EXECUTIVE SUMMARY
Recommendation to approve additional FY 2023 budget amendments in the amount of $95,263,800
covering post Hurricane Ian clean up and recovery for debris removal, the storm-water network,
water & wastewater, road & bridge, parks, beaches and governmental facilities repairs and other
storm related costs, including additional funding for the Sheriff.
OBJECTIVE: Establish sufficient FY 2023 budget providing for uninterrupted clean up and recovery
post Hurricane Ian.
CONSIDERATIONS: Funding cleanup and restoration of the community in the aftermath of Hurricane
Ian continues and to that end, this executive summary requests approval for additional FY 2023 budget
amendments as follows;
• $58,763,800 to cover the debris removal mission (474).
• $ 3,000,000 to cover beach & pass clean up and other storm related costs (195)
• $ 1,500,000 to Sheriff’s Office to cashflow payroll and overtime (040)
The following will be budget amendments within the FEMA Emergency Disaster Fund (727):
• $12,200,000 to cover water & wastewater system repairs & equipment and other storm related
costs
• $ 1,000,000 to cover necessary repairs to storm-water system and other storm related costs
• $ 2,000,000 to cover road and bridge as well as landscape repairs and other storm related costs
• $ 1,000,000 to cover park system repairs and equipment and other storm related cost
• $ 10,800,000 to cover general governmental facility repairs and other storm related costs within
various Divisions.
• $ 5,000,000 to cover beach park facilities repairs and other storm related costs
At the emergency meeting on September 25, 2022, the Board approved two budget amendments for
Hurricane Ian, $1 million for emergency preparation and response and $8 million for debris. Additional
funding is required. The requested action establishes an initial budget for clean-up and restoration from
this event. Final costs may be higher and if so follow-on budget amendments will be presented at a future
meeting.
FISCAL IMPACT: Establishing Hurricane Ian budgets in the amount of $95,263,800 requires a
combination of financial management steps. Reserves will be reduced in various funds and budgeted
projects with future funding requirements will be reduced. Mission critical projects will be funded as
required with Commercial Paper when construction contracts are awarded.
The County has sufficient resources to cash flow the required clean up and restoration work given the
necessary financial management steps outlined above and we are well positioned to submit for
reimbursement for work performed to the appropriate agencies in a timely fashion. However, OMB will
be monitoring the reimbursement stream closely and if necessary, take appropriate mid-year budget
management steps to always ensure that sufficient year ending FY 2023 cash is maintained.
LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney, is approved as to
form and legality, and requires majority vote for approval. -JAK
RECOMMENDATION: Approve budget amendments covering post Hurricane Ian clean up and
recovery for debris removal, the clean-up of beaches and passes, and repairs and other storm related costs
for various departments and divisions, including the Sheriff’s Office.
