EXECUTIVE SUMMARY
Recommendation to appoint three members to the Historic/Archaeological Preservation Board.
OBJECTIVE: To reappoint a current member and appoint two new members to the Historic/Archaeological
Preservation Board.
CONSIDERATIONS: This committee is vested with the power, authority, and jurisdiction to designate, regulate,
and administer historical and archaeological resources in Collier County, under the direct jurisdiction and control of
the Board of County Commissioners. Membership is composed of 7 members from the following categories: a.
history; b. archaeology; c. Real Estate, land development, or finance; d. architecture; e. law or urban planning; and
f. 2 citizens at large. Terms are 3 years. A list of the current membership is included in the backup.
Two seats on this board expired on October 1, 2022, member George Thompson passed away on October 30, 2022,
and there was one additional long-standing vacancy, for a current total of four vacant seats. The vacancies were
advertised, and applications were received from the following:

ATTENDANCE: In the past two years Mr. Bell has had one absence. Attendance records are included in the
backup.
STAFF RECOMMENDATION: As there are now only three remaining members on this seven -member
committee, they are no longer able to meet quorum to make recommendations regarding the applications. Staff
recommends that Mr. Bell be reappointed to his seat, to a new three-year term expiring on October 1, 2025, and that
Ms. Johnson and Mr. Burch each be appointed to fill the partial term vacancies expiring on October 1, 2024. The
remaining vacancy will continue to be advertised. A recommendation email is included in the backup.

GROWTH MANAGEMENT IMPACT: None.
LEGAL CONSIDERATIONS: This item is approved as to form and legality and requires majority vote for Board

RECOMMENDATION: That the Board of County Commissioners adopts the Staff Recommendation, and
authorizes the Chair to execute the attached resolution confirming the appointments.

Presently, I am the Communications Manager for the Naples Airport Authority. In my position, I often
speak about the historic aspects and background of the airport as a WW 11 training base and its impacti
on the growth of the community. Prior to that I was the Communications Director for the Floridal
Department of Transportation overseeing community communications and relations in Collier Count
and 11 others in SW Florida for 8 years. Before working for FDOT I served a senior Legislative Aide to al
member of the Florida House of Representatives for 5 years. I have grown up in Southwest Florida (Le
and Collier Counties) and have a keen interest in preserving and highlighting the unique historici
treasures that we do have in this area and would be honored to serve on this board.

A RESOLUTION OF THE BOARD OF COUNTY
COMMISSIONERS OF COLLIER COUNTY, FLORIDA,
REAPPOINTING AUSTIN BELL AND APPOINTING CANDACE
JOHNSON AND ZACHARY BURCH TO THE HISTORIC/
ARCHAEOLOGICAL PRESERVATION BOARD.
WHEREAS, on May 26, 2009, the Board of County Commissioners adopted Ordinance No.
2009-33, which relocated and readopted the Historic/Archaeological Preservation Board Ordinance in its
entirety as a stand-alone ordinance in the Collier County Code of Laws and Ordinances; and
WHEREAS, the Historic/Archaeological Preservation Board was established to designate,
regulate, and administer historical and archaeological resources in the County under the direct jurisdiction
and control of the Board of County Commissioners; and
WHEREAS, pursuant to Ordinance No. 2009-33, the Historic/Archaeological Preservation Board
shall consist of seven members; five with expertise in the categories set forth in the Ordinance and two
members in the category of Citizen at Large; and
WHEREAS, there are four vacant seats on this Advisory Board, and public notice has been
provided soliciting applications from interested parties; and
WHEREAS, staff has provided the Board of County Commissioners with its recommendation for
appointment.
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS
OF COLLIER COUNTY, FLORIDA, that AUSTIN BELL, in the History category, is hereby reappointed
to his seat on the Historic/Archaeological Preservation Board to serve a three-year term expiring on
October 1, 2025, and further, that CANDACE JOHNSON and ZACHARY BURCH are each appointed in
the Citizen at Large category to fill vacant terms expiring on October 1, 2024.
