Notice is hereby given that the Collier County Library Advisory Board will meet on Wednesday, N
September 21, at 10:00 a.m. This will be a Hybrid Remote meeting and it will be held at the South N
Regional Library at 8065 Lely Cultural Pkwy., Naples, Florida. Some of the Board Members may be N
appearing remotely, with staff present in person. The public may attend either remotely or in person.

Individuals who would like to participate in person must complete and submit a speaker form prior to the a
beginning of the discussion about the item. Individuals who would like to participate remotely must complete v�
and submit the online speaker registration form prior to the beginning of the meeting. '

AGENDA
NOTICE: The public is welcome to attend Library Advisory Board meetings. Visitors will be asked to
sign in and briefly describe the purpose of their visit. If the visitor is attending to discover more about the
workings of the Library Advisory Board, s/he is welcome to stay for the duration of the meeting. If the
visitor has a specific purpose, the Chair will recognize the visitor during Public Comments to speak for up
to three (3) minutes. Additional time may be granted to the speaker at the discretion of the Chair.

Ms. Bettinger announced that visitors are welcome to attend the LAB meetings and asked them ;
to sign in and complete a speaker form if they want to address the Library Advisory Board. She Q
also indicated the location of the room's emergency exits. ,
Ms. Bettinger asked for approval of the meeting minutes of June 15, 2022. Dr. Hochschild
moved to approve the minutes as written. Ms. White seconded and the motion was carried
unanimously.
AWARDS & RECOGNITION
1) Library Division Cheers for Peers Recipients for May
• Mrs. Cowser shared the Kudos Wall listing the Cheers for Peers recipients for June
and July
2) County Service Awards and VIP
• Mrs. Cowser reported that Tammy Jones (EN), Silvia Puente (IM) and Lisa Gast
(VB) received a County VIP recognizing their contributions to the Library.
• Mrs. Cowser reported that Matthew Etzel (NR) received recognition for his one year
of service; Elizabeth Flores (GG) received recognition of her 5 years of service;
Nancy Lashley (HQ) received recognition of her 20 years of service. Nancy has
worked at NR and VB as well as HQ.

Mrs. Kindsvater reported that the Friends of the Library Board of Directors will next

meet on Friday, September 23.

She added that she has assumed the role of Membership Chair, and the FOL's
most urgent need is to increase membership.

Currently there are 1812 FOL members, and 665 have been lost since February

2020.

If anyone has any ideas as to how they can increase membership, please let her
know.

Questions they are considering are:

o Why do people join the FOL?
o What can the FOL Membership Committee and Board members do to help

recruit more FOL members?

o What's important to current and potential members?

o Do people realize that FOL donates funds to help pay for eBooks?
o Do people realize that FOL pays for all of the Summer Reading Program
prizes? (She mentioned a local newspaper article write-up thanking FOL for
their Summer Reading Program 2022 support)

o Does the Library or LAB have any suggestions to help communicate the FOL

message and gain more members?

The FOL is considering incentives to increase memberships, such as small gifts.

They are also trying to connect with local groups: Newcomers, Chamber of
Commerce, Real Estate agents, etc.

Discussion ensued and suggestions included:
o Having information available in Spanish and Creole

o Having a QR code put on promotional materials

o Displaying flyers outside local stores such as Publix, Walmart and Starbucks.

The FOL recently hired a part-time person, Ellen Tanner, a former Collier County

Public Library Librarian, to help the FOL office.

She recently attempted to contact 190 former members, and was able to get 25 to
rejoin.
•
FOL is considering to redesign their brochure to be more consolidated.
•
They are also considering their membership fees.

The FOL may create surveys for current members and former members to get their

input on membership.
•
The company hired to increase their social media presence did not have any result.
•
Tickets for the Nick Linn Author Series and the Non -Fiction Author Series are

almost sold out.

