EXECUTIVE SUMMARY
Recommendation to appoint four members to the Black Affairs Advisory Board.
OBJECTIVE: To reappoint one member and appoint three new members to the Black Affairs Advisory Board.
CONSIDERATIONS: This nine -member board was created in 1991 to identify and evaluate problems unique to
the black community, review and recommend ways to ensure open communication between minorities and Collier
County government, and provide periodic reports to the Board of County Commissioners. Terms are four years. A
list of the current membership is included in the backup.
There are currently four vacancies on this advisory board. The vacancies were advertised and applications were

ATTENDANCE: Mr. Patterson has not missed any meetings. See attached email from Maria Pizarro dated
October 31, 2022 regarding his attendance.
STAFF RECOMMENDATION: This board has been unable to have a quorum for several months, and so has
been unable to make a recommendation on these applications. Staff recommends that Michael Patterson be
reappointed and that John Newton and Cynthia Griffin Cave be appointed to the Black Affairs Advisory Board, to
four-year terms expiring on June 25, 2026, and that Jeris Lampkin Smith be appointed to fill a vacant term expiring
on June 25, 2025. A recommendation memo is included in the backup to this item.

LEGAL CONSIDERATIONS: This item is approved as to form and legality and requires majority vote for Board

A RESOLUTION OF THE BOARD OF COUNTY COMMISSIONERS OF
COLLIER COUNTY, FLORIDA REAPPOINTING MICHAEL PATTERSON
AND APPOINTING JOHN NEWTON, CYNTHIA GRIFFIN CAVE, AND JERIS
LAMPKIN SMITH, TO THE BLACK AFFAIRS ADVISORY BOARD.
WHEREAS, Collier County Ordinance No. 91-38 established the Black Affairs Advisory
Board to provide periodic reports to the Board of County Commissioners that identif� and evaluate
problems unique to the black community and recommend ways to ensure open communication
between minorities and Collier County Government; and
WHEREAS, Ordinance No. 91-38, as amended, provides that the Advisory Board shall consist
of nine members; and
WHEREAS, there are currently four vacancies on this Advisory Board; and
WHEREAS, the Board of County Commissioners previously provided public notice soliciting
applications from interested parties; and
WHEREAS, staff has provided the Board of County Commissioners with its recommendation
for appointment.
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY
COMMISSIONERS OF COLLIER COUNTY, FLORIDA, that MICHAEL PATTERSON is hereby
reappointed and JOHN NEWTON and CYNTHIA GRIFFIN CAVE are hereby appointed to the Black
Affairs Advisory Board, each to serve a four-year term expiring on June 25, 2026; and
BE IT FURTHER RESOLVED that JERIS LAMPKIN SMITH is hereby appointed to fill the
remainder of a vacant term expiring on June 25, 2025.
