11 /08/2022 EXECUTIVE SUMMARY Recommendation to approve the selection committee's ranking and authorize staff to enter into contract negotiations with AIM Engineering and Surveying, Inc., related to Request for Professional Services ("RPS") No. 22-8042 for "CEI Services for Golden Gate City Transmission Water Main Improvements," and bring a proposed agreement back for the Board's consideration at a future meeting. OBJECTIVE: To approve the selection committee's ranking for RPS No. 22-8042, and to negotiate an agreement to engage professional Construction Engineering and Inspection ("CEI") services for the Golden Gate City Transmission Water Main Improvements Project. CONSIDERATIONS: Plans to expand potable water services to Golden Gate City residents require installation of the transmission water system. Currently approximately 70% of Golden Gate City is served by the Collier County Water Sewer District ("CCWSD") regional water system, and approximately 30% is serviced by private wells. The first step to install new water mains within Golden Gate City is to construct transmission water mains in and around the Golden Gate City. These transmission water mains will connect to the regional water mains on Collier Boulevard and Santa Barbara Boulevard/Radio Road. The project is separated into two phases (see attached phasing map). Phase 1 includes constructing the 24-inch and 30-inch proposed transmission water main traveling on Santa Barbara Boulevard, Coronado Parkway, Sunshine Boulevard, south of Golden Gate Parkway and through the Golden Gate City Golf Course property to Collier Boulevard. Phase 2 includes constructing the 12-inch and 16- inch proposed transmission water main traveling near Santa Barbara Boulevard, Green Boulevard, 15' Avenue SW, and 48' Street SW. Furthermore, future replacement of the existing 50-year-old Golden Gate City potable water distribution system will be necessary to continue to meet current demand, stay in compliance, and provide CCWSD customers with a compliant, reliable system. This work will be completed under a separate, future program that will be integrated with the transmission mains being constructed under this project. On August 11, 2022, the Procurement Services Division posted RPS No. 22-8042, CEI Services for Golden Gate City Transmission Water Main Improvements. The County received three proposals by the September 14, 2022, submission deadline, which were all found to be responsive and responsible. A selection committee met on October 14, 2022, scored the proposals, and shortlisted all three firms to provide presentations. On October 21, 2022, the selection committee reconvened for presentations and ranked the firms as follows: Firm Final Ranking AIM Engineering and Surveying, Inc. 1 Q. Grady Minor, P.A. 2 Hole Montes, Inc. 3 Staff is recommending that the Board approve the selection committee's ranking and authorize staff to begin contract negotiations with the top -ranked firm, AIM Engineering & Surveying, Inc. AIM has been providing professional services in Florida for over thirty years and has previously provided services on various County projects. If staff is unable to reach a proposed agreement with AIM Engineering and Surveying, Inc., staff will continue negotiating with the remaining firms in ranked order, until a proposed agreement can be brought back for the Board's consideration at a future meeting. FISCAL IMPACT: There is no fiscal impact associated with this action. Once negotiations are completed, and Packet Pg. 187 11.E 11/08/2022 the contract approved by a future Board action, funding is available in, and is anticipated to be consistent with, the FY2023 Capital Budget approved by the Board on September 22, 2022. The source of funding will be Water and Sewer Revenue Bonds, Series 2021 (Fund 419). GROWTH MANAGEMENT IMPACT: This project meets current Growth Management Plan standards to ensure the adequacy and availability of viable public facilities. LEGAL CONSIDERATIONS: This item is approved as to form and legality, and requires majority vote for Board approval.-SRT RECOMMENDATION: To approve the selection committee's ranking and authorize staff to begin contract negotiations with AIM Engineering and Surveying, Inc., related to RPS No. 22-8042 for "CEI Services for Golden Gate City Transmission Water Main Improvements," and in the event that an agreement cannot be reached with that firm, to continue negotiating with the remaining firms in ranked order, so that a proposed agreement can be brought to the Board for consideration at a future meeting. C-2 Naples, FL 34112 All proposals shall be submitted online via the Collier County Procurement Services Division Online Bidding System: hl�2s://www.bidsync.com/bidsync-cas INTRODUCTION As requested by the Engineering and Project Management Division, the Collier County Board of County Commissioners Procurement Services Division (hereinafter, "County") has issued this Request for Professional Services (hereinafter, "RPS") with the intent of obtaining proposals from interested and qualified Consultants in accordance with the terms, conditions and specifications stated or attached. The Consultant, at a minimum, must achieve the requirements of the Specifications or Scope of Work stated. Full time Construction Engineering and Inspection (CEI) services are being requested for the Golden Gate City (GGC) Transmission Water Main Improvements Project. The CEI work involves providing project oversight for the County, ensuring that the Contractor builds the project in reasonable conformity with the plans, specifications, and Supplemental Specifications for the Construction Contract. The CEI firm is the liaison between the County and the Contractor to observe the Contractor's work and to determine the progress and quality of the work. The CEI Consultant identifies discrepancies and reports significant discrepancies to the County. Historically, County departments have spent approximately 5% to 8% of the total construction contract for CEI services; however, this may not be indicative of future buying patterns. BACKGROUND Plans to expand potable water services to Golden Gate City customers requires installation of a new transmission water main system. Currently approximately 61% of Golden Gate City is served by the Collier County Water Sewer District (CCWSD) regional water system, and approximately 39% serviced by private wells. Johnson Engineering, Inc is the Engineer of Record (EOR) for the design of the new transmission water mains throughout Golden Gate City. The construction of these transmission water mains has been broken into 2 phases, GGC Transmission Water Main Improvements Phase 1 and GGC Transmission Water Main Improvements Phase 2 (see attached - GGC Overall Final Alignment). Phase 1 includes the construction of 24" & 30" mains from Collier Boulevard to Santa Barbara Boulevard/Radio Road. This phase also includes the installation of a proposed force main (wastewater) adjacent to the transmission water main through the Golden Gate City golf course to serve the Big Shots property, future golf course improvements and future developments (see attached plans - GGC Transmission Water Main Improvements Phase 1). Water and Wastewater mains through the Golden Gate City golf course portion of the construction project shall be completed and the utility lines placed into service by April 1, 2023. Phase 2 includes the construction of the 16" transmission water main near Santa