Call to Order Chairman DiMarco called the meeting to order at 3:00 P.M. 2. Roll Call Roll call was taken, and a quorum was established. The members present recognized Dewey Enderle and Martin de St. Pierre were attending via ZOOM. 3. Approval of Agenda Chair DiMarco moved to approve the Agenda. Second by Ms. Samek. Carried unanimously 7 - 0. 4. Approval of Minutes Ms. Samek moved to approve the minutes of the April 19, 2022, May 17, 2022, June 21, 2022 and July 12, 2022 of the Public Transit Advisory Committee meetings as presented. Second by Chair DiMarco. Carried unanimously 7 - 0. Introduction of Mark Moujabber, MV Transportation Mr. Showalter introduced Mark Moujabber, District Manager, MV Transportation. Mr. Moujabber shared his background experience in transportation in Washington state with the Committee. Welcome to New Members Dewey Enderle and Martin de St. Pierre The Board of County Commissioners appointed Dewey Enderle and Martin de St. Pierre to the Public Transit Advisory Committee. 5. Committee Action None 6. Reports and Presentations a. November Seasonal Changes Mr. Stauffer presented an Executive Summary "November Route Changes " for information purposes. He provided an overview noting the purpose is to update the Committee on service modifications to be implemented for the season schedule change on November 27, 2022. • Changes will be implemented across multiple Collier Area Transit Routes. • The proposed modifications have been distributed to the community soliciting input during a public comment period, ending September 22, 2022. • Staff will conduct a public workshop in October at transit locations in the County. • Many of the near -term service enhancements recommended in the Comprehensive Operations Analysis (COA) completed in 2021are incorporated in the schedule update. • Route modifications include: ➢ Route 19 and Route 28 have been combined into a singular Route 19. This route will continue to provide service between Immokalee and Naples while eliminating duplicative service. ➢ Route 20 and Route 26 have been combined into a single Route 20 due to their similar service areas and low ridership on each route. The merge of the two routes should improve consistency of service resulting in higher ridership along the adjusted path. The route would no longer service the CAT headquarters on Radio Road and would instead loop between the Walmart on Collier Blvd. and the Pine Ridge and Goodlette-Frank intersection. This route is affected by the bridge replacement project. ➢ Route 15 and Route 16 will also be affected by the bridge replacement and lane closures along Golden Gate Pkwy. N 00 Bridge Replacement Golden Gate Parkway over Santa Barbara Canal — Routes 15, 16 and 25 • Two existing bridges will be replaced with a single bridge including shoulders and v sidewalks on each side. Improvements are anticipated to enhance mobility and maintain connectivity for vehicles, bicycles, and pedestrians. a. • The Board of County Commissioners (BCC) approved the location of the Canal Bridge at 2 the intersection of 27t' Avenue SW and Collier Boulevard-951. E • Removing the existing bridges and installing the new bridge is estimated to take one (1) c year. v • Routes 15, 16, and 25 have deviated off Golden Gate Pkwy. to travel the western portion N of Golden Gate City along Coronado Pkwy. and Santa Barbara Blvd. b. TDP Annual Update Revisions Mr. Showalter presented an Executive Summary "Transit Development Plan (TDP) Annual Update Revisions " on the progress implementing the Collier Area Transit plan. He noted: • To receive State Block Grant Funds for transit system operations, each transit agency must develop a Transit Development Plan (TDP) Major Update every five years and an annual update/progress report for all other years. • On July 7,2022, Staff submitted the Annual TDP Update to FDOT. On August 26, 2022, FDOT provided staff with their comments on the report requiring several items be addressed before the plan could be approved by the state. • The revised Annual Progress Report has been resubmitted with approval from FDOT pending. Previous Year's Accomplishments The TDP provides a review of the past year's implementation actions and describes improvements made since the last Annual Progress Report. Service Improvements • Collier County completed a Comprehensive Operation Analysis (COA) in July 2021. • The COA set up a road map for improvements to the CAT system over the next few years • Significant changes were introduced to improve operational efficiencies during the first quarter of Fiscal Year 21/22 resulting in steady growth in ridership. Additional Improvements • Bus Shelter Renovations —goal often (10) per year. • ADA Bus stop Improvements. • Paratransit Software Improvements - Ecolane scheduling software upgrade. • Technology updates, benefitting customer service, efficiency, and safety, including sourcing an upgrade to the CAD/AVL System. • Marketing programs to promote and educate the public about CAT's service. 3 Packet Pg. 221 34.A.2 September 22, 2022 Revisions and Recommendations The past year's accomplishments are compared to the original implementation plan. The 2021- 2030 Collier County Major TDP Update included a comprehensive list of activities guiding the County's development of services over a ten-year planning period. Collier County will actively pursue funding opportunities to implement recommendations from the 2021-2030 TDP. N N 00 Status of Goals, Objectives, and Policies The status of the goals and objectives are identified, including a revised list of projects or services needed to meet the goals and objectives, which include project funding that, may not v have been identified. Q Financial Plan The revised financial plan identifies how the transit improvements funding, with cost and revenue assumptions. c. Program of Projects Mr. DeLeon presented an Executive Summary "Endorsement of the Federal Transit Administration (FTA) " to inform the PTAC Advisory Committee of the Program of Projects for the Federal Transit Administration (FTA) Sections 5307 and 5339 grant application submittals. Section 5307 • The Public Transit Neighborhood Enhancement (PTNE) Division receives federal grant funds for the management of the Collier Area Transit (CAT) system annually. • Collier County is located within the Bonita Springs/Naples Census Urbanized Area. • A portion of the of the Section 5307 funding received is shared with Lee County. • The total amount allocated to the Urbanized Area Formula Program is $4.305,952 of which $3,864,850 is awarded to Collier County and $441,102 is distributed to Bonita Springs/Lee County. • Projects proposed for the appropriated funding may include: ➢ Transit Improvement Projects including the rehabilitation of bus stops. ➢ Security and Safety enhancement including the replacement of the vehicular and pedestrian gates. ➢ Provision of Americans with Disabilities Act (ADA) Paratransit services. ➢ Funding for transit operation expenses. ➢ Funding for the construction of the replacement maintenance facility. ➢ Electrification Transition Plan. ➢ Preventative maintenance. Recti�n 53A�9 • The program aids new and replacement buses, related equipment and facilities. • Collier County is the designated recipient for the urbanized area. • $352,333 is allocated to the Bonita Springs/Naples Urbanized Area for USC Section 5339 Bus and Bus Facilities Urbanized Area Formula program. • Project proposed for the appropriated funding will include funding for the construction of the replacement maintenance facility. The Board of County Commissioners (BCC) has approved the proposed projects and the program has been submitted to the FTA for endorsement. N • A pilot program for the CAD/AVL software for computer aided dispatch has been undertaken. o 7. Considerations: Staff will present marketing efforts for Mobility Week 2022. Mobility Week is a cooperative effort by the Florida Department of Transportation (FDOT) and its partner agencies to promote awareness of safe multimodal transportation choices. During Mobility Week, counties, cities, and transportation agencies in Florida host public events. FDOT has established Mobility Week in Florida for the week of October 21 — October 28, 2022. CAT has partnered with the Collier County Supervisor of Elections to offer free rides on Saturday, November 5th, the last day of early voting. Both entities will be promoting this on social media and the Supervisor of Elections will be utilizing other collateral efforts encouraging people to use public transit to vote.