2) Report of the Library Director
a. Capital Projects Update
• Mrs. Cowser reported that there are no updates on the Immokalee parking lot
project. This project has been delayed due to environmental reviews

• Mrs. Cowser reported that the Library has some new hires and promotions:
o Amanda DeCastro, Public Services Librarian at Naples Regional
o Silvia Puente, promotion to Branch Manager at Immokalee
o Skyler Hartwigh, promotion to full-time Library Assistant at South Regional
o Part time Library Assistant positions are open for Headquarters, Estates
and Immokalee.
• The Library has been experiencing difficulty in filling the open Librarian
positions. Several candidates withdrew due to housing costs.
• Once Human Resources completes the classification study, it is anticipated that
there will also be some wage adjustments. The Library will wait to repost
librarian positions in October when the study has been completed.
• Funding for the LEAP program will be reviewed when the FY23 budget is
approved in September. These positions were supervised by Librarians at our
Regional Libraries and currently, there are only two Public Services Librarians in
the system, who are working between Headquarters and Naples Regional.
c. General Operations
• Mrs. Cowser did not have anything new to report on General Operations.
d. Grants Update
• Andrew Meyer shared a PowerPoint presentation and provided handouts to
explain the American Rescue Plan Act (ARPA) Grant project.
• This grant will fund this program to hire licensed teachers and assistants to
provide homework help in those communities.
• The lead teachers will receive $601hr. and the assistants will receive $40/hr.
• The grant will also fund laptops, tablets, as well as other physical materials and
resources to children K-12.
• Potential participants will need to take an online reading comprehension test to
determine their need levels.
• Participants will be retested after each session.
• It is hoped that this pilot program will expand to assist students working towards
getting their GED.
• Mr. Meyer has attended several Library Outreaches to promote this program.
• He is also working with staff from Florida Gulf Coast University to review digital
resources and comprehension tests for this program.
• There have been some delays in getting resources, such as furniture and
computers, however, it is expected that this program will start in early to mid -
October.
• Ms. Bettinger suggested reaching out to Grace Place, as they also provide
homework assistance in the Golden Gate community.
e. Outreach Summer and Fall 2022
• Mrs. Cowser reported that the Library had great responses to some of the
Summer Outreach Programs.
o Over 1,000 Library patrons visited the Naples Botanical Garden during
the week that free admission with a library card was offered
o Over 200 attended story times held at Rookery Bay
o Over 600 attended summer events at Grace Place
o Over 250 attended the new teacher induction
• Upcoming Outreach Programs include:
o Lawn & Garden Show at the Extension Office
o Museum Day Live in September
o Boo at the Zoo

■ Recently the County has requested cost cuts in printing and utilities for August
and September.

■ The Library will consider cost savings by searching out areas where we can "go

green" to reduce the cost of printing, such as implementing electronic Library

cards. The Library generally processes 10,000 library cards each year.

■ Mrs. Cowser stated that the assessment management system projects a
population growth of 1.451year in Collier County over the next nine years.
• Currently the Library has sufficient square footage for this time period.
■ Ms. Bettinger asked when the Golden Gate Branch and South Regional

has been paid off.

• The Library Advisory Board By -Laws Committee will meet in the Library's
Administration Conference Room after today's meeting to review the current LAB by-
laws.
2] Library 55" Anniversary
• Mrs. Cowser reported that the Library's 65t" Anniversary Event will be held on Friday,
November 18, (which has since changed to Saturday, November 19) in the
Solarium and Courtyard at the Headquarters Library from 7:00-9:00 pm.
• It will be a Masquerade Ball themed event and a band will be present to provide
musical entertainment.
■ Before the music begins, a presentation of the Library's history will be given in the
Sugden Theater at Headquarters.
■ LAB members and FOL members are encouraged to attend.
■ Mrs. Kindsvater stated that the FOL would be willing to help with this event.
+ The Naples Regional Library will be having a book sale on this day as well.