Barbara Boulevard, north of Coronado Parkway and along Green Boulevard and 15' Avenue SW, and a proposed 12" transmission water main will be constructed along 48t1i Street SW (see attached plans - GGC Transmission Water Main Improvements Phase 2). Both phases include the replacement of the existing stormwater drainage pipes and stormwater structures within the right of way. The Construction Engineering and Inspection firm will need to coordinate with County staff, Engineer of Record, and their Public Information Officer assigned to this project. c 0 0 N V 0 ao N N c d E z 0 a Packet Pg. 193 County reserves the right to modify this scope during negotiations for budgetary reasons. The contract term, if an award is made, will commence on the date of the Notice to Proceed and end upon acceptance and approval of the final payment. Prices shall remain firm for the term of the awarded contract. Surcharges will not be accepted in conjunction with this award, and such charges should be incorporated into the pricing structure. DETAILED SCOPE OF WORK PUD is interested in contracting with a qualified consultant team to provide Construction Engineering and Inspection Services (CEI) including, but not limited to, the following tasks: Task 1.0 — Construction Observation and Documentation Task 2.0 — Construction Inspector and Project Oversight Task 3.0 — Additional Services Task 4.0 — Miscellaneous Reimbursable expenses Task 1.0 — Construction Observation and Documentation The Consultant's Construction Inspector (or activity observer) will provide the services outlined below. 1.1— Construction and Testing Observation — The Construction Inspector will conduct on -site observations and inspections of all ' construction and testing activities, including night work on the project on a full-time basis unless directed otherwise by the Project H Manager to ensure that all work is completed in accordance with the Contract Documents. There will be at least one full-time inspector for each phase. The Construction Inspector will inform the Project Manager and the on -site superintendent of the construction and 0 testing contractor of any concerns related to conformance of the work with the Contract Documents (a concern or an Issue) as an R attempt to resolve any concern or issue on -site. If the concern or issue is not immediately resolved in the field, the Construction a Inspector shall inform the Engineer of Record (EOR) and the Project Manager in writing about the concern or issue within eight (8) d business hours, but not more than one (1) business day after the discovery of any concern or issue. The FOR will be responsible for 32 investigating the concern or issue and resolving the same through a written directive to the Construction Contractor and so inform the 0 Project Manager and the Construction Inspector in writing. This protocol will be initiated any time the Construction Inspector becomes aware of any construction that is unsatisfactory, faulty or defective, does not conform to the Contract Documents, does not N meet the requirements of any inspections, tests or approval required to be made, or has been damaged before final payment. The M Construction Inspector will prepare and maintain a separate Issue Resolution Log documenting any issue or concern that is conveyed in writing to the EOR, including the written directive resolving the issue or concern. Issue Resolution Log shall be emailed weekly to C the FOR to be added as a discussion item at the weekly progress project meetings. 1.2 - Log and Construction Documentation — Each Construction Inspector will prepare a daily log recording activities and details :2 related to the work on a form approved in advance by the COUNTY. Information will be recorded in the daily log on each day construction activities occur or does not occur. The daily log entries will record all aspects of the construction during that day N including, but not limited to: construction crew (labor) details, equipment used, materials used, compliance testing and inspection 0 performed, site conditions, trench conditions, backfill material used, dewatering methods, compaction methods, location of the work, N work directives issued to the Contractor, and all relevant details related to the work. The Daily Log will reference the digital photographs and or video taken with appropriate file names and file locations. All daily tasks completed by the Contractor will be photographed by the Construction Inspector. In addition to the construction details, the daily log will contain information related to: E time and hours on the job site, weather conditions, data pertaining to questions of quantities of materials used, extras or deductions, 5 list of visiting officials and representatives of manufacturers, fabricators, suppliers and distributors, observations in general and specific observations in more detail as in observing test procedures, conformance inspection of materials and fitting, name plate data Q for equipment and material installed, and other information requested by the COUNTY. The daily log, photograph files and other construction documentation will be provided to the COUNTY by the CEI daily in an electronic file. Daily Reports shall be distributed to the project team no later than 24 hours after the end of each day. 1.3 — Safety — The Construction Inspection shall immediately notify the construction superintendent of any safety related issues that are identified. If the safety issue is not resolved in a timely manner, the Construction Inspector shall immediately inform the Project Manager and engineer of record of any instances where the Contractor is not following the proper safety procedures. Packet Pg. 194 1.4 - Photographic and Video Record — Each Construction Inspector will provide a comprehensive digital photographic reco 11.E.4 construction activities related to the project. The digital file names will be referenced in the daily log along with a brief description of the photograph with the location, the date and time of the photograph and the name of the photographer. The digital files will be transferred electronically and submitted daily to the COUNTY along with the construction documentation. If requested by the Project Manager, the photographs will be printed in high resolution color, two captioned photos per 8 '/2" x I I" sheet, printed one side only. If requested by the Project Manager, video or parts of the video will be provided in digital format and by e-mail. 1.5 - General Coordination — The Construction Inspector will coordinate all activities related to the Project between the Construction Contractor, the Engineer of Record (EOR), the Project Manager, County staff, and Public Information Officer. The Construction inspector will oversee substantial and final completion inspections, and prepare and maintain the punch list, including follow-up inspections to ensure that punch list items are corrected and/or completed. The Construction Inspector will also coordinate, as directed by the Project Manager, with residents, business owners, and the general public. The County reserves the right to remove any Construction Inspectors from a project at any time for failure to adhere to County policies and procedures. 1.6 - Observe Regulatory Agency Inspections — The Construction Inspector will accompany visiting inspectors representing any regulatory agencies having jurisdiction over the project and will record all discussions and the outcome of these regulatory inspections in the daily logs. 1.7- Preparation of Monthly Report — CEI will work with the FOR to prepare the monthly reports for this project. 