Joint Meeting of the Collier County Community Redevelopment Agency Immokalee Local Redevelopment
Advisory Board and the Immokalee MSTU Advisory Committee on October 26, 2022. The Advisory board
members, staff, and public appeared virtually and in person.

A. Call to Order.
The meeting was called to order by David Turrubiartez Jr., MSTU Chair at 9:00 A.M.
B. Pledge of Allegiance and Moment of Silence.
Mr. David Turrubiartez Jr. led the Pledge of Allegiance and asked for a moment of silence.
C. Roll Call and Announcement of a Quorum.
Christie Betancourt opened roll call. A quorum was announced for the CRA board and the MSTU board.

CRA Action: Ms. Andrea Halman made a motion to allow board members on zoom privileges. Mr.
Ski Olesky seconded the motion and it passed by unanimous vote. 7-0.

MSTUAction: Ms. Andrea Halman made a motion to allow board members zoom privileges. Ms.
Christina Guerrero seconded the motion and it passed by unanimous vote. 5-0.
E. Approval of Agenda.
Staff presented the agenda to the boards for approval. Staff announced changes to the agenda. Remove
item 1. 1. Naples Pathways Coalition.
CRA Action
Action: Mr. Mark Lemke made a motion to approve the agenda with added change to remove
item L1. Naples Pathways Coalition. Mr. Estil Null seconded the motion and itpassed by unanimous vote.

Action: Ms. Christina Guerrero made a motion to approve the agenda with added change to remove
item Ll. Naples Pathways Coalition. Mr. Bernardo Barnhart seconded the motion and it passed by

G. Announcements.
Public Comments speaker slips
CRA Staff reiterated the public 3-minute speaker slip policy. The board will give more time if they
feel it necessary.
2. Communications Folder
Staff reviewed the communications folder with the board and members of the public. The folder
contained the public notice for this joint meeting and community event flyers for upcoming events.
3. Community Meetings (Enclosure 7)
Staff provided a copy of Enclosure 7 which is a copy of the upcoming community meetings. Staff
read the upcoming community meetings a provided a brief on purpose of each meeting.
4. Christmas Tree Lighting Event (Enclosure 8)
Staff provided a copy of Enclosure 8 which is a copy of the Christmas Tree Lighting flyer. Staff
provided a background on tree lighting event. Staff encouraged all present to attend.
5. Christmas Around the World Event (Enclosure 9)
Staff provided a copy of Enclosure 9 which is a copy of the Christmas Around the World flyer.
Staff announced that the theme for this meeting which is Christmas Around the World Celebrates
"Immokalee My Home" - What's Your Memorable Moment? Staff encouraged all present to attend
and participate in the parade.
H. Other Agencies -
1. Florida Department of Transportation (FDOT), Victoria Peters
Ms. Victoria Peters provided FDOT updates. She said that they had two Discretionary Grant
workshops planned in Bartow and in Fort Myers. They had to be cancelled due to Hurricane Ian. N
These workshops were to help agencies apply for grants associated with infrastructure projects and N
resiliency projects. They will be rescheduled, and she will let us know when the new dates are set.

She also mentioned that they are working on the new draft tentative work program for FY28. The
program closes today. They will have a public hearing online and an in -person day that will be a
webinar. Once those details are finalized, she will send out to CRA staff. It will most likely be the
second Wednesday in December. v

2. Other Community Agencies
Collier County Deputy County Manager, Dan Rodriguez
Mr. Rodriguez introduced himself and said he is here to monitor the activities and see how the Q
County Manager's office can help support the CRA in Immokalee so they can make their projects
and programs a success.

Collier County Office of Corporate Business Operations, Lincoln Price
Mr. Lincoln Price introduced himself and announced that they recently appointed a new director of
Economic Development and Housing his name is Jacob LaRow. I know it's been a while since we
have been involved in the CRA process and we wanted to let the CRA and MSTU know we are
going to be working more closely with the community on Economic Development and Housing as
we were in previous times.
He also mentioned plans for culinary connection day. An annual event to showcase members and
associated members who have been working with the Immokalee Culinary Accelerator that are
producing products and services that are marketable, and that showcase the Immokalee brand in a
very positive way.
Collier County Library, Silvia Puente, Branch Manager
Ms. Puente provided updates for the Immokalee library and the new Homework Center. She said
they have hired the employees for the homework Center. The training will be next week, and they
should get the program up and running fairly soon. She asked that we reach out to all of our
collaborative organizations so that we can make this program a success.
I. Community Presentations

