EXECUTIVE SUMMARY
Recommendation to appoint four members to the Affordable Housing Advisory Committee.
OBJECTIVE: To reappoint one member and appoint three new members to the Affordable Housing Advisory
Committee.
CONSIDERATIONS: This committee was created by Ordinance No. 91-65, as amended, which was repealed and
replaced by Ordinance No. 2013-27, which was further amended by Ordinance No. 2020-27. The purpose of this 11
member committee as required and described by 420.9076 Fla. Stat. is to review policies, procedures, ordinances,
land development regulations, and the adopted local government comprehensive plan, and to recommend specific
actions or initiatives to encourage or facilitate affordable housing. The committee is required to submit an annual
report to the Board of County Commissioners that includes recommendations on, and evaluates the implementation
of, affordable housing incentives as required by 420.9076(4) Fla. Stat. Terms are three years. A list of the current
membership is included in the backup.
Membership must consist of one elected official and ten citizens from at least six of the following categories:
(a) One citizen who is actively engaged in the residential home building industry in connection with
affordable housing.
(b) One citizen who is actively engaged in the banking or mortgage banking industry in connection with
affordable housing.
(c) One citizen who is a representative of those areas of labor actively engaged in home building in
connection with affordable housing.
(d) One citizen who is actively engaged as an advocate for low-income persons in connection with
affordable housing.
(e) One citizen who is actively engaged as a for -profit provider of affordable housing.
(f) One citizen who is actively engaged as a not -for -profit provider of affordable housing.
(g) One citizen who is actively engaged as a real estate professional in connection with affordable housing.
(h) One citizen who actively serves on the local planning agency pursuant to s. 163.3174.
(i) One citizen who resides within the jurisdiction of the local governing body making the appointments.
0) One citizen who represents employers within the jurisdiction.
(k) One citizen who represents essential services personnel, as defined in the local housing assistance plan.
Three seats on the committee expired on October 1, 2022, and member Janet Miller resigned on September 20,
2022, resulting in four vacant seats. Currently the following statutory categories are unfilled: F.S. 420.9076(2)b.
Banking or Mortgage Industry; F. S. 420.9076(2)e. - for -profit provider of affordable housing; F. S. 420.9076(2)f -
non-profit provider of affordable housing; F.S. 420.9076(2)g. - real estate professional; and F.S. 420.9076(2)k. -
essential services personnel. The vacancies were advertised and applications were received from the following:

vacancies, and voted to recommend the following:

expiring on October 1, 2025;
• appoint Arol Buntzman (F.S. 420.9076(2)f Non -Profit provider of Affordable Housing), to fill the
remainder of a vacant term expiring on October 1, 2024;
• appoint Jennifer Faron (F.S. 420.9076(2)g. Real Estate Professional), to a three-year term expiring on
October 1, 2025;
• appoint Todd Lyon (F.S. 420.9076(2)k. Essential Services Personnel), to a three-year term expiring on
October 1, 2025.

the board of Heartland Alliance and have been so since 2011. Heartland Housing is a developer andi
manager of affordable housing properties in Chicago, IL, and in Milwaukee and Madison, Wl. We havel
developed over 1,200 units of affordable housing in these areas for homeless, low income andl
workforce populations. I was Board Chair of Heartland Housing from 2016-2018 and led the stratej�i
planning effort for the organization that resulted in the approval by the Board of the organization's firstl
ever strategic plan. In 2020, 1 became a legal and voting resident of Naples, FL and I spend 7 months a
year in town. I have been researching the issue of affordable housing in Collier County as a personall
interest for the past 2 years with th; goal of applying my experience in affordable housing and reall

chairman of the Collier County Affordable Housing Advisory Committee and serves as president of the]

designation of Citizen Architect in recognition of his community service. He is also the recipient of thel

Award -Winning Realtor in Naples, Florida.
James York has over 25 years of experience in real estate and
development. Originally from Syracuse, New York, where he
attended Syracuse University, he then managed his own custom
building company in Pennsylvania before moving to Florida.
After settling in the Naples area, Mr. York became an active
member of the local real estate community. He belongs to the
National Association of Realtors, the Florida Association of
Realtors, and the Naples Board of Realtors. He further served as
a member of the local Real Estate Board Legal Resource
Committee that oversees all real estate contracts.
Mr. York has won numerous prestigious awards. He is the winner
of the coveted SWFL Naples Daily News People's Choice Award
for Realtor, 2014 and 2015. His real estate agency, The York
Real Estate Team, is the winner of the SWFL Naples Daily
News People's Choice Award for best real estate team in 2019,
2020, and 2021.
Since 2006, Mr. York has authored a weekly real estate column in
the Naples Daily News to help keep both buyers and sellers up-
to-date on current real estate trends. He has also served as the
host of the weekly real estate show "Southwest Florida Real
Estate Update" since 2010.
In conjunction with his work in real estate, he also offers his
experience to local developers. He further serves his community
by giving free educational seminars for the general public, along
with teaching real estate courses.