1.8 - Construction Progress Meetings — The CEI will attend weekly progress meetings with the construction contractor, design engineer, and the COUNTY to review project status and identify issues that may affect the project. 1.9 - Substantial Completion Inspections — The Construction Inspector will conduct substantial completion inspections when requested by the Construction Contractor and the FOR recommends that the work is sufficiently complete to warrant a substantial completion inspection. During the substantial completion inspection, the Construction Inspector will take pictures of all items requiring completion or correction and send them to the FOR and the Project Manager. The Construction Inspector will be responsible for inspecting the work required in the punch list. Once the punch list is completed, the CEI will coordinate and participate in the final walk-through to ensure that the punch -list items are completed to the satisfaction of the FOR and the Project Manager. 1.10 — Final Completion Inspection - Upon the request of the Construction Contractor and concurrence of the FOR and the Project Manager, the Construction Inspector will conduct final inspections of portions of the project, as they are finished to determine if construction has been completed in accordance with the Contract Documents and the Construction Contractor has fulfilled all obligations therein. Based on the results of the final inspection, the EOR, Project Manager, and the Construction Inspector will judge the work complete or not complete. If the work is judged complete, the Construction Inspector will issue a "notice of final acceptance and recommendation for final payment". If the work is judged not complete, the Construction Inspector will issue written instructions to the Construction Contractor identifying the work judged not complete. Upon provision of the Construction Contractor evidence or assurance that the deficiencies noted above have been corrected or completed, a second final inspection will be scheduled to verify that the outstanding issues have been resolved and the Construction Inspector can issue a "notice of final acceptance and recommendation for final payment". All services related to the Final Completion Inspection shall be provided to the Project Manager of the project. TASK 2.0 — Construction Inspector and Project Oversight Task 2.1 - General Management and Oversight — The CEI will provide support services customarily related to the construction observation and inspection of similar projects including, but not limited to: a. Attend and participate in the pre -construction coordination meeting. b. Attend and participate in weekly meetings with Construction Contractor, FOR and the COUNTY to review project status and identify issues that may affect the project. c. Participate in other meetings as described or implied herein or as requested by the County. d. Prepare and submit monthly construction summary reports to the FOR and the COUNTY to be incorporated into the monthly report that the FOR will prepare. c 0 .2 0 N V O 00 N N c a) E z U 0 a e. Review the Construction Contractor's monthly applications for payment and Construction Contractor's redline as-builts and accompanying data and recommend approval of payments due to the Construction Contractor. The CEI's recommendation of any payment requested in an application for payment shall constitute a representation by the CEI to the Project Manager as an experienced and qualified professional, that based on CEI's onsite observations and inspections of construction in progress; that the construction quantities in the applications for payment accurately reflects the progress of the work and that the work is constructed in accordance with the Contract Documents. The CEI will review pay requests in accordance with the Florida Prompt Payment Act. Packet Pg. 195 11.E.4 f. The CEI will review monthly updates to the construction schedule prepared by the construction contractor. Provide review comments to the Project Manager. g. The CEI will provide such field testing and verification that all materials, equipment and supplies installed or utilized on the Project are in full accordance with the Contract Documents and approved Shop Drawings provided by the EOR. h. The CEI will review shut down plans and provide comments for the water and wastewater connections prepared by the construction contractor. 2.2 — Coordination of Shop Drawings, Contract Interpretations and Clarifications — The CEI will coordinate with the FOR regarding the issuance of interpretations and clarifications of Contract Documents including shop drawings during construction. The FOR shall be responsible for technical review and decisions regarding interpretation and clarification of Contract Documents. The CEI shall coordinate the EOR's decisions and responses with the Construction Contractor. 2.3 - Monitor Project Records — The CEI shall monitor all required project records, including but not limited to delivery schedules, inventories, County provided material tracking, and construction reports. 2.4 — As Constructed Field Drawings — Each Construction Inspector shall maintain red pencil "mark-up" notations and sketches on full size construction plans that reflect the actual details of constructed facilities. These Constructed Field Drawings will be used by the CEI to validate the "As Built" documentation provided by the Construction Contractor. The CEI will notify the FOR and the Construction Contractor of any differences in the documents maintained by the general contractor and the CEI on a weekly basis for resolution by the EOR. Within one week after the Construction Contractor notifies the FOR and the Project Manager that the Work on the project is substantially complete in accordance with the Contract Documents, the Construction inspector will provide their red line construction plans to the EOR. 2.5 — Start-up and Commissioning Support — The CEI will assist the Project Manager, the FOR and the Construction Contractor during start-up of each segment designated for Beneficial Use by the COUNTY, including but not limited to signing off on regulatory permits and general coordination between the ENGINEER, COUNTY and Construction Contractor. 