Agenda 10/25/2022 Item #16C2 (To obtain professional engineering services to design the replacement of the Main Switchboard for Electrical Service Number One at the NCWRF)10/25/2022 EXECUTIVE SUMMARY Recommendation to award Request for Professional Services (“RPS”) No. 22-7952, “North County Water Reclamation Facility - Electrical Services Number One Upgrade Project,” to Johnson Engineering, Inc., in the amount of $430,180, authorize the Chairman to sign the attached agreement, and authorize the necessary budget amendment. (Wastewater User Fee Capital Fund (414), Project 70278) OBJECTIVE: To obtain professional engineering services to design the replacement of the Main Switchboard for Electrical Service Number One at the North County Water Reclamation Facility (“NCWRF”), which has reached the end of useful life, to enhance reliability and sustainability. CONSIDERATIONS: The power distribution system associated with Main Switchboard Electrical Service Number One and associated equipment at the NCWRF has been in use for twenty (20) years or more. This project is for designing the replacement for the Main Switchboard Electrical Service Number One. Facility/equipment improvements, replacement of the Main Switchboard, and future power expansion/multiple feed capabilities are included in this project. On June 28, 2022, (Agenda Item 16.C.3) the Board approved the selection committee ranking for RPS Number 22- 7952, “North County Water Reclamation Facility - Electrical Services Number One Upgrade Project,” and authorized staff to enter into negotiations with the top-ranked firm, Johnson Engineering, Inc. (“Johnson”) Staff negotiated and reached a proposed agreement with Johnson in the amount of $430,180.00 for professional engineering services. Staff’s negotiations with Johnson, resulted in an ultimate cost savings of $248,616. Attachment 1 to this item is proposed Agreement No. 22-7952 (the “Agreement”) for the design of the Main Switchboard Replacement, which includes final plans and specifications and construction administration services for the proposed improvements, as well as additional services if needed. The Board’s approval of this item will also be an acknowledgment of the cost reasonableness of the contract amount based upon staff’s competitive negotiation required by Florida Statutes, Section 287.055, the Consultant’s Competitive Negotiation Act. Johnson Engineering, Inc., has provided consulting services to Collier County Utilities for more than 30 years. FISCAL IMPACT: The source of funding is the Wastewater User Fee Capital Fund (414). $350,000 is available in project 70278. A budget amendment is needed to reallocate available funding to project 70278 for the balance of the design and future project costs. GROWTH MANAGEMENT IMPACT: This project meets the Growth Management Plan standards to ensure the adequacy and availability of viable public facilities.
