EXECUTIVE SUMMARY
Recommendation to review the proposed "Rock the Red USA" event as requested by Florida's Voice and
accept staff s recommendation that the event should be held at the Paradise Coast Sports Complex.
OBJECTIVE: To obtain Board of County Commissioner's (Board) review and approval for the "Rock the Red
USA" event permit as submitted by Florida's Voice, tentatively scheduled for February 2023, including a
recommendation by staff that the event be held at the Paradise Coast Sports Complex (Sports Complex) rather than
Sugden Park, as requested by the applicant, due to the projected size of the event, amplified sound and potential
need for enhanced security for keynote speakers at the event.
CONSIDERATIONS: The Board provided direction to the County Manager to review scheduled upcoming events
and new applications for events at County facilities to ensure that they are being appropriately sited based on
projected attendance, amplified sound and other noise considerations, parking and security. While the County
currently follows a process where applications for events are reviewed by staff and the Parks and Recreation
Advisory Board (PARAB), before receiving final approval for scheduling, some larger events should also be
presented to the Board for approval, especially those that involve events at locations in close proximity to
residential neighborhoods.
"Rock the Red USA" is an event requested by Florida's Voice and is currently proposed as a local, one -day event
that anticipates having between 1,000-2,000 attendees and media coverage in February 2023. An exact date has not
been established at this time. This will be a ticketed event with a general admission price set at $25 and a VIP
admission set at $150. Florida's Voice has the mission of "bringing real news to Florida" through "fundraising
events". Rock the Red USA Foundation is the partner and the namesake of the event. The motto of the Rock
the Red USA Foundation is "to educate, motivate, and activate citizens across the country to restore the country to
its original principles and values." Patriot Fest, a comparable event was hosted previously at Sugden Regional Park
on March 19, 2022.
Due to the size of the event, as well as the request for amplified sound, staff recommends that the Sports Complex
is a more appropriate venue for this event. Further, the event organizer has indicated that key -note speakers with
national recognition are likely to participate in the event. Therefore, security and parking are better accommodated
at the Sports Complex.
The Parks and Recreation Division Director or their staff currently review and make approval decisions for various
events on Parks property. As a natural extension of this administrative process, and in keeping with Board
guidance, it is requested that the Parks and Recreation Division Director or designee be given the authority to
administratively transition large conferences or special events that have requested amplified sound to the Sports
Complex. The proposed events to be transitioned are those expected to exceed 500 participants and require
amplified sound. The Sports Complex has the facilities to provide capacity and amenities for large crowds
including parking, restrooms, food and beverage. This authority will reduce noise in residential areas by shifting
events to the Sports Park. These events will also continue to be reviewed and approved by the PARAB. In addition,
events of this size, which include amplified sound, can also be presented to the Board for approval if that is the
continuing direction.
FISCAL IMPACT: Resolution 2021-263 establishes a rental rate of $1,200 per day for Sugden Regional Park. No
rental fees or additional costs will be collected or generated by Parks if the event is transitioned to the Sports
Complex. The Sports Complex full day rental is $15,000 for this size of an event.
GROWTH MANAGEMENT IMPACT: There is no Growth Management impact associated with this action.
LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney, raises no legal issues and
requires majority vote for Board approval. -JAK
RECOMMENDATION: To review and approve the "Rock the Red USA" special event, to be held at the Paradise
Coast Sports Complex, rather than Sugden Park and authorize the Parks and Recreation Director or designee to
transition large conferences or special events that have requested amplified sound and expect to exceed 500
participants to the Paradise Coast Sports Complex.