2.6 — Working Hours - Inspectors are expected to be on the project site from 7:00am through 7:00pm Monday through Saturday. This schedule can be modified to match the Contractor's schedule. Any modifications should be approved by the County Project Manager in writing. Construction Engineering and Inspection work will be paid straight time hourly rate with no overtime pay. Task 3.0 — Additional Services Additional Services (only as authorized in writing) —In accordance with the contract or purchase order, in the event that other services may arise during the course of the work but were not envisioned as part of the original or amended scope of work; the CEI shall submit a proposal to perform Additional Services prior to the performance of the work. The proposal shall include the specific services to be performed, time to complete, compensation, and an explanation as to why the services were not previously envisioned as part of the scope of work. The proposed Additional Services must be approved by the Project Manager in writing in advance of performance of said Additional Services. Failure to notify the Project Manager in writing of Additional Services shall be deemed a waiver of any claim by the CEI team that such services were Additional Services. Written authorization from the Project Manager will be required for any charges that exceed the predetermined upper limit. Additional services may include, but not limited to: a. Stormwater outfall construction may be added to this project at a later date. These stormwater improvements would be located within drainage easements. Task 4. — Miscellaneous Reimbursable expenses Miscellaneous reimbursable expenses may include but not limited to, a. Copies, b. Mailings c. Our FDOT Pre -Qualifications specific to providing CEI services include Roadway Construction Engineering Inspection (10.1), Construction Materials Inspection (10.3), Minor Bridge and Miscellaneous Structures CEI (10.4), and Major Bridge CEI - Concrete (10.5.1). Our CEI experience ranges from sidewalk, safety, and drainage improvements projects to utility and major highway and bridge infrastructure construction with fees larger than $500M, and everything in between. Throughout our42 years, AIM has served Collier County on countless projects and continuing services contracts (CSC). In recentyears, the AIM Team has completed projects in the Golden Gate area that are uniquely similar in scope to this transmission WM project, includinga CEI project forthe GGC WM Interconnects and CEI projects under a local agency program (LAP) CSC. On the GGC WM Interconnects project, AIM provided CEI services for the connection of the GGC water supply system to the Collier County Utilities distribution system by completing three interconnections. Like this proposed transmission WM project, two of the interconnects had subaqueous crossings of drainage canals, while all three interconnections required directional drills with traditional PVC connections on either end. The project also had Bermad pressure reducing valves/assemblies; as these are uncommon, our familiarity will help us to streamline the process and allow us to expertly inspect the Contractor's work during this effort. On the project, we also worked with the Engineer of Record (EOR) on this transmission WM project, Mike Dickey, PE, from Johnson Engineering. Under the LAP CEI contract, our CEI personnel administered construction projects within the Golden Gate area. The projects generally consisted of various sidewalk, ADA, and drainage improvement installations in the vicinity of the GGC Transmission WM project. Specifically, our role on the Sunshine Boulevard Sidewalks and Pedestrian Bridge involved coordination with the waterline directionaI drill that occurred adjacent to the bridge, which will be connected to part of this project's transmission WM. Additionally, our team identified a construction conflict due to an existing raw waterline on Santa Barbara Boulevard and assisted the project FOR in the redesign of certain sidewalk and drainage elements to avoid the conflict. These projects demonstrate our knowledge of and experience with the project scope; provides us with a unique understanding on how to navigate the location - specific conditions, such as subsurface conditions that will be encountered and residential, business, and school traffic patterns; and gives us the ability to anticipate potential issues, provide knowledgeable solutions, and to assist in issue resolution to keep the project moving on schedule. CONSTRUCTION CONTRACT MANAGEMENT. Our proposed CEI team provides the added expertise of personnel who have experience in the construction of underground utilities for our in-house sister company, AIM Construction Contracting, LLC (ACC). As noted in our letter of interest, Senior PE Jadon Hull serves as AIM's Vice President of Construction; he, along with PA Hector Louzao, has managed several local, high -profile construction projects 2 COLLIER COUNTY RPS NO.. 22-8042 I, as Construction Manager -at -Risk (CMAR). The foundation of our approach is to be thorough in our documentation and proactive in our communication with EORs, contractors, and stakeholders. Our familiarity with local contractors eliminates any learning curves in communication and enables us to mitigate change orders and accelerate urgent project schedules. MOT EXPERIENCE & QUALIFICATIONS. We understand that a significant portion of this WM installation will involve directional drilling; however, there will be open cut installations that will affect traffic and public access at several intersections and driveways, as well as at multiple school sites. The complexity of this work will require proper and efficient MOT to minimize any impacts to emergency services and diminish motorist confusion and the potential for crashes. AIM's CEI staff has decades of experience administering complex MOT of FDOT projects and has worked on some of the most MOT -intensive projects in the state, such as the $500M Palmetto Expressway/Dolphin Expressway Interchange in Miami. Additionally, all our senior staff and inspectors hold CTQP certifications in MOT and are relentless when it comes to verifying the details of all MOT elements, including clear zone, ADA compliance, temporary pedestrian pathways, taper lengths, device spacing, sign placement, and visibility. Additionally, our familiarity with the Manual on Uniform Traffic Control Devices (MUTCD), FDOT Standard Index 600 series, as well as our understanding of contract plans, special provisions, and all other contract documents allows us to confidently enforce MOT plans with any degree of complexity. SURVEY & SUBSURFACE UTILITY ENGINEERING. AIM CEI is supported by the full -service capabilities of our firm, including our in-house survey and Subsurface Utility Engineering (SUE) groups. Our survey staff is comprised of 60 professionals, including ten crews. The staff is trained and experienced in a wide variety of survey tasks in all types of terrain, including heavily urbanized areas to rural and vegetative environments. Additionally, our SUE personnel are cross trained as surveyors, which eliminates the need to dispatch a separate survey crew to map underground utilities as they are located. We regularly use our SUE services to accurately locate and map existing underground utilities, which can be critical in many projects. If needed, our CEI team can immediately coordinate with and dispatch our survey and/or SUE forces to perform tasks such as verifying the Contractor's layout; checking elevations; locating ROW limits; and locating existing underground utilities to resolve conflicts or avoid damage to existing utilities even before digging occurs. AS-BUILTS & GEOGRAPHIC INFORMATION SYSTEMS. In Increasingly, municipalities are relying on Geographic Information Systems (GIS) to analyze, record, and manage geospatial information regarding as -built data on newly constructed infrastructure improvements. The AIM Team is well versed in the GIS standards of Collier County and will support the project EOR, Johnson Engineering, in the preparation and review of GIS compatible versions of all as - built deliverables. If needed, AIM GIS professionals can work with the FOR and County GIS specialists to ensure seamless integration of all delivered survey data and line work into a GIS environment, including metadata files. We have quality assurance protocols implemented to ensure that converted survey data maintains its integrity. All submitted GIS products will undergo