This committee was created by Ordinance No. 91-65, as amended, which was repealed and
replaced by Ordinance No. 2013-27, which was further amended by Ordinance No. 2020-27. The
purpose of this 11 member committee as required and described by 420.9076 Fla. Stat. is to
review policies, procedures, ordinances, land development regulations, and the adopted local
government comprehensive plan, and to recommend specific actions or initiatives to encourage
or facilitate affordable housing. The committee is required to submit an annual report to the
Board of County Commissioners that includes recommendations on, and evaluates the
implementation of, affordable housing incentives as required by 420.9076(4) Fla. Stat. Terms are
three years.
Membership must consist of one elected official and ten citizens from at least six of the following
categories:
(a) One citizen who is actively engaged in the residential home building industry in connection
with affordable housing.
(b) One citizen who is actively engaged in the banking or mortgage banking industry in
connection with affordable housing.
(c) One citizen who is a representative of those areas of labor actively engaged in home
building in connection with affordable housing.
(d) One citizen who is actively engaged as an advocate for low-income persons in connection
with affordable housing.
(e) One citizen who is actively engaged as a for -profit provider of affordable housing.
(f) One citizen who is actively engaged as a not -for -profit provider of affordable housing.
(g) One citizen who is actively engaged as a real estate professional in connection with
affordable housing.
(h) One citizen who actively serves on the local planning agency pursuant to s. 163.3174.
(i) One citizen who resides within the jurisdiction of the local governing body making the
appointments.
0) One citizen who represents employers within the jurisdiction.
(k) One citizen who represents essential services personnel, as defined in the local housing
assistance plan.

RESOLUTION NO. 2022 —
A RESOLUTION OF THE BOARD OF COUNTY COMMISSIONERS OF
COLLIER COUNTY, FLORIDA, REAPPOINTING STEPHEN HRUBY
AND APPOINTING AROL BUNTZMAN, JENNIFER FARON, AND
TODD LYON TO THE AFFORDABLE HOUSING ADVISORY
COMMITTEE.
WHEREAS, on July 31, 1991, the Board of County Commissioners adopted Ordinance No. 91-
65 establishing the Affordable Housing Advisory Committee; and
WHEREAS, Ordinance No. 91-65, as subsequently amended, on April 9, 2013 was repealed and
replaced by Ordinance No. 13-27, and further amended by Ordinance No. 20-27, which recreated and
reestablished the Affordable Housing Advisory Committee in accordance with F.S. § 420.9076. This
Advisory Committee consists of one elected official and ten citizen members appointed by the Board of
County Commissioners based on the membership categories described in F.S. § 420.9076(2)a.-k.; and
WHEREAS, there are four vacancies on this Advisory Committee; and
WHEREAS, the Board of County Commissioners previously provided public notice soliciting
applications from interested parties; and
WHEREAS, the Affordable Housing Advisory Committee has provided the Board of County
Commissioners with its recommendation for appointment.
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS
OF COLLIER COUNTY, FLORIDA, that STEPHEN HRUBY (Residential Home Building Industry,
420.9076(2)a.), is hereby reappointed to the Affordable Housing Advisory Committee, to a three-year
term expiring on October 1, 2025; that AROL BUNTZMAN (Non -Profit Provider, 420.9076(2)f.), is
hereby appointed to fill the remainder of a vacant term expiring on October 1, 2024; and that JENNIFER
FARON (Real Estate Professional, 420.9076(2)g.) and TODD LYON (Essential Services Personnel,
420.9076(2)k.) are each hereby appointed to the Affordable Housing Advisory Committee, to three-year
terms expiring on October 1, 2025.
THIS RESOLUTION ADOPTED upon majority vote this 8' day of November, 2022.
