EXECUTIVE SUMMARY
Recommendation that the Board of County Commissioners, acting as the Airport Authority, adopts the
attached Resolution approving the proposed rate schedules for the Everglades Airpark, Immokalee Regional
Airport, and Marco Island Executive Airport for 2023.
OBJECTIVE: To approve rate schedules for the Everglades Airpark (X01), Immokalee Regional Airport (IMM),
and Marco Island Executive Airport (MKY) for 2023.
CONSIDERATIONS: Ordinance 2010-10, Section Five C.6 states that the Authority has the power to adopt by
resolution a schedule of rates, fees, and other charges.
The Airport Leasing Policy, Section II, states that a “Rate Structure” updated and approved by the Authority
annually will serve as a guide when negotiating fees.
An introduction providing criteria for establishing the rates and charges and who can authorize deviations from the
established rates has been added to the rate schedule for each airport.
The notable changes to the attached updated rate schedules from the 2022 rate schedules, based on market
comparisons, current costs, or previously approved methodology, are:
• ALL AIRPORTS - Office space, storage space, hangars and land rates have been increased 6.8% based on
the Consumer Price Index (CPI), as specified in the Airport Leasing Policy.
• ALL - The margins on Jet A and AvGas full-service and self-service fueling have been revised to provide a
fixed margin increase for weekly updates, and ranges which provide flexibility as necessary based on
market conditions.
• ALL - Full-service and self-service fuel prices will be updated weekly or as necessary based on market
conditions.
• MKY - Ramp fees have been increased slightly based on market comparisons.
• MKY - The fee for Lavatory Cart service has changed from $50 to $75.
• MKY - The fee for after-hours services has increased from $75 per hour after 7:00 PM to $125 per hour
after 7:00 PM and before 7:00 AM.
• MKY - The fee for Aircraft Tow has increased from $40 to $50 per tow.
• MKY & IMM - Into Plane Fees have been added for Contract Fuel and language has been updated to
reflect AvFuel Contract Fuel in place of Shell Contract Fuel.
• MKY & IMM - Billing for volume discount fuel program has been changed to a monthly billing cycle.
• IMM - Tie Down/Overnight Parking Fee for XLarge Jet has been added.
• IMM - The fee for automatic dishwashing has been removed.
• IMM - The fee for after-hours services has increased from $75 per hour to $100 per hour after 7:00 PM and
before 7:00 AM.
• IMM & X01- Tie down contract minimum period has increased from 3 months to 4 months.
• X01 - The fee for after-hours services has increased from $75 per hour after 5:00 PM to $100 per hour after
5:00 PM and before 8:00 AM.
FISCAL IMPACT: Modest increases are expected in certain revenue line items. Impacted revenue categories are
expected to meet or exceed the FY2023 budget.
GROWTH MANAGEMENT IMPACT: There is no growth impact associated with this Executive Summary.
LEGAL CONSIDERATIONS: This item is approved as to form and legality and requires majority vote for

2023 Rates and Charges
Introduction
These rates and charges have been established by the Collier County Airport Authority (the
“Authority”) by taking into account the costs associated with the operation and maintenance
of the airport, as well as the necessary recovery of capital investment into its facilities. It is the
policy of the Authority to make the facilities and services of the Marco Island Executive Airport
available to the general public on reasonable terms without unjust discrimination.
Any rates and charges now in effect or hereafter adopted or revised, upon adoption or
revision, are incorporated into the Rules and Regulations by reference. The administration of
these rates and charges, and any deviation or waiver thereof as may be operationally
necessary, shall be under the authority, responsibility and control of the Division Director,
Airport Manager or their Designee.

hangars, storage, office space and related facilities used for commercial aviation and non‐
aviation activities annually (every January 1st) in accordance with the lease rental rate

The Annual Volume Discount Fuel Program‐Jet A offers reduced aviation fuel prices for large‐quantity
purchasers of fuel. New customers must have purchased more than 30,000 gallons of fuel in the
previous fiscal year (October 1 through September 30). Customers wishing to take advantage of this
program will be charged the non‐ discounted rate for the first 30,000 gallons. Participants that have
met the minimum annual tier in the prior year will continue at the first‐tier discounted gallon rate for

the subsequent year provided that all other requirements under this program have been met. The
above full‐service discounted rates include the based customer discount of $0.15/gallon as previously
referenced.
Customers may elect to be billed monthly or direct pay at the time of sale via Avfuel Contract Fuel.
Customers electing to pay with a credit card under this program (Visa, MasterCard, Discover, American
Express, Multi‐Service, Government Air Card) will be charged a service fee of 3%. The Authority, in its
sole discretion, reserves the right to request additional information regarding aircraft
ownership/exclusive control and to reject any aircraft, or fuel reseller from the program that it deems
ineligible.

Every tenant will be issued two (2) keys at no charge to allow them access to their hangar or
other leasehold. Additional or replacement keys shall be purchased for a non‐refundable fee
of $20 each. Upon termination of a leasehold, all keys issued to tenants will be returned to
the Airport Authority. If all keys are not returned, a charge of $70 for a lock change, tax
included, will be charged. If the tenant requests a lock change, there will be a charge of $70
for the lock change.

continue at the first‐tier discounted gallon rate for the subsequent year provided that all other
requirements under this program have been met. Should the non‐discounted gallon rate fall below a
customer discounted tiered rate, the customer will be assessed the non‐discounted rate accordingly.
The above full‐service discounted rates include the based customer discount of $0.10/gallon as
previously referenced.

2023 Rates and Charges
Introduction
These rates and charges have been established by the Collier County Airport Authority (the
“Authority”) by taking into account the costs associated with the operation and maintenance
of the airport, as well as the necessary recovery of capital investment into its facilities. It is the
policy of the Authority to make the facilities and services of the Everglades Airpark available
to the general public on reasonable terms without unjust discrimination.
Any rates and charges now in effect or hereafter adopted or revised, upon adoption or
revision, are incorporated into the Rules and Regulations by reference. The administration of
these rates and charges, and any deviation or waiver thereof as may be operationally
necessary, shall be under the authority, responsibility and control of the Division Director,
Airport Manager or their Designee.