automated data review checks and visual review of a sample of GIS data, as well as supervision and review by a Florida licensed professional surveyor and mapper. Our team is up to date with the latest software and standards, including ESRI's ArcGIS 10.4 with 3D Analyst and Spatial Analyst extensions. This technology, combined with the efficiency of in-house survey capabilities, can assist the FOR with timely, accurate as -built GIS data that can be immediately integrated into the County's exiting asset management systems. GOLF COURSE EXPERTISE. The GGC Transmission WM Improvements Project will include construction along the perimeter of both the existing County -owned dormant golf course, adjacent to Collier Boulevard, and the new recreational golf facility, BigShots (within the same County - owned property).Ourteam is well equipped to facilitate any potential coordination to unify the finished project with the adjacent facility, including any fine land grading, sodding, or other detailed adjustments or activities. Members of our team recently completed the Hanson Street Extension for the City of Fort Myers in a CMAR role, which included the reconfiguration of the front nine holes within the existing Eastwood Golf Course and involved the creation of new tee boxes, greens, and bunkers, drainage and irrigation, and fairway contouring and landscaping. Additionally, one of our Inspectors, Wayne Metcalf, has 30 years of experience as the construction superintendent of some of the most exclusive golf courses in the US. Should it be necessary, our team's golf course experience will be a great asset to the County. MATERIALS SAMPLING &TESTING.Should the County need materials sampling and testing,we have includedArdaman. They are a local firm with more than 45 years of experience in providing full -service construction materials testing and inspection as well as geotechnical engineering analysis, design, and inspection of foundations and foundation systems. The team, led by Fort Myers Branch Manager, Ivan Sokolic, PE, has extensive knowledge of transportation standards, concepts, practices, and procedures and they are supported by state-of-the-art geotechnical exploration and testing devices and a U.S. Army Corps of Engineers inspected and qualified laboratory for geotechnical testing. Their FDOT Pre -Qualifications related to Soil Exploration, Material Testing, and Foundations include Soil Exploration (9.1), Geotechnical Classification Laboratory Testing (9.2), Highway Materials Testing (9.3), Standard Foundation Testing (9.4.1), Non -Redundant Drilled Shaft Bridge Foundation Studies (9.4.2), and Geotechnical Specialty Laboratory Testing (9.5). The project requires a great amount of PIO due to the various housing developments, as well as a school and fire station within the project limits that require continuous monitoring and access. The main purpose of this projectwasto provide better water quality to the newly constructed LeeSar Medical distribution facility. Additionally, the project intended to reinforce the entire system citywide and substantially bolster the water pressure and water quality to the entire commercial corridor along that portion of Evans Avenue. The main challenge of this project was performing a 900 LF directional drill under Winkler Avenue, which involved working around an existing 6" TECO Energy PGS main that was located near the work area along the entire length of the project. Additional challenges included numerous drainage crossings where the new line had to be vertically deflected more than 15times, as well asworkingwithin rock that was intermittently scattered throughout the project limits. It also serves to support the future development of Eastwood Village and continued growth in the area. MOT Water Sewer Drainage Subsurface Conditions (Rock) Phase I, also completed by the AIM Team, involved improvements to city -owned Eastwood Golf Course; whereas Phase II was for the roadway work required to extend Hanson Street to Ortiz Avenue and all associated improvements. This included a new 1.8-mile, four -lane divided roadway with typical sections that include four 11' lanes, 7' bike lanes, 6' sidewalks, Type F curb and gutter, and a raised grass median. The typical section and alignment curvature were designed to accommodate vehicle speeds of 45 mph. This phase also included approximately 3,100' of roadway, utility, and drainage construction at the approaches to the Ortiz Avenue roundabout and approximately 1,150' of improvements at the approaches to the Veronica S. Shoemaker Boulevard roundabout. Additionally, the ROW footprint is larger at the four -legged roundabout at Veronica S. Shoemaker Boulevard and the three-legged roundabout at Ortiz Avenue. Both roundabouts have design speeds of 25 mph, stamped concrete truck aprons, 14' inside lanes, 18' outside lanes, and sidewalks that transition to multiuse paths to accommodate pedestrians and bicyclists. The project also required oversight for significant utility adjustments and pipe installation. The construction involves significant widening of Colonial Boulevard with installation ofthree major cutting -edge traffic components; the superstreet flow pattern at Forum Boulevard, a Diverging Diamond interchange at 1-75, and a Continuous Flow intersection at Ortiz Avenue and Six -Mile Cypress Parkway. The approximately 1.6 miles of interchange improvements will provide greater access to 1-75, enhance overall safety, increase capacity, and aid emergency evacuation. As part of these improvements, underground utilities owned by both the City of Fort Myers and Lee County are being relocated, replaced, and/or updated. This utility work is not included in the scope of work for the D/B CEI team contracted by FDOT, therefore AIM was selected by the City specifically to administer the utilities work. Directional Drill Transmission Water Main Relocation Subsurface Conditions (Rock) The scope includes relocating City transmission mains north within the Colonial Boulevard ROW, from roughly the east side of the 1-75 bridge to the western end of the proposed widening (beyond Walmart's western most entrance). Specific scope elements of the relocation include 4,500+ LF of 16" sewer line (force main) with a 1,600+ LF directional drill under the interstate, as well as 4,000+/- LF of 24" water main relocation in the same vicinity as the force main. The intersection of Colonial Boulevard and Ortiz Avenue/Six-Mile Cypress Parkway is very congested and involves extensive work along all four sides, including certain lines running a short distance both north and south from the intersection. There are also small adjustments to the reclaim infrastructure required. Other key components include jack and bores, directional drills, isolated vertical deflections, and split casing under the 1-75 bridge abutment's slope pavement. The purpose of this project was derived from Collier County Utilities taking over control of the GGC water supply system. The County decided to connect the separate water system to Collier's distribution system and shut down the GGC plant. To start the process, three interconnects had to be installed and functional. The three interconnects, located at Collier Boulevard and Green Boulevard, Santa Barbara Boulevard and Recreation Lane, and Tropicana Boulevard at Golden Gate High School, each required directional drills with traditional PVC connections on either end. Also, all three connection points utilized