Notice is hereby given that the Affordable Housing Advisory Committee will meet on Tuesday, August
16th, at 8:30 a.m. in the Board of County Commissioners Chambers, Third Floor, Collier County
Government Center 3299 Tamiami Trail E.-Naples, Florida 34112
About the public meeting:
Two or more members of the Board of County Commissioners may be present and may participate at the
meeting. The subject matter of this meeting may be an item for discussion and action at a future Board of
County Commissioners meeting. Two or more members of the Collier County Planning Commission
(CCPC) may be present and may participate at the meeting. The subject matter of this meeting may be a
future item for discussion and action at a future CCPC meeting.
All interested parties are invited to attend, and to register to speak. All registered public speakers will be limited
to three minutes unless permission for additional time is granted by the chairman.
Collier County Ordinance No. 2004-05 requires that all lobbyists shall, before engaging in any lobbying
activities (including, but not limited to, addressing the Board of County Commissioners, an advisory board or
quasi-judicial board), register with the Clerk to the Board at the Board Minutes and Records Department.

1. CALL TO ORDER
Joe Trachtenberg called the meeting to order at 8:32 a.m. He read the procedures to be followed
and Joe Trachtenberg led in the pledge to the flag.
2. ROLL CALL— COMMITTEE MEMBERS AND STAFF
There were 7 active members present when the meeting started, therefore a quorum was
established.
Ted Blankenship from the City of Naples will be attending AHAC meetings as a non -voting member
He will apply for a full-time seat in October when vacancies arise.
3. APPROVAL OF AGENDA AND MINUTES
a. Joe Trachtenberg made a motion to approve the agenda. The motion was seconded by
Steve Hruby. The motion passed by a vote of 7-0.
b. A motion was made by Joe Trachtenberg to approve the minutes from the meeting of June
6, 2022 and was seconded by Steve Hruby. The motion was passed with a vote of 7-0.
4. INFORMATIONAL ITEMS AND PRESENTATION
County Manager, Amy Patterson , gave an informational speech to the AHAC about
Linkage Fees and/ Impact Fees. She explained every dollar must be backed up and is
enabled by the statue. There must be a full offset from the developer. The county has 12
existing impact fees in Collier County and Affordable Housing is not one of them. Mary
Waller asked Amy Patterson were did Impact Fees comes from which she replied saying
the board did. Mary Waller brought up those other counties in Florida do have Linkage
Fees which Mary Waller can provide data on this if needed. Amy Patterson explained
how Linkage Fees are not going to achieve what we think it's going to achieve and could
be a burden to the taxpayers. Amy Patterson mentioned they're piloting a revolving fund
with longer deferral time to hopefully entice Affordable housing Developers to Collier
County. Joe Trachtenberg mentioned we need to look at units and apartments since 111
time homebuyers are becoming a myth in Collier County. Amy Patterson said there's
many more things that need to happen than just restructuring Impact Fees. She wants to
work with the piolet program. Gary Hains brought up how Impact fees for a 3-million-
dollar house vs and 250k is the same. He feels that the AHAC members need to look in a
new direction to find a cause that could sway the BCC. Changing Impact fees is not going
to be the way. Joe Trachtenberg brought up the $ 20 million dollars sitting in the Work
Force Land Trust that was funded by the Taxpayers that currently is not being touched.
Could this be a way to bring developers into Collier County? Michael Puchalla from HELP
spoke on this topic saying no developers want to use this money. Steve Hruby mentioned
if this money can be used for RFP'S and then the AHAC Committee can score the projects.
Jacob LaRow mentioned this land trust money is part of a committee that will meet
September 71". Jennifer Mitchell thinks the problem with developers not wanting to use

this money is that there's a marketing issue, no clear Parameters stated on how to use N

this money. Joe Trachtenberg will address this issue at the next board meeting N
commencing on 07/12/2022 and ask the BCC that the $20 million is with the
Infrastructure Surtax Committee and they can't even set up a quorum.

5. PUBLIC COMMENT
SUSAN GOLDEN- SPOKE TO THE AHAC MEMBERS REGARDING THE SHIP INCENTIVES STRATEGIES. SHE RECOMMENDED
FOLLOWING UP ON THE THREE CRITERIA'S THATJoe Trachtenberg is bringing to the next board meeting. She
stressed the importance of establishing criteria for the Public Use fund. She mentioned there were two
resolutions created back in 2018 that could provide a starting point for these new criteria's the AHAC
members are looking to establish. Jacob LaRow can provide the criteria that Susan Golden brought up to
any new AHAC members that were not here during the time the previous criteria standards were
established.
6. DISCUSSION ITEMS
b. FY23 General Fund use recommendation— The budget was originally requested for $10
million and was awarded $500,000.00. Kristi Sonntag addressed the AHAC committee on N
how the budget has not been adopted yet, happens in September. N

