EXECUTIVE SUMMARY
Recommendation to accept a project update to NCWRF Pretreatment Facility Project No. 70149 currently
under design with AECOM Technical Services (AECOM) through Agreement No. 20-7722-NS.
OBJECTIVE: To keep the Board informed on this major capital improvement project.
CONSIDERATIONS: This project is designing, and will competitively procure the construction of, a new
Pretreatment Facility (a/k/a Headworks) at the North County Water Reclamation Facility ("NCWRF"). This project
will meet the plant's operational needs and allow the NCWRF to remain in compliance while meeting demand
throughout the service area.
On July 12, 2022, the Board certified the existence of a valid public emergency needed to expedite a re -design of
the project and approve Agreement No. 20-7722-NS to AECOM Technical Services, Inc. ("AECOM") for NCWRF
Headworks Engineering Services in the amount of $4,321,083.
Staff issued a Notice to Proceed to AECOM on August 18, 2022, which represents the official start of the redesign
effort for the Pretreatment Facility. Recognizing the emergency need for completion of this project, Staff
continues to meet with AECOM regularly to review the design progress and resolve issues.

The project team is also reviewing additional measures to compress the future construction timetable including
identification and programming of direct County procurement of long lead time construction equipment and
material items. Based on the initial comparison of the lead times and the construction schedule, it appears as
though the long lead time items may not be on the critical path for project completion, and it may not be necessary
for the County to direct purchase these items. Staff continues to evaluate the potential need for direct purchases as
the design progresses. Staff is also reviewing and working on sole source documentation for future Board
consideration for several equipment items necessary for the Pretreatment Facility.
To reduce the risk of eminent failure of the existing pretreatment facility, under a contract separate from agreement
20-7722 staff is working with a design engineer for an interim structural repair of the existing pretreatment. This
repair along with regular inspections by the design engineer is consistent with the mitigation strategy needed to
ensure the integrity of the existing pretreatment facility during design and construction of the new pretreatment
facility. The interim structural repair design for the existing pretreatment facility is complete and a request for
quotes has been initiated. The existing facility will continue to be regularly inspected by the engineer until the new
facility is online.

FISCAL IMPACT: The source of funding for this project is Wastewater User Fees Fund (414). The project
update itself does not carry a fiscal impact.
GROWTH MANAGEMENT IMPACT: There is no Growth Management impact associated with this item.
LEGAL CONSIDERATIONS: This item does not present a legal issue for review.-SRT