a Bermad pressure reducing valve on an above ground assembly to regulate the pressure difference between the two distribution systems. Two of the three had a subaqueous crossing of drainage canals in the area, with the largest and most challenging being a 1,500', 14" diameter bore along the high school's entrance road. Due to Collier's WM location being in the road, Recreation Lane's proposed tie-in location required extra pipe installation. The purpose of this CEI contract is to provide inspection services for the GGC Transmission WM Improvements, which includes managing, administering, inspecting, and documenting all aspects of the project for the County and ensuring that the Contractor builds the project according to the plans, specifications, Supplemental Specifications, and schedule for the Construction Contract. The construction of the transmission WMs involves strengthening potable water services to GGC customers through the installation of new transmission WM within the Collier County Water Sewer District regional water system. The installation work has been broken into two concurrent phases, GGC Transmission WM Improvements Phase I and GGC Transmission WM Improvements Phase II, that will each require a dedicated Inspector. Phase I includes the construction of24" and 30" mains from Collier Boulevard to Santa Barbara Boulevard/Radio Road, with the installation of proposed FM (wastewater) adjacentto the transmission WM through the GGC golf course to serve the future BigShots Golf property, future golf course improvements, and future developments. The WM and FM throughout the GGC golf course portion of the construction project shall be completed, with the utility lines placed into service, by April 1, 2023. Phase II includes the construction of a 16" transmission WM near Santa Barbara Boulevard, north of Coronado Parkway, and along Green Boulevard and 15th Avenue SW, as well as a proposed 12" transmission WM along 48th Street SW. Both phases also include the select replacement of the existing stormwater drainage pipes and stormwater structures within the ROW. We understand that the CEI firm is the liaison between the County and the Contractor to observe the Contractor's work and to determine the progress and quality of the work. The CEI consultant identifies and reports significant discrepancies to the County; therefore, we will be required to coordinate with County staff as well as with the Design EOR, Mike Dickey, PE (Johnson Engineering) and their team's PIO, Cella Molnar&Associates. APPROACH. Along with a staffing approach based on efficiently building our team with professionals who are local and immediately available, AIM's technical approach to this project is centered on our knowledge gained and experience on similar projects. At AIM, we embrace our role and the "Engineering" in CEI by quickly addressing project related questions or field changes that are discovered by the CEI or the Contractor. In preparing our response to this solicitation, our team reviewed the available phase I and Phase II plans, discussed the project with Mike Dickey, and visited the project site to identify potential technical and constructability issues as well as any potential concerns for stakeholders. Some of the key issues identified, their challenges, and our recommended solutions follow. ISSUE: Tracking County -Supplied Materials SOLUTION:Asdetailed in TAB3,AIM has experience working with Collier County inside the transmission WM project area, having performed CEI services on the GGC and Collier County Interconnects Project. The interconnects project included the owner -purchased material element that was discussed during the pre -proposal conference for this 26 transmission WM project. Throughout the three work areas of the GGC Interconnects Project, AIM cataloged deliveries and facilitated the return of excess pipe, valves, and fittings to Collier County. It will be the CEI team's responsibility to protect, account for, and quantify the County supplied material for the project. With this experience, we can hit the ground running and manage this contractjust as efficiently. ISSUE. Subsurface Conditions SOLUTION: Natural layers of rock can be an issue on a project of this type; however, our team is familiar with the methods of removal, and it's impacts on production. On the Hanson Street Extension, our team encountered subsurface conditions, including severe rock, that varied greatly throughout the two-mile project. This project, in addition to years of utility installation experience, provides us with an awareness of the less obvious critical issues that can materialize when working underground, such as laying the new pipe directly on the rock formation or backfilling with material that has large pieces of rock intermingled. Additionally, because of our firsthand knowledge of the subsurface conditions in this specific area of GGC, we will be best suited to preserve the County's best interests. AIM will require the undercutting of rock in the pipe trench, to allow for a minimum of 6" of clearance between the rock pinnacles and the new piping, and we will ensure the use of proper bedding/backfill in rocky areas. We will monitor the overburden while enforcing the County's specifications and, if needed, we will have the Contractor either set up a screening operation or import fill for proper bedding. ISSUE. Size &Alignment of Directional Drills SOLUTION: Also similar to the GGC Interconnects project, there are numerous directional drills on this project; some of which can be challenging due to the diameter, overall length, and locations of the drills at major intersections. COLLIER COUNTY RPS NO.. 22-8042 AIM's team is familiar with and will address all the normal directional drill issues and processes, including verifying welding certs for welding personnel, entry and exit pit locations, laydown area for fused material, facilitating coordination of As -built survey collection to the boring log and, if required, record the fusing logs. Proposed team members are currently working on the City of Fort Myers' Colonial Boulevard and I-75 Utilities Relocation CEI, which has an 1,100', 20" FM running under the interstate. Due to the depth and height of the overpass, the driller used a wire - controlled guidance system. If not previously stated in the contract documents, we would recommend this process for drills at the 1-75, Santa Barbra Boulevard, and Golden Gate Boulevard locations. The main benefits of the directional guidance system are safety and As -built accuracy. ISSUE. MOT & Construction Phasing SOLUTION: MOT on construction projects can become the predominant day-to-day issue that also carries the most liability. This project involves work that will affect traffic and public access at several intersections and driveways, and also multiple school sites. Notably, the intersection at Santa Barbara Boulevard and Radio Road is six -lane by six - lane with a minimum of double left hand turn storage and a proposed waterline connection located in the middle of the ROW. Asa result, MOT and construction phasing at this intersection will bethe mostchallenging partof this project. Ourseniorstaff and inspectors are all certified in FDOT MOT and our team has complex MOT experience; including recentwork on the Hanson Street Extension, which involved double roundabouts with complicated traffic shifts and extensive MOT phasing at each end of the project. Experience with complex setups