Agenda 11/08/2022 Item #16A 6 (After-the-Fact donation of Sand/sand & sand transportation/delivery from Stewart Materials and Rapid Trucking)11/08/2022 EXECUTIVE SUMMARY Recommendation that the Board of County Commissioners accept an after -the -fact donation of sand and sand transportation/delivery from Stewart Materials and Rapid Trucking respectively, received by Collier County in advance of Hurricane Ian's landfall in the total amount of $2,275.50 OBJECTIVE: To receive after -the -fact approval from the Board of County Commissioners to accept a donation of sand supplied to Collier County in advance of Hurricane Ian's arrival. CONSIDERATIONS: Anticipating the need to provide no -cost sandbags to Collier County residents preparing for Hurricane Ian's landfall, two County departments began advance planning during the week of September 19, 2022. The Public Services Parks and Recreation Division teamed up with the Transportation Management Services Road Maintenance Division to make sand and sandbags available to the public. Initial planning was of a small scale as the supply of sand was limited, being only the existing sand in the yard at 4800 Davis Boulevard, typically used for maintenance activities (approximately 40 tons). Road Maintenance had previously purchased a more than sufficient stockpile of empty bags and a sand bagging machine. Five (5) days before Hurricane Ian's landfall Road Maintenance received a call from Stewart Materials offering to supply over one hundred (100) tons of donated sand. Planning quickly advanced for a larger effort. Four (4) county sites were identified, and plans were completed. A September 26 press release from the County Communications, Government & Public Affairs Division informed residents that sand was available at three Collier County parks and one location in Immokalee for those interested in obtaining sandbags. Residents were informed to bring their own shovel and/or trowel to fill the bags and that there was a limit of 10 bags per person. That same day 135.83 tons of sand was supplied by Stewart Materials valued at $1,225.17 (donated material unit cost $9.00/ton), with sand transportation provided by Rapid Trucking for a total cost of $1,050.33. The park locations were Donna Fiala Eagle Lakes Community Park, 11565 Tamiami Trail E., Max A Hasse, Jr. Community Park, 3390 Golden Gate Boulevard West, and North Collier Regional Park, 15000 Livingston Road. Sand was available in Immokalee at 415 Sgt. Joe Jones Road. Pre -made sandbags filled at 4800 Davis Boulevard by Road Maintenance staff were also available at North Collier Regional Park. Sites were monitored by County staff. Approximately 30,000 sandbags were distributed. FISCAL IMPACT: There is no additional fiscal impact associated with Board acceptance of this after -the -fact donation of sand and sand delivery valued at $2,275.50.
