increase
due to no fault of their own. An act of God has negatively impacted the income of the population.
Immokalee is primarily a residential community. Most of the residents are already walking without a
designated space for walking. They risk sharing space with vehicles or navigate their way around other
obstacles. As a walking community there is the need to promote safe walking and cycling activities;
therefore, the CRA is requesting funds to construct sidewalks in locations where the highest concentrations
of pedestrians exist and where lack of a sidewalk poses the greatest threat to the pedestrian. This application
will continue to further implement the Immokalee Sidewalk Improvement Plan. While streets built today
are required to include sidewalks, many of the existing streets in Immokalee were built without sidewalks.
The suggested areas considered of most need identified as Phase III include both sides of the street for
Eustis Avenue (From South 5th Street to South 1st Street) and West Delaware (From South 5th Street to
South 1st Street).

In 2016/2017 the CRA was awarded a total of $600,000 of CDBG funding to complete sidewalks on a
portion of Eustis Avenue, South 9th Street, and South 5th Street (Phase I). The total project cost was
$741,498. In 2018/2021 the CRA was awarded $676,365 of CDBG funding to complete sidewalk
improvements on S 5th Street and Carver Avenue (Phase II). The total project cost was $991,114. The
funding source for Phase I and Phase II was HUD CDBG, Immokalee CRA, and Immokalee MSTU funds.
This sidewalk project will further advance the goal to increase safety and mobility in the South Immokalee
area and promote a healthy lifestyle. The sidewalk network improvements will also affect the housing
market in Immokalee by increasing curb appeal and potentially giving the homes in the area an increase in
value. The sidewalk improvements will enhance lives and improve the community.