has prepared our personnel to expertly partner with the Contractor on planning and execution of the MOT plan. We will be proactive in monitoring and inspecting the MOT daily, ensuring that the Contractor adheres to the MUTCD, the a 27 FDOT Standard Index 600 series, contract plans, special provisions, and all other contract documents. Along with the MOT plan we will administer a "means and method" pre -construction discussion to choose a work progression that is the most likely to minimize issues for the County, the Contractor, and the traveling public. We understand the importance of and are committed to maintaining safe pathways for local school and pedestrian foot traffic, always providingcontinuous access to private properties, and firmly enforcing the mitigation of impacts, if any, to emergency services. We will perform weekly formal inspections as well as inspections immediately after any MOT changes. ISSUE. Time Constraints SOLUTION: We are aware of the April 1, 2023, deadline on the work associated with Golden Gate Country Club's golf course due to the construction of the BigShots Golf facility. AIM will help expedite high production in this area, as there is a sizable amount of pipe that must be installed. We will use all the tools available to CEI to ensure the Contractor applies the required amount of manpower to meet this project milestone. This includes continually reviewing their schedule to compare proposed production versus known production rates as well as strictly detailing, during pre - construction and pre -activity meetings, the necessity for two crews working throughout this area. Additionally, while we don't anticipate any golf course or property related issues, proposed AIM Senior Utility Inspector Wayne Metcalf has three decades of experience in golf course construction and his expertise will help facilitate any work performed adjacent to the course. ISSUE. Integration of Drainage Improvements SOLUTION: The drainage scheduled to be replaced under this contract is minor; however, the added MOT, trench shoring, and material staging drastically increase the level of effort required at each location. AIM will partner with the County and the Contractor to swiftly navigate these difficult areas. As with the MOT, our years of FDOT work throughout the state has given us tremendous drainage installation experience that we will bring to this project. ISSUE. Neighborhood Construction SOLUTION: As explained in TAB 1, our proposed project team has substantial experience with "Neighborhood Projects", including several within the area of this project; therefore, we are familiar with managing the issues that can surface when working in someone's "front yard". Our COLLIER COUNTY RPS NO.. 22-8042 experience tells us that normal day-to-day issues we will need to manage on this project include work area and driveway ingress -egress; temporary drainage; trash and recycle collection; sprinkler systems; mailboxes and deliveries; public relations, including coordination with the PIO and conducting a pre -construction public meeting; damage disputes; vibration monitoring; boil water notices; and environmental concerns and BMPs. While working on this project, we will remain conscientious of how our work will impact those who live within our work zone and facilitate production in a way that both keeps them happy and the County's phone from ringing. ISSUE. Old Pipe Systems SOLUTION: AIM is well versed in working with and round Asbestos Cementitious (AC) pipe. From the abatement process involved with disposal to the challenges of cutting, restraining, and simply working near, we will enforce the policies and procedures related to working in or around the AC lines to prevent any contractor missteps. Much less controversial and less well known is the transmission main along 39th Street. The Eastern connection points of the project are large diameter transmission mains composed of Thompson Pipe. This pipe, also known as Price Brothers Pipe, is an effective product built for one purpose: to be the most durable transmission pipe of its time. Our second proposed Senior Utility Inspector, Ricky Moore, has extensive experience with this steel -lined, prestressed concrete piping, which will allow us to expertly advise the Contractor pre-, during, and post -construction, should they be unfamiliar with the process and/or material, and will help in facilitating them through the coordination process of bringing in personnel from the Thompson Pipe Group for the connection work. AN W COLLIER COUNTY RPS NO.. 22-8042 I; AI PROJECT MANAGEMENT. Our Senior PE, Jadon Hull, PE, CGC, has over 22 years of engineering and construction experience that include Collier County CEI projects, such as the GGC WM Interconnects, as well as many projects requiring the actual build/construction of underground utilities as CMAR. As Senior PE, Mr. Hull will review and accept the Contractor's Baseline Critical Path Method (CPM) Schedule and monthly updates. He will also be responsible for any contract time and extra work negotiations that require a change order, by providing a fair and common-sense approach to cost estimating and negotiations. He is very knowledgeable and comfortable dealing with construction issues; understands construction contractual obligations, specifications, requirements, and contract documents; and communicates expectations. Proposed PA, Hector Louzao, has 36 years of construction experience and will manage the team's daily operations. His leadership and professionalism will help streamline communication and serve as the vital link between County staff, contractors, and the inspection staff. He will work closely with Mr. Hull and our inspection staff to make sure all tasks' quantities are accurate and that the materials tracking and certification are completed correctly and timely. Mr. Louzao and Mr. Hull have a cohesive working relationship that spans more than a decade and will provide the Countywith the management level supportyou will need. All our personnel appreciate and understand the "big picture" of all tasks; however, each member will focus on their specific area(s) of responsibility, thereby improving each element of the project to meet the goal of the water main improvements. At AIM, we utilize many elements to communicate effectively with team members. Weekly project meetings, email groups, virtual collaboration through platforms such as Microsoft Teams and Zoom, and monthly progress meetings all help to nurture group communication. PROJECT COORDINATION. COORDINATION AT KICKOFF. Upon notice -to -proceed (NTP) for CEI, AIM will meet with the County's Construction Project Manager (PM) to discuss the project's CPM schedule and significant activities. We will collect and study the construction contract package, including the construction plans, specifications package, utility agencies approved materials lists, workschedules, and othercriticaldocuments. This kickoff meeting will also be an opportunity to discuss the County's need and/or desire for additional services, including any in-house services such as surveying, SUE, and/or public information support, or any testing services. Our experience on similar projects has taught us that responding quickly with clear and consistent information is the best remedy for addressing community concerns during construction. We also recognize the importance of effective communication with the County's Construction PM and County