J. Old Business.
1. Contractor Maintenance Report
i. A&M Property Maintenance
a. Maintenance Report & Schedule (Enclosure 10)
Staff provided Enclosure 10 which is A&M maintenance reports, incidental invoice, and
upcoming schedule for work in the MSTU area.
Mr. Armando Yzaguirre with A&M provided brief updates for the beautification area. He
said hurricane Ian didn't do too much damage to the areas that he services. He was able to
keep his maintenance work on schedule. He also announced that we have some damaged
banner polls. He will coordinate with CRA staff to pick up the extra banner arms and
install them next week.
He also said that with November being right around the corner he wanted to know if the
install of holiday decorations was going to be as usual to put them up week of
Thanksgiving. After discussion it was agreed he would provide staff a quote to check the
condition of decorations before they go up on the poles since there were some rough ones
as they brought them down last year.
Staff said that the Street light poles along SR 29 need to be re -energized. LCEC is working
on it now.

Armando also mentioned that a portion of the area on First Street may also have the same
issue since he has no power to irrigation box at the Handy on First Street. Staff will look
into it.
2. Advisory Board
i. Board Vacancies
Staff announced that the MSTU board currently has one vacancy. Applicants must be
permanent residents within the MSTU or must own a business or commercial property in
the MSTU or must represent a non-profit operating in the MSTU.
3. Florida Redevelopment Association (FRA) updates
i. 2022 Conference October 12-14 Daytona Beach, FL.
Staff and board members present at the conference provided board and members present
their experience at the conference.
Ms. Anne Goodnight also added that this was the most valuable conference that she has
gone to in quite a while. She would hope some of the other board members would attend.
This weas money well spent.
Ms. Andrea Halman said she had been trying for years to other board members to attend.
With this conference you are involved from the time you get up in the morning until the
afternoon.
Staff announced that this year they were presenters during the conference. They presented I
Redevelopment After the Storm and spoke of about Collier County's experience with

Cherryle Thomas commented on potholes on various roads in Immokalee. She also mentioned the power r
outage on light poles in the community. a

Lupita Vazquez Reyes comment on park lights. She said they haven't had basketball court lights on since
Hurricane Ian. She said her mother inquired about it and was told it was a matter of getter approval of
funds. CRA Staff will reach out to park staff for an update.

Commissioner Bill McDaniel said it's not a matter of funds. It a matter of the left hand talking to the
right hand. If it's a governmental issue, please dial 311 and file a report. That will keep a record of
what's going on.
He also provided a brief update on the County wide MSTU language for private roads. He will bring
forward the draft language in January 2023. If it passes there will be a small tax increase with a millage
rate at 1.0 that will provide a pot of money to develop private roads. They will also establish a committee
of three which include EMS, Fire, and Sheriff to be the decision makers, and they'll do the worst first.

Aristeo Alviar commented that the Collier County School board canceled the only planned meeting they
had set for Immokalee. This meeting usually takes place in February. He wanted to know if they will
come out to Immokalee this year at all. Staff will reach out to Collier County Public Schools.
Commissioner McDaniel announced another good news item. Draft design of the reconstruction of
government facility at the Collier County Clerk of Courts office. Redesign facility to relocate the CRA.
That is in the works as well.
Ms. Yvar Pierre with CareerSource SWFL said that CareerSource received a Dislocated Worker grant
due to Hurricane Ian. The Dislocated Worker Program is designed to help career seekers access
employment, education, training, and support services to succeed in the labor market and to match
employers with the skilled workers they need to compete. Please refer and potential clients to the center.
Commissioner McDaniel we have an enormous amount of resource in Collier County. The easiest way
to get information is 311. He also provided brief on Hurricane debris removal for Collier County.
L. Next Meeting The next meeting will be a Joint CRA and MSTU meeting to be held
on November 16, 2022, at 9:00 A.M. at CareerSource SWFL.

The Minutes for the October 26, 2022, CRA Advisory Board was approved by the CRA.
Advisory Board on November 16, 2022, as presented.
The next meeting will be a CRA Advisory Board meeting and will be held on December 1.4, 2022,
at 9:00 A.M. at CareerSource SWFL.
All meetings will be publicly noticed in the W. Harmon Turner Building (Building F), posted at the
Immokalee Public Library and provided to the County Public Information Department for
distribution. Please call Christie Betancourt, at 239-867-0028 for additional information. In
accordance with the American with Disabilities Act, persons needing assistance to participate in any
of these proceedings should contact Christie Betancourt, Operations Manager, at least 48 hours
before the meeting. The public should be advised that members of the CRA Advisory Board are also
members of the other Boards and Committees, including, but not limited to: Immokalee MSTU
Board, Immokalee Fire Commission, and the Collier County Housing Authority; etc. In this regard,
matters coming before the Advisory Board may come before one or more of the referenced Board
and Committees from time to time.
