Agenda 10/25/2022 Item #16F3 (To ensure the County is eligible for FEMA Public Assistance related to Hurrican Ian)10/25/2022 EXECUTIVE SUMMARY Recommendation to approve an “after-the-fact” request for public assistance to the Federal Emergency Management Agency (FEMA) for reimbursement of expenses incurred during Hurricane Ian. OBJECTIVE: To ensure the County is eligible for FEMA Public Assistance related to Hurricane Ian. CONSIDERATIONS: In order to be eligible for federal financial assistance in preparation for and in response to Hurricane Ian, Collier County must be approved as an applicant by the Florida Division of Eme rgency Management. Once approved, the Collier County will seek reimbursement for all eligible expenses including labor, equipment, and materials in support of the emergency. Prior to any reimbursement, a funding agreement will be required to be executed and as such will be presented to the Board for approval. FEMA issued the notice of a major disaster declaration for the State of Florida (FEMA -4673-DR) including Collier County on September 29, 2022 as amended October 7, 2022. Thus, Collier County is e ligible to request financial assistance. To begin the process, a Request for Public Assistance application was submitted through the Florida Department of Emergency Management’s electronic system (Grants Portal) on October 7, 2022. Collier County CMA #5330 authorizes the County Manager to approve the submittal of grant applications with subsequent Board of County Commissioners action at the next available Board meeting to ratify the approval as “after-the-fact.” FISCAL IMPACT: Approval of the request will enable Collier County to be reimbursed for eligible expenses associated with Hurricane Ian. The County is in process of the preliminary damage assessment and estimated cost. LEGAL CONSIDERATIONS: The Board will have the opportunity to accept or reject the funds if the grant is approved. Accordingly, the County Attorney’s Office approves the request as to form and legality; the request requires a majority vote for Board approval. -RTT GROWTH MANAGEMENT IMPACT: There is no growth management impact associated with this action. RECOMMENDATION: To approve an “after-the-fact” Request for Assistance to secure the County as an eligible applicant for FEMA reimbursement of Hurricane Irma related expenditures. FEMA issued the notice of a major disaster declaration for the State of Florida (FEMA-4673-DR) including Collier County on September 29, 2022 and as amended October 7, 2022. Thus, Collier County is eligible to request financial assistance. To begin the process, a Request for Public Assistance (RPA) must be submitted to FEMA through the Florida Department of Emergency Management's electronic system (Grants Portal) by October 29, 2022. In order to expedite the submittal, staff is requesting that the County Manager approve the request for submittal on October 7, 2022 followed by after-the-fact approval by the Board of County Commissioners at the October 25, 2022 meeting. The approval will also authorize Therese Stanley, Manager-Grants Compliance, to serve as the primary contact and Maggie Lopez, Senior Budget Analyst, to serve as the alternate contact for all administrative responsibilities related to this grant application and the subsequent claim/reimbursement form submittal process.