staff, the design FOR and their PIO, the Contractor, utility owners, permitting agencies, residents, business owners, schools, and the public. Upon NTP for the Contractor, AIM will conduct pre -operation meetings with the Contractor to ensure all participants understand all the project requirements and expectations. At these meetings, we will discuss the specifications, the key players of the operation and their roles, the FDOT Quality Control (QC) Guide lists and critical requirements, any MOT issues, and any other project needs. ON -SITE INSPECTION ACTIVITIES. AIM's team of CEI engineers, project administrators, and inspectors all meet the FDOT's Construction Training Qualification Program (CTQP) requirements for their respective positions. AIM is committed at all levels of our organization to maintaining the safety of both our clients and all other stakeholders who are impacted by our projects. Again, we will monitor and enforce the Contractor's safe MOT setup and ensure that they follow the current FDOT Standard Index 600 series. We will also work closely with the Contractor to monitor the work and minimize any adverse impacts of any resulting lane closures, which have the potential to interfere with emergency response, pedestrians, and vehicle/school bus traffic. Additionally, we recognize the importance of following all safety procedures and best practices for any work occurring in confined spaces and on or near active utilities. The bottom line is we will always work with the Contractor to establish a safe work zone. FOCUS ON QUALITY. AIM will institute our established Quality Assurance (QA) Program, which is specific to our CEI services, and submit for review by the County. The program will be administered by our dedicated QA Manager, Cal Santarelli, who will review the plan regularly to ensure that all aspects of QA/QC are being performed per specifications. AIM uses this program to monitor and evaluate our adherence to processes, procedures, and standards to measure our work product and service quality. The program involves reviewing and auditing work products and activities to verify they comply with the applicable procedures and standards, and assuring the results are appropriately incorporated into the project and project records. The principles of AIM's QA program are based on three primary objectives, which apply to any size project or activity. These objectives are planning to do it right, doing it right the f irst time, and documenting everything. This program will also help us to monitor the Contractor's performance and investigate any potential errors and omissions. We understand the County is hiring AIM to provide the most cost-effective CEI services for this contract. Our proposed team is driven by a commitment to early detection and resolution of potential issues before they become problems, or worse yet, claims. The AIM Team will ensure success for the County by being proactive, anticipating project issues early, resolving issues at the lowest possible level, and executing the necessary steps quickly. We have met this commitment successfully on similar CEI projects through effective communication, partnering, and a proactive approach to problem resolution. Our goal is to create a cooperative relationship by assisting the Contractor in meeting contract expectations. We will set these expectations upfront through partnering, pre -activity meetings, and progress meetings. The pre - activity meetings will be held before new categories of work or critical activities, preparing both the Contractor and inspection personnel for the expectations and critical requirements. These meetings are the basis for developing productive working relationships. We will review specification requirements, shop drawings, constraints to the work, limitations of operations, material deliveries, sequence of operations, and contingency plans. By prioritizing Contractor partnering and engagement from day one, AIM maximizes the ability of the Contractor to mitigate obstacles, perform work efficiently, and achieve a completed project with proper documentation and seamless closeout procedures. MONITORING CONSTRUCTION COSTS. AIM continuously monitors the financial status of each project so that we are always aware of the time charges to each task and the amount of budget remaining. We understand that monitoring the budget on a continual basis is required to keep a project within budget. To continually monitor project financials and keep the budget under control, we utilize the same Del tekAjero Project Management software system that is used to track schedule. This software system tracks project financials in real time and includes scheduling and document management to allow our staff access to the most accurate project monitoring system available. Providing staff access to the current budget not only holds staff directly accountable for their services but helps increase ourteam's overall efficiency. Mr. Hull and Mr. Louzao will be responsible for tracking the schedule and the budget of this project. We will prepare a work schedule based on the Contractor's two -week look ahead schedule and submit to the County for concurrence. We have a long history of meeting our clients' budget and schedule constraints by instituting various tools on previous contracts to help maintain and/or accelerate the project schedule. RECORD KEEPING & PROJECT CLOSEOUT. Mr. Louzao, will prepare and maintain complete and accurate records of project activities, including monthly progress reports and a construction diary. We will track the testing and acceptance of all utilities for pay to ensure that all materials meet the project requirements and to ensure a smooth final close-out process. We will also maintain records of the Contractor's materials, equipment usage, and labor when claims involve additional compensation, and we will review and submit monthly estimates. INNOVATIVE & VALUE-ADDED APPROACH. Considering the depth of our firm's in-house resources, our team will be able to efficiently coordinate with the appropriate experts to help solve any unforeseen issues. Services available to the County include surveying and mapping, SUE, environmental science, stormwater/drainage engineering, roadway design, underground utility design, and construction management. Our construction management capabilities set AIM apart from competitors, as our proposed CEI personnel have years of experience in the construction of underground utilities as CMAR. Additionally, AIM's portfolio of services includes the latest in cutting -edge technology. This includes the GoPro Fisheye, which has a wide panoramic effect produced by an ultra - wide -angle lens, that allows us to provide Google-style street views of any project and allows the PM to walk the job from the comfort of their desk. If Collier is interested in this process, and it is maintained throughout the project, this would be a valuable resource should there be any disputes involving contractor claims or property owners. AIM also operates a Mavic Quadcopter unmanned aerial vehicle (UAV). This innovative tool can be mobilized quickly to provide high -resolution, low -altitude aerial imagery as well as photogrammetrically derived topographic data to support nearly all our professional survey services. In a matter of hours, or less, this tool can be deployed, downloaded, and processed, providing up to the minute, full color imagery and topography over large areas.