c. Discussion and Consideration of Urban Land Institute -Joe Trachtenberg asked the AHAC
committee if they still support funding an updated ULI study. The current study is over >,
five years old. He mentioned the updated study was requested by the board.
Commissioner Rick LoCastro mentioned he doesn't oppose a study buts wants to make '
sure that something gets done with the study that shows progress. He wants the scope of
work to be very detailed since a lot has changed since the last ULI study, He asked Ted a�
Blankenship opinion on the study since the City of Naples just conducted one. Ted —y-
believes the study provided them with the same knowledge they already knew. He thinks?
the 41.10 Master Plan was a better tool instead of the ULI study. He recommended
coming up with a process on how to spend the 20 million that was previously discussed.
Jacob La Row reached out to Thomas Eitler about the ULI study and costs and was told it
will not go over $135,000.00. Joe Trachtenberg brought up three important studies that
are important to AHAC and what he will present on at the next board meeting.
1)Evaluation of Impact Fees 2) Consideration of Ad Valorem Tax 3) Precise instructions
and best practices regarding the $20 million in One Cent Surtax. Steve Hruby made a
motion to approve directing staff to the ULI study and add these three items to the scope.

AHAC incentive strategy report -Jacob LaRow followed up on the training provided at the June

AHAC meeting by Ashon Nesbitt with the Florida Housing Coalition. Mr. LaRow provided a copy
N
of the last Incentives Strategies Report that is submitted annually to the Florida Housing Finance
Corporation (FHFC) by December 31 and that the Report is an ideal vehicle for the AHAC to
make recommendations and advise the Board of County Commissioners on Affordable Housing
issues since the Board has to accept the report priorto transmittal to the FHFC. Mr. LaRow

further explained that the AHAC is not limited to the 11 strategies in the Report and therefore
'
can suggest other areas for the Board to explore. The AHAC took no formal action on this item.
7. STAFF AND GENERAL COMMUNICATIONS
a. Permitted Use Table —Due to a lengthy discussion involving Linkage Fees/Impact Fees this table
was moved to the next AHAC meeting.
b. AHAC Meeting location & date — During an email exchange a new location for the AHAC
meetings was discussed by Commissioner Rick LoCastro and Joe Trachtenberg. A calendar was
created which included Naples Council dates and the BCC room availability to determine what
day would be best to move the AHAC into the BCC room. This new date was made to include
the growing size of the AHAC meetings and to include Naples City council members that cannot
attend currently. A new date of the 3`a Tuesday of every month was determined. Steve Hruby
made a motion to approve new dates. It was approved 7-0.
c. Collier County Public Schools —Jennifer Mitchell spoke and addressed how the Collier County
N
Public School system has a 35-acre parcel of land next to Manatee Elementary School that could N
N
be zoned to address the issue of Affordable housing with essential workforce. Essential
workforce being teachers, EMS, Government officials, and Law Enforcement. The plan is to have
potential residents pick from a range of temporary homes that can be built on the land. The
homeowner will lease the land but will buy the home. The land will be leased to all homeowners '
living on the property since this land will be on considerations for a school if the need shall arise.
A school has not been slated for the land for the next 20 years. Jennifer Mitchel hopes for an
easy zoning and leasing process to encourage first time homebuyers to the location. She
mentioned CCPS is still fine tuning the details. Steve Hruby brought up if we can have
conversations that could include the land trust fund.
d. AHAC Committee Member Vacancies- AHAC is limited to 11 members and currently have three
members expiring in October. Steve Hruby, Litha Berger, and Jennifer Mitchell. AHAC will select
the new members and then the board approves. Jacob LaRow brought up a timeline- Have the
information ready by August 16th, Interview in September, and select in October. Term limits
were brought up which Jacob LaRow will double check on and provide to AHAC members. Janet
Miller made a motion for the open positions be posted by August 16" and all selected members
will be presenting in the September meeting. Jessica Brinkert seconded. Motion passed 7-0.

e. Clerk of Courts — ERAP Review — Kristi Sontag updated AHAC on the status of ERAS. The month
of June was the program's highest ever expenditure rate with well over 760k being expended.
She wanted to highlight that Our Florida program is recouping funds since duplication of
benefits and fraudulent activity was going on. She wanted to state that the US Treasury does an
automatic relocation of funds. Clerk's Office of Inspector General Senior Investigator Ruben
Ramos discussed 59 potentially fraudulent ERAP applications currently under review.
Investigator Ramos discovered that the identities of three Collier County residents and one
Miami -Dade County resident were stolen and utilized on two Collier ERAP applications packages.
Based on criminal evidence found on these two ERAP application packages, Investigator Ramos
referred two OIG investigative cases to the Sarasota County Sheriff's Office and the Collier
County Sheriff's Office, respectively. As a result of these law enforcement referrals, two
individuals were arrested for being part of a fraud scheme expanding from Sarasota County to
Collier County. Investigator Ramos and the OIG team confirmed what appeared to be
fraudulent documentation in 56 other applications. Investigator Ramos was able to clear
payment on only one application that was initially flagged with potentially fraudulent
information. Joe Trachtenberg wanted to express the AHAC's gratitude to the Clerk's office and
to Investigator Ramos for the work he is doing.
f. PUD Monitoring- The letter provided in the agenda was a sample of the letter that went out to Q
Allura staff. The CHS monitoring team concluded that the development had no findings, but CHS
did make two recommendations to improve compliance. Upon monitoring they reviewed c

application files and ensured their compliance. The CHS team followed all the BCC
N
recommendations and requirements as required in the PUD. N

adjourned at 11:16 a.m